SUBJ: LOGISTICS TRANSFORMATION - CONFIGURATION MANAGEMENT (CM)

A. COMDT COGARD WASHINGTON DC R 051723Z SEP 08 / ALCOAST 425/08

1. PURPOSE. REF A IDENTIFIED CM AS THE FIRST OF FOUR CORNERSTONES

OF THE COAST GUARDS TRANSFORMATION TO A COMMON LOGISTICS MODEL. IT

ALSO PROVIDED COMMANDANT DIRECTION AND EMPHASIZED CM IMPORTANCE TO

SUSTAINABLE MISSION EXECUTION. THIS MESSAGE HIGHLIGHTS THE VITAL

IMPORTANCE OF AN EFFECTIVE CM PROGRAM, PROVIDES AN UPDATE ON THE

ACTIONS TAKEN TO DATE, AND CHARTS OUR FUTURE COURSE. CONSEQUENTLY,

COMMANDING OFFICERS, ASHORE AND AFLOAT, WILL BE HELD PERSONALLY

ACCOUNTABLE FOR ENSURING THAT NO SYSTEM, EQUIPMENT, SOFTWARE OR

STRUCTURAL CHANGE IS IMPLEMENTED ON ANY COAST GUARD ASSET WITHOUT

PROPER AUTHORIZATION. UNAUTHORIZED CHANGES WILL BE CORRECTED AT

THE UNITS EXPENSE.

2. BACKGROUND. CM IS THE DISCIPLINE THROUGH WHICH WE DOCUMENT,

COMMUNICATE AND CONTROL THE WHO, WHAT, WHEN, WHERE, WHY AND HOW OF

OUR CRITICAL CAPABILITIES (ASSETS, SYSTEMS, UNITS, AND PEOPLE). CM

ENSURES A BASELINE IS ESTABLISHED AND ANY CHANGE IS PROPERLY

DOCUMENTED AND CAPTURED, ENSURING THEY ARE CONSISTENT AND

REPEATABLE THROUGHOUT THE LIFE CYCLE OF THE CAPABILITY.

CONFIGURATION CONTROL, THROUGH THE CONFIGURATION CONTROL BOARD

(CCB) IS THE AGENT USED TO MANAGE PROPOSED CHANGES TO THESE

CAPABILITIES. UNAUTHORIZED CHANGES ARE UNDOCUMENTED, UNSUPPORTABLE,

AND MAY SEVERELY IMPACT CREW SAFETY AND MISSION PERFORMANCE WHILE

DRAINING COAST GUARD RESOURCES. NO SYSTEM, EQUIPMENT, OR STRUCTURAL

CHANGES SHALL BE IMPLEMENTED WITHOUT PROPER COAST GUARD

AUTHORIZATION.

3. ACTION TAKEN. THE COAST GUARD HAS ESTABLISHED THE FIRST

PROGRAM OFFICE DEDICATED TO CONFIGURATION MANAGEMENT, COMDT (CG-

444). LOCATED WITHIN OUR ENGINEERING AND LOGISTICS DIRECTORATE,

THE CM DIVISION IS WORKING IN CLOSE COOPERATION WITH OUR LOGISTICS

TRANSFORMATION PROGRAM INTEGRATION OFFICE (LTPIO) TO IMPROVE CM

THROUGHOUT THE COAST GUARD. THE CG CM WEBSITE ON CG CENTRAL

(HTTP://CGCENTRALWEB.USCG.MIL/CLINK/2861) CAN BE VIEWED TO GAIN

HELPFUL SUPPORT MATERIAL, TO INCLUDE A CM SELF ASSESSMENT, CM

MANAGERS TOOL KIT, CM TRAINING AND MORE. PRESENTLY, THE COMDT (CG-

444) STAFF ARE FOCUSED ON ESTABLISHING TECHNICAL DATA STANDARDS,

WHICH ARE A FOUNDATIONAL COMPONENT OF ANY FUNCTIONING CM PROGRAM.

UNDER THE LOGISTICS TRANSFORMATION STANDARD BOAT PILOT, A STANDARD

BOAT CCB HAS BEEN ESTABLISHED AND ENSURES REPRESENTATION FROM THE

OPERATIONS, ENGINEERING AND SAFETY PROGRAMS. ANOTHER COMPONENT OF

THE LOGISTICS TRANSFORMATION STANDARD BOAT PILOT PROJECT IS

IMPLEMENTATION OF LOGISTICS COMPLIANCE INSPECTIONS (LCI). THE LCI

LOOKS NOT ONLY AT A UNITS ASSET CONFIGURATION, BUT ALSO THEIR

COMPLIANCE WITH CRITICAL LOGISTICS PROCESSES INCLUDING MAINTENANCE,

SUPPLY AND ENGINEERING CHANGE PROCEDURES. OUR ACQUISITION PROGRAM,

COMDT (CG-9), CONTINUES TO PLACE INCREASED EMPHASIS ON THE

CONFIGURATION MANAGEMENT AND CONTROL OF NEWLY ACQUIRED ASSETS.

4. FUTURE ACTION. WITH THE ESTABLISHMENT OF THE OFFICE OF THE

This document should contain photos of the assessed cutter, taken within 6 months of cutter LRMP meeting.

DEPUTY COMMANDANT FOR MISSION SUPPORT (DCMS) AND OUR NEW LOGISTICS

AND SERVICE CENTERS, THE CONFIGURATION MANAGEMENT PROGRAM OFFICE

COMDT (CG-444) WILL CONTINUE TO WORK WITH THE ASST COMDT OF C4IT

(CG-6), ASST COMDT OF CAPABILITY (CG-7), AND ASST COMDT OF

ACQUISITION (CG-9) TO PROVIDE CLARIFYING GUIDANCE ON CONFIGURATION

IDENTIFICATION, CONFIGURATION CONTROL, CONFIGURATION STATUS

ACCOUNTING AND CONFIGURATION AUDITS.

5. SUMMARY. SUCCESSFUL LIFE CYCLE MANAGEMENT IS PREDICATED ON A

SOUND CM PROGRAM. EFFECTIVE CM, ALONG WITH TOTAL ASSET VISIBILITY

(TAV), BI-LEVEL SUPPORT SYSTEM, AND A SINGLE POINT OF

ACCOUNTABILITY THROUGH A PRODUCT LINE MANAGER ARE FUNDAMENTAL TO

THE OVERALL SUCCESS OF THE NEW LOGISTICS BUSINESS MODEL. AS NEW

ASSETS SUCH AS THE NSC, RB-M, FRC, AND MPA 144A ENTER SERVICE, IT

IS VITAL THAT STRICT CM IS MAINTAINED. TO REITERATE, OPERATIONAL

COMMANDERS HAVE THE CRITICAL RESPONSIBILITY FOR MAINTAINING CM AND

NO SYSTEM, EQUIPMENT, OR STRUCTURAL CHANGE SHALL BE IMPLEMENTED

WITHOUT PROPER COAST GUARD AUTHORIZATION THROUGH A CCB PROCESS. WE

MUST CONTINUE TO WORK TOGETHER TO IMPROVE THE RESPONSIVENESS,

VISIBILITY AND EFFECTIVENESS OF OUR CM PROGRAM AND CONTROL

PROCESSES.
