Please clarify if this opportunity is for EDWOSB competition, as noted on the 1449. In reviewing the RFP and 1449, we noticed that on page 15, item (23) 52.219-
29, Notice of Set-Aside for, or Sole Source Award to, Economically Disadvantaged Women-Owned Small
Business Concerns (Dec 2015) (15 U.S.C. 637(m)) is not checked while on the 1449, block 10 identifies this acquisition is 100% for EDWOSB.
Section B identifies that the solicitation is a competitive, SB set-aside for EDWOSBs under NAICS code 561110. In the SF-1449, the solicitation is a set-aside for EDWOSBs. See Revised RFP concerning marked FAR 52.219-29.
In consideration of potential teaming, would the government allow inclusion/evaluation of past performance from a subcontract team member (e.g., two PP citations from the Prime Offeror and one PP citation from a subcontractor)?
See Revised RFP Factor 3 for past performance.
Given this is an EDWOSB procurement, would the government provide a “Neutral Past Performance Rating” in its evaluation of offeror Past Performance, consistent with FAR 15.305 (a)(2)(iv): In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance?
That is correct as per FAR Subpart 15.305 (a)(2)(iv) states that "… an offeror without a record of relavent past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
