MH-65E RADAR SENSOR SYSTEM (RSS)

STATEMENT OF WORK (SOW)

(14 November 2017)

1.0 General

1.1 Scope: A requirement exists for the United States Coast Guard (USCG) to purchase a RSS (production and spares) to produce and sustain its fleet of 98 MH-65E Short Range Recovery (SRR) helicopters. The contractor shall manufacture, assemble, integrate, test, certify, and deliver the required quantities of the Primus 700A. The RSS is a commercial item. The contractor shall also provide integrated logistical support service and engineering support services.

1.2 Background: The H-65 H-Conversion/Sustainment Program Discrete Segment (DS) 6 provides for a digital upgrade to the MH-65 with the install of a Common Avionics Architecture System (CAAS). One subsystem of that upgrade is the integration into CAAS and the MH-65 of a digital RSS. The Primus 700A has been in operational use on the USCG’s MH-60 fleet since 2009, has proven to be operationally suitable in all USCG areas of responsibility (AOR), and satisfies the current MH-60T requirements and the MH-65 requirements. The MH-65 operates in the same environmental conditions and flight profiles of the MH-60T.

1.3 Roles and Responsibilities

1.3.1 USCG Aviation Logistics Center (ALC), Elizabeth City NC: The ALC H-65 Product Line will serve as the primary airframe/system integrator for the DS6 components to include the RSS. ALC is the Government airworthiness authority for the H-65 Avionics System Development. The components will be received and installed by the USCG at the ALC during MH-65E modifications in a Programmed Depot Maintenance (PDM) cycle.

1.3.2 Rockwell Collins Incorporated (RCI): RCI currently serves as the avionics integrator for DS6 and the principle design authority for the CAAS Design. RCI will support RSS software integration for the MH-65E at the System Integration Laboratory (SIL) in Cedar Rapids, IA.
