About this file
This solicitation requests quotations for the production of test adapter cables. The United States Coast Guard is seeking a fixed price contract to procure up to 170 test adapter cables by December 2, 2020. Responses are due by September 30, 2020. The solicitation is a 100% small business set-aside for North American Industry Classification System code 334515. The statement of work and attachments provide specifications for cable components, connectors, and pinouts. Quotations should be submitted to the contracting officers at the specified email or mailing address, including solicitation number 70Z03820QE0000032.

Responses to Questions
Amendment 5 Answers provided 01 October 2020
This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding solicitation 70Z03820QE0000032. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Number Question USCG Response 1 Please provide more details on the statement of work (SOW) requirement, section 3.4. We need to know which circuits require this two (2) pin disconnect.
Circuits needing two (2) wire clips:
CLIP K7-A1
CLIP AC ESNTL BUS B-PHASE
Ground Clip J107-M J230-X J231-J J235-D J237-G J242-K J242-N

2 We need the details about which circuits would fall under SOW requirement 3.1.b.
There are currently no four (4) wire Kelvin circuits.
3 There were a couple of ez hooks that were the XCH (High Current capacity) models.
In amendment 3, number 6, it states that it should be sized to fit the item being clipped. Is there any EZ Hook Circuits that require this high current model?
The maximum test current is 2.2 amps. It is likely the high current models were selected because UUT required that physical size clip more so than due to need for high current capability.
4 There are a few connectors, see the below reference designators, that are ordered without standard contacts. Please advise on which type of contacts these reference designators use.

5 Is this two (2) wire circuit a single pole single throw inline LM switch between the aircraft and the cable tester? Is there actually two (2) circular connectors on the LM? One for each side of the switch? This will tie several test harnesses together depending on aircraft location.
The two (2) wire LM circuits are just to route the wires to the LM relay. The relay switches in a power supply output into the circuit. Attached is a rudimentary drawing of the circuit operation. (See graph below for a rudimentary drawing of the circuit operation.)
6 When you say it’s a two (2) wire circuit does it mean that is a series in line switch to the circuit?
The two (2) wire LM circuits break the tester to UUT wire to allow a relay to connect power to the circuit. The relay switches between the test address output and the power supply output. Attached is a rudimentary drawing of the circuit operation. (See graph below for a rudimentary drawing of the circuit operation.)
7 Can multiple disconnects be terminated to a one LM Male disconnect on the same TAC? We are seeing this connector with thirty-seven 20-awg contacts and two 16-awg contacts and are wondering if we can fully populate minus 1 empty.
No. Due to the random access capability, TACs may not end up in the same sequences.
The AWA being used is a DITMC 2650 MBA with dimensions of 18”w x 12” h x 22” d. The Circular LM Connector is on the left side of the front panel. The DL1- 156 connectors cover the right 2/3rds.
8 Can we see a picture of the entire AWA and the LM Interface so we can get an idea of how long these branches with the disconnects will be?
LM interface branch circuit shall be 6” from the cable clamp of the DL1-156 backshell and 4 inches long from the breakout point to the 2 pin connector.
9 What is the RG type of coax cable that is going into connector P3806R so we may choose the correct contact size.

10 Can you clarify, the way we understand it, we are to submit one price for all items, please confirm?
Yes-Your unit price will be the same per cable. The maximum quantity (QTY) of Test Adaptor Cables (TACs) is 170. The total proposed price will be your unit price times the number of TACs you determine.
Please complete the solicitations Attachment 1-Schedule of Supplies.
