70T03018R9ICIO929 Airline Industry Flight Data Amendment 0005

The purpose of this amendment is to provide clarifications and answers to questions.

The Questions are from the Technical Requirements section of Attachement_2_Statement_of_Work.

1. From bullet (b) and (f), just confirming that are these just flights that touch the USA (intra-USA, flights from international destinations to the USA and finally the USA to international destinations) or every flight worldwide?

Government’s Answer: All segments (air, train, bus, code shares, etc.) Worldwide including foreign carriers.

2. From bullet (b), are these limited to non-stop flight sectors or will thru flights also be included?

Government’s Answer: Please see question 1, (yes), this includes all non-stop segments.

3. From bullet (c) and bullet (d), we would like to confirm the timeframe and content of each file. While the document says it will “contain changes for the prior several days…” can you confirm:

a. Is the content of the file all flights, where any changes are simply included in the file.

Government’s Answer: All changes to all segments – we need the latest schedule that you can provide.

b. Is the content of the file all flights with some sort of designation that there has been a change since the last file.

Government’s Answer: We need the complete schedule – not just changes.

c. What is the timeframe of the flights within the file? For example, is the file for flights of current day only, current day + 7 days, current day + 31 days, all flights for the next 11 months, etc.

Government’s Answer: The file should contain segments from one day prior to file generation to infinity (For example, if the file is generated on the 15th, we need data from the 14th to infinity.

4. From section 1 – Deliverables, Deliverable Identifier T1.4. We will require a minimum of 7 days prior to the delivery of the first production files to provision the SFTP site. Depending on the timing between the Award Date and the first file delivery date, will this potential one-time issue be a shop stopper? If there is more than 7 days between Award Date and first file date, there is no issue.

Government’s Answer: The government will require 7 days to confirm that the server is operational (tested by the government and working).

The following is from the Information Assurance Requirements for TSA Government Acquisitions (April 2016) section. Government’s response – NOTE: All Information Technology (IT) requirements such as products (software / hardware), services, and all “related” IT items/services; all Solicitations (RFP and RFQ) must include the TSA and DHS standard verbiage Information Technology provisions/clauses.

70T03018R9ICIO929 Airline Industry Flight Data Amendment 0005

Although depending on the requirement all sections and/or certain sections may be applicable or non-applicable.

5. From section V.2 what is the expected SLA in responding to questions outside of core business hours (8am-8pm M-F)?

NOTE – within the Technical Requirements, Section i includes the following: Help Desk Support shall be provided for flight data questions and be available on a 24x7x365 basis. Help desk support options (hours, phone – 800 toll free number, and/or email) are to be included in the proposal.

Government’s Answer: The contractor shall perform customer support twenty-four (24) hours, seven (7) days a week within the continental United States only – 24x7 means immediate response is required (for flight data questions).

The following is from the Department of Homeland Security ISO Compliance section.

6. Form section E, (l), does this apply to this contract?

Government’s Answer: Additional clarification may be needed for this question. NOTE – Section E(l) is under DHS HSAR 3052.204-71 which this requirement will not include contractor employees to have access to IT resources. Although under the Technical Requirements, Contractor data and data storage facilities shall reside within the U.S., and Help Desk support is required. Which the Help Desk Support is part of this contract.

All other terms and conditions remain unchanged.
