DESCRIPTION:
This is an amendment numbered 0001 to solicitation 70RSATR00000019.
As a clarification to the term “U.S. Accredited Master of Business Administration Program” included within solicitation 70RSAT20R00000019, DHS requires that a responding University and its U.S. Accredited Master of Business Administration Program hold at least one accreditation from the following applicable accrediting bodies: the Association to Advance
Collegiate Schools of Business (AACSB); the Accreditation Council for Business Schools and
Programs (ACBSP); and/or the International Assembly for Collegiate Business Education
(IACBE). The aforementioned required accreditation information shall be clearly

represented within the proposal response.
In addition, please see the list of questions submitted by prospective offerors and the corresponding responses from the Government below:
Question 1: How soon after offerors submit their
Phase I White Paper will the government notify offerors they are eligible for Phase II?
Response 1: March 16, 2020
Question 2: What is the preferred number of credit hours for the core MBA? What is the preferred number of credit hours for the courses to support the emphasis in STT? Previous solicitations indicated a preferred total number of credit hours to be 60.
Response 2: The total number of credit hours for the degree, including the number of credit hours for the business courses and the number of credit hours for the STT courses, should be consistent with MBA accreditations and is at the discretion of the offeror.
Question 3: For non-government past performance references, who is the appropriate contact in place of the COR?
Response 3: A comparable and appropriate non-government point of contact and reference for a prospective offeror’s past performance would be someone who worked on the project and inspected and accepted services.
Question 4: Are we able to adjust page counts within volumes as long as the maximum page count per volume doesn’t exceed the volume limit?
Response 4: Page counts cannot be adjusted.
Offerors must comply with the limitations set forth in the solicitation.
Question 5: Is the funding for the Center of
Excellence (COE) to be in the form of a government grant? If so, will that grant be of a predetermined fixed amount? If so, what amount will that be? If not, is the government expecting the offeror to produce a COE Management

Plan that includes a proposed budget?
Response 5: No, this not a grant, but a procurement contract. The principal purpose of this instrument is to procure this program for the Government’s benefit, and not to provide assistance to a university. Accordingly, there is no predetermined amount, but instead a competitive procurement to be awarded to the offeror who proposes the best value to the
Government. The Government does expect a COE
Management Plan, but is not requesting detailed budgeting information, or certified cost and pricing data. This is a firm fixed price effort.
The COE Management Plan should demonstrate the offeror’s ability to manage this effort, but detailed budgeting is not required.
Question 6: Does the COE have to be a new [COE] to be established as a COE or can it be part of an existing Center at the University?
Response 6: Per the solicitation, this will be a new stand-alone COE that will work with DHS
Components and their partners to conduct research and development to gain perspective on how skills learned in a MBA program may translate to the implementation of innovative problem solving approaches to address critical technology development and deployment challenges.
Question 7: Does the COE have to be co-located with the place of instruction, or is preferred to be co-located?
Response 7: Per the solicitation, the COE is not required to be co-located with the MBA STT place of instruction.
Question 8: The due date of March 5 for the
Phase I proposal. Is this to be a white paper as you mentioned or a Letter of Intent? If it is to be a white paper, what is the required length and what should it contain?
Response 8: Please refer to Section 11.5 of the solicitation regarding instructions and details for the Phase I white paper.
Question 9: The due date of March 26 for the

Phase II proposal - how does it differ from Phase
I?
Response 9: Please refer to Sections 11.4, 11.5, and 11.6 of the solicitation regarding submission requirement and due dates for Phase I and Phase
II.
Question 10: Page 6 of the solicitation reads, “The MBA with a concentration in STT pilot program will be awarded as a COE.” Does this mean that the proposal should describe both the
MBA STT and a Center of Excellence?
Response 10: Yes.
Question 11: The solicitation refers to travel costs on page 5. Is this a reference to travel of students to the program of study? If not, what travel is it a reference to?
Response 11: Please refer to Section 1.0 of the solicitation regarding potential awardee/contractor (for instance, instructor(s)) travel on a cost reimbursement basis.
Question 12: The solicitation reads, “The primary place of performance shall be the metropolitan Washington DC area . . .” Does this mean that only universities in or around DC will be considered? Or that the pilot program should be offered in the DC area, regardless of which university is awarded?
Response 12: Competition is full and open to accredited U.S. universities across the country, however, as stated in Section 2.1 of the solicitation, “The primary place of performance shall be the metropolitan Washington DC area;
however, on-campus residencies and/or industry partnership locations may be considered. At least
75% of the credits must consist of coursework that is facilitated in-person.”
Question 13: Is there any possibility of extending the deadline for Phase I?
Response 13: No.
As a follow up to Block 11 of this Standard Form
