70Z085-18-Q-P45022 REQUEST FOR CLARIFICATIONS RESPONSES

Question: would it be acceptable to bring a work barge with spuds and moor up next to the vessel to bring all the equipment on a barge and have a place to put all the scrap and garbage generated from the work.

Response: Mac Wade is the Port of Morgan City (our homeport) Executive Director. He does not have an issue with working with the contractors to moor a barge either in front of us or alongside us. He can be contacted at (985) 498-9337 and requested that the contractors get in touch with him to make arrangements. I have also CC'ed him on this email.

As for the Command of CGC AXE, we do have a few concerns about a barge mooring up to us.

Do to the location of our mooring, Tug and Barges sometimes get extremely close to us while transiting the ICW. We actually have been hit before in the past. With another barge tied off alongside, we think that it could possibly impede traffic depending on the size.

Question: Also, the barge has a bathroom with an approved MSD unit and shower. I see in the quote that when the sewage tank is being cleaned, temporary facilities are needed. I didn't know if the barge bathroom would be ok or if I needed to quote a portable restroom.

Response: As far as the cutter using the bathrooms and showers on the barge if they are used by the contractor then I would say no. We do not have the contractor and crew use the same facilities. Review the standard specification:

3.2.11.6 Sewage facilities for vessel personnel – due to disruption of sewage system. When the shipboard toilets are unavailable due to contract work, and no permanent shore side facilities are available, the Contractor shall provide vessel-personnel with portable toilets as specified in Table III (Portable Toilets). Ensure that the toilets are:

· Located as close as possible to the vessel, at a distance not to exceed 100 yards.

· Cleaned and emptied daily, and restocked with consumables.

3.2.12 Sanitary facilities for contractor-personnel. The Contractor shall be responsible for providing sanitary facilities for all Contractor-personnel, ensuring that such facilities are distinct and separate from facilities used by vessel personnel.

So if contractors are using the facilities on the barge then the CG members cannot use the same facilities.

Question: Will the crew be removing and replacing the spuds during the availability? The spec calls out to inspect the well liners but doesn’t address the spuds being renewed or overhauled.

Response: Spud Handling: I have no problem with the cutter handling the spuds (removal & installation). If for some reason AXE's crane goes down we'll have to go another route.

-Renew/Overhaul: They should be overhauled every 4 years.

Question: Does the USCG anticipate the contractor having to address any lead and/or asbestos on the ship during this availability?

Response: No. However, if there are suspect areas submit a CFR.

Question: Can you provide additional info for the fan coil units. We have installed these on numerous docksides in the past I just don’t recall providing them. Just want to confirm we get what the USCG requires.

Response: Fit, form and function. The same units are preferred however, we understand that the same units may not be produced due to age. Ensure they fit properly and have the same foot print as the existing units.

Question: Item 18 calls out for kickpipe repairs. Just to confirm that any plate that needs to be addressed will be a CFR?

Response: Unless specifically mentioned in the spec, plate/doublers (if needed) will be handled by CFR.

Question: Work Item 21 paragraph 3.2.1, Generally the reuse of removed shower stalls, doors, pans and ceilings had been an issue due to the enclosures being fabricated of stainless steel with ±0.060 tolerances (glue, riveted, and silicone). Will USCG compensate the contractor if the shower enclosures get damaged while removal?

Response: Ultimately a KO decision however, if damage occurs during removal or if the shower enclosure can’t otherwise be used I would recommend to the KO that the contractor be compensated to renew the enclosure. Note: contractor should take care in removal to avoid damage. This will be adjudicated on a case by case basis.

Question: Work Item 15 paragraph 3.1.2, states that Tech Rep is not applicable and at the same time the removal of the CO2 System is listed as interference. Is it the government’s intention for the contractor to remove the components of CO2 System without a technician from the CO2 system vendor?

Response: Yes. Unless someone from the prime contractor is licensed/certified to de-commission and re-commission that the CO2 system. The tech should provide inspection/re-commissioning documentation to the cutter EPO upon completion.

Question: Work Item 17 paragraph 3.1.4, Upon ship visit, we came to know from the Chief that deck covering shall be applied under the footprints of all tables, benches, cabinets, sanitizer, ice machine, piping, deck drains, Refrigerator, Range and Pantry Cabinet. This requires removal of all the stated equipment. Please confirm that the deck covering shall be applied under the footprints of the stated equipment

Response: Full deck coating system should be applied under tables, benches and cabinets w/ exception of table leg sockets (if applicable). Sockets will only be preserved with high build epoxy i.a.w. std spec. 6310 and 6341.

No OneStep is required to be applied under major appliances. Prep and preservation is required under all major appliances and UT shots will be conducted in those areas as well.

Question: General Requirements paragraph 4.1, states that QA inspection forms (QA-1 thru QA- 5), required in SFLC Std Spec 6310 to be completed and submitted during preservation of “critical-coated surfaces”. The QA inspection forms (QA-1 thru QA-5) require QP-1/NACE INSPECTOR to fill and sign these forms. Please confirm that government wants contractor to use QP-1/NACE Inspector in filling these forms?

Response: Recommend contractor review CG SFLC Std Spec 0000, Section 1.3 Acronyms and Definitions for “Critical- Coated Surfaces”. If a surface is a critical coated surface, they yes, QP- 1/NACE CIP Lvl 3 is required to be on-site during all phases of coating and must fill and sign the applicable QA forms.

Question: Work Item 18 paragraph 3.3.1, Paragraph 3.3.1 states that, "Prepare the cited areas in accordance with SSPC-SP 11, if surface preparation involves the removal of lead paint, ensure that no visible coatings remain on any part of the substrate, including pitted areas. In the presence of the Coast Guard Inspector perform a UT inspection of the affected plating beyond the area described above, in accordance with SFLC Std Spec 0740, to determine the boundary of sound material." Please confirm how many UT checkpoints are required?

Response: As an estimate, 100 shots. However, more or less may be needed in order to identify sound metal.

Question: Work Item 18. Paragraph 3.2 Work Location. The concerned work area is the Pilothouse overhead. Refer to Section I of the C4IT Electronics Technical Assessment for USCGC AXE and Coast Guard Drawings to accomplish this work item. 3

Response: See attachment 7, it is the current Electronics Technical Assessment for the USCGC

AXE (WLIC-75310).

Question: If we have issue with time line for delivery of FCU during availability can we cfr to install at a later date? This is the first dockside we have seen that has contractor providing these.

Response: That is something we would need to know ASAP to determine if the work item can be completed during the availability or not. They would have to put in a CFR detailing why they could not get the FCU in time and when they would arrive and plan to complete the work.

Question: If we have issue with time line for delivery of FCU during availability can we cfr to install at a later date? This is the first dockside we have seen that has contractor providing these.

Response: Scuttles have already been received and the cutter has them. The doors are on order and if they do not arrive in time to be installed then it would be de-scoped to be completed at a later date.
