3.1 General.

3.1.1 CIR.

None.

3.1.2 Tech Rep.

Not applicable.

3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, (Vessel component, space, and equipment protection). Specific areas/equipment/components to be protected include, but are not limited to:

Areas where underwater body coating system interfaces with freeboard coating system

(unless u/w body surfaces are also being preserved).

Adjacent deck surfaces and deck fittings.

Liferails.

Vent intakes.

Bulkheads.

Portlights.

Deck equipment.

3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below listed:

Overboard discharges.

3.2 Initial inspection. Prior to removing the existing coating system, The Contractor must inspect and verify whether all hull identification numbers and letters have permanent markings (weld beads or impressions), showing their location on the hull. Submit a CFR.

3.3 Pre-surface preparation wash. The Contractor must accomplish low-pressure (less than 5,000 psi) fresh water wash of all affected surfaces, to remove soluble chlorides and other surface contaminants.

Collect wash water for proper disposal in accordance with all Federal, state and local regulations.

3.4 Preparation. The Contractor must accomplish the following tasks:

3.4.1 Prepare a total of approximately 650 square feet of areas, as designated by the Coast Guard

Power tool cleaning to

SSPC-SP 11 (to produce a 1.0 mil anchor profile)

Mechanical cleaning, using power sanders and abrasive sandpaper with no metallic contents, to remove all existing coatings and rust spots, down to bare metal

3.4.2 Roughen/abrade all remaining surfaces where existing top coating is intact, by sweep-blasting or using suitable grit paper, to de-gloss the top-coating and produce a suitable surface profile to allow proper adhesion of a new top coating.

3.4.3 Feather edges of top coating into adjacent bare areas, to create a smooth transition.

NOTES

1. A profile suitable for over coating would be similar to what is produced by abrading the coating with 100-grit paper.

2. Water jetting without abrasive addition does not provide any additional anchor profile to the surface, beyond what was present after the previous surface preparation.

3.5 Post- preparation cleaning. The Contractor must perform solvent cleaning of all prepared surfaces, in accordance with SSPC-SP 1, prior to coating application. Collect all debris from solvent cleaning for proper disposal.

3.6 Coating application. As applicable, The Contractor must coat all surfaces as specified in Table 2.

Select top/finish color coat in accordance with COMDTINST M10360.3.Table 6.2 (Underwater Body, Boot-top, and Freeboard Colors)

Step 1:

Prime

Spot prime all bare steel surfaces with an “Epoxy

Primer/Mid-Coat - Polysiloxane system” coating, to a thickness matching that of existing adjacent undercoating, ensuring that the primer coating extends over the feathered edges of the sound/intact coating, to minimize edge lifting and provide a better appearance.

Spot prime all bare aluminum surfaces with a

“Polysiloxane” coating, to a thickness of 1.0 -2.0 mils DFT.

Step 2:

Top Coat

Top-coat all primed and abraded surfaces: Apply an “Epoxy Polysiloxane”, White (17925), top coat to ensure a uniform thickness throughout.

Top-coat all primed and abraded surfaces: Apply an “Epoxy Polysiloxane”, White (17925), top coat to ensure a uniform thickness throughout.

3.7 Visual identification markings. The Contractor must ensure the following:
