3. Scope. This instruction applies to any contracted work utilizing cranes (and multi-purpose machines, material handling equipment, construction equipment used to lift loads suspended by rigging gear) and to all rigging equipment used in weight handling operations. These cranes, often from a variety of
NAVSTAEVERETT!NST 11450.2A
24 Sep 12 sources, are generally incidental to construction contracts, ship repair contracts, demolition contracts, maintenance and other service contracts or deliveries of supplies and equipment.
Numerous organizations; including tenant activities, ships, Base Operating Services Contractor and the Facilities Engineering & Acquisition Division have contracting authority which often involve the use of non-Navy owned and operated cranes. The procedures outlined in this instruction must be included by KOs in all contracts, statements of work, purchase orders, etc., per reference (a) .
4. Applicability. The regulatory requirements and responsibilities outlined in this instruction are applicable to all contracts and contractors involving crane operations within the geographical boundaries of NAVSTA Everett including Naval Radio Station Jim Creek, Navy Support Complex Smokey Point and other locations.
5. General Requirements
a. The requirements of reference (a), are applicable to all cranes and multi-purpose machines, material handling equipment, or construction equipment that may be used in a crane-like application to lift suspended loads on Navy installat, ions. As directed, cranes operated by non-Navy employees shall meet requirements listed in section 1.7.2 of reference (a) in its entirety. Additionally, requirements of EM385-1-l, reference (b), shall be invoked for contracts involving construction.
b. No Government representatives shall inspect crane(s) or rigging gear for acceptance. 7. Responsibilities
a. Contracting Officer. KOs and/or local designated COR involved in awarding and/or monitoring contracts in which a contractor may be required to use a contractor-owned crane on NAVSTA Everett property shall:
(1) Ensure the requirements identified in this instruction, including enclosure (1) and (2), are fulfilled in their entirety.
(2) Include applicable references (a) (b) requirements and additional NAVSTA Everett requirements listed in enclosure
(1) in contracts and task orders.
(3) Ensure "Loading Limitations", identified in enclosure (3), of piers and waterfront areas are specified in the contract. If cranes exceed the "tonnage capacity" restriction, the KO shall specifically request in writing, authority from the NAVSTA Everett Public Works Officer or designee for approval to bring the subject crane onto specified wharf and pier. The request shall include documentation from the crane manufacturer stating the maximum outrigger loads for any, rated load configuration, unloaded configuration and no counterweight rated load configuration, plus maximum axle loads for transportation of the crane on piers and wharfs from work site to work site, if in other than highway transportation configuration, indicating the crane configuration, maximum dead weight of equipment, and maximum lifted load. When crane transportation or operation must be restricted, documentation shall include detailed information indicating the "limiting" parameters and controls that will be implemented to ensure the crane does not exceed any of the restrictions, other than the rated tonnage capacity, of enclosure (3). The contractor is then to be directed to operate the crane within the specified parameters and controls. When contractors are subject to using cranes on piers and waterfront areas, incorporate the following caution in each contract: CAUTION, Loading Limitations - Piers and waterfront areas at NAVSTA Everett have load restrictions.
Notify the KO or local designated COR prior to moving a crane on a pier, wharf or other waterfront area.
(4) When contracted cranes are required in load limitation areas, incorporate enclosure (3) into the contract bid package(s).
NOTE: This action is necessary to avoid potential damage to service tunnels such as those used for steam piping, electrical conduit, storm drains, etc.
(5) Ensure the provided P-1 and P-2 forms (enclosure (2)) are used to document oversight of contractor crane operations. Prior to the crane performing lifts, the KO/COR shall ensure the P-1 form has been correctly completed and posted. Additionally, the validity of the information provided will be verified as directed in enclosure (1) . A P-2 form shall be used before crane and rigging operations and again as needed if/when the lifting configuration changes. Copies of the P2 shall be kept on file for one year with the KO/COR.
(6) Request WHE technical support personnel to assist in verifying and completing the requirements of this instruction.
The support personnel can provide oversight and assistance regarding all aspects of WHE, but cannot replace or act as the KO/COR. Requests for WHE technical support personnel can be made through Public Works Transportation at (425) 304-3075.
(7) Submit updated contact information with names and telephone numbers to NAVSTA Everett Security. The KO shall notify NAVSTA Everett Security, the COR and any needed WHE technical support personnel of expected contracted WHE, at least 72 hours in advance.
(BJ Respond immediately to notifications from NAVSTA Everett Security that a contractor crane has arrived on station.
(9) Shall notify the host activity of any WHE accident upon notification by the contractor. Additionally, the contracting officer shall notify the Navy Crane Center of an accident involving a fatality, in-patient hospitalization, overturned crane, collapsed boom or any other major damage to the crane or adjacent property as soon as possible, preferably within 24 hours of notification by the contractor. For all other accidents, notify the Navy Crane Center as soon as practical but no later than three working days after the accident. Enclosure (4) shall be used to submit accident data to the Navy Crane Center.
(10) Shall include language in the contract specifying the removal of contract cranes from NAVSTA Everett upon completion of contract and designate this date as the expiration. Cranes shall be removed from NAVSTA Everett property within 24 hours of contract completion. If the crane is to remain on station for longer than 24 hours contact Public Works Planning section to coordinate a designated parking location that will not impact base operations. Additionally, the KO/COR or designated local representative shall ensure the removal of the P-1 form from the contractor crane upon completion of the contract. Cranes found parked on NAVSTA Everett property more than 24 hours after contract completion will be ticketed.
b. Contractors shall comply with all applicable requirements of their respective contracts and to the Contractor Crane Requirements addressed in enclosure (1) of this instruction.
c. NAVSTA Everett Security will
(1) Utilize the crane identification sheets in enclosure
(5) to identify and prevent contracted WHE from entering the base without following the guidance of this instruction.
Security will contact the KO/COR upon arrival of WHE. Security will prevent contractor-owned cranes from entering NAVSTA Everett until the KO/COR or designated local representative arrives and signs a security maintained crane entry log confirming the crane is allowed to enter the base.
(2) Ensure a current P-1 is posted in the crane cab. If a contractor crane is found at NAVSTA Everett without a current P-1, security will immediately advise the contractor to provide and post the completed P-1 in the crane cab, and contact the KO/COR identified on the P-1 and notify them of the incident.
If the contractor cannot produce or does not have a current P-1, security will notify the KO/COR that initially provided the contractor base access to correct the deficiency.
