1. Will FPS or GSA provide the contractor with any on-site space for equipment staging, storage, etc.? This would help significantly with the installation. Yes, FPS and/or GSA will provide on-site space for equipment storage.

2. How many camera feeds are shared between the USMS and FPS systems? Will the new FPS system be required to integrate in the USMS cameras, or will the FPS system feed the existing USMS system? This has a major impact on the associated licensing for the FPS requirement.

See section B.2.5 and C.4.2 There will be two new monitors contractor proved installed in the U.S. Marshals Service Control Center for purposes of viewing some of FPS’s new cameras. The contractor will work with the FPS Project Manager on which cameras will be viewed in the U.S. Marshals Control Center.

3. Section D.4.5 A-B details an Aiphone intercom system. Can FPS please describe the desired end-state and functionality of the intercom system? Or are these just general specifications for other projects that include intercoms?

See section B.2.8 The desired functionality is to be able to see who is at the door and speak to them through the intercom.

4. Will the contractor be required to install all necessary electrical outlets as required for the system, or will the building owner provide these for the contractor’s use?

See section B.2.7 and E.1.4 All equipment will be powered by outlets serviced by generator back up power with an uninterrupted power supply (UPS) with an available 15-minute minimum runtime to ensure all equipment stays powered up while generator switch over occurs. Outlets for generator power can be installed in all telephone/ communications closets. Contractor will need to work with GSA Property manager on outlet installations. Any cost for outlet installations will need to be covered in proposals.

5. Will FPS be able to identify the designated IT closets in the building for the contractor’s use and location of network switches?

See Attachment A and Section B.2.6 Communications closets are identified on Attachment A locations of network switches are for the contractor to determine as stated.

6. Section B.2.8 details a Qty. of (1) Bosch VMS license. We assume that FPS will require

(1) license per camera/device, for a total of (64) cameras. Please confirm. See section C.2.8 The Contractor, for all equipment/device(s) requiring licensing, shall purchase/install license(s) as required by the manufacturer. All licensing fees shall be nonrecurring. Since license requirements depend on equipment contractors are specifying. Contractor is to determine the correct licenses to get for fully functional and operational Video surveillance system.

7. Please confirm that the Lockable Vented Rack is dedicated for each switch location.

This requirement is being is taken out of the updated statement work.

70RFPW21QWA000002 0001 Page 3 of 50ATTACHMENT A

8. Will the contractor be responsible for the demolition of all existing equipment, to include any existing furniture? Please describe all equipment that will need to be removed on this project and if the contractor is required to discard off-site.

See Section C.1.2 The Contractor shall be responsible for the removal, inventory, packaging for storage and return of all removed headend equipment to FPS PM. All currently installed cabling, cameras, mounts, and equipment which is not designated for reuse, shall be completely removed by the Contractor and properly disposed of off-site at the contractor’s expense.

9. Any known asbestos in buildings?

GSA has confirmed there is Asbestos in the tiles on the 6th floor which is strictly a Mechanical floor. The portion of this floor containing asbestos is currently sealed off and GSA confirmed our project will not be going through this location.

10. Are the concrete floors post tension?

GSA Structural Engineer stated the floors are not post tension in the building.

11. Which electrical panels are fed by the generator?

Electrical panels fed by Generator are clearly marked in Mechanical and Communications closets. 18. What is Small Business set-aside?

Federal Acquisition Regulation 19.5 Set-Aside for small business

19.501 General.

(a) The purpose of small business set-asides is to award certain acquisitions exclusively to small business concerns. A “set-aside for small business” is the reserving of an acquisition exclusively for participation by small business concerns. A small business set-aside may be open to all small businesses. A small business set-aside of a single acquisition or a class of acquisitions may be total or partial.

(b) The determination to make a small business set-aside may be unilateral or joint. A unilateral determination is one that is made by the contracting officer. A joint determination is one that is recommended by the Small Business Administration (SBA) procurement center representative (or, if a procurement center representative is not assigned, see 19.402(a)) and concurred in by the contracting officer.

(c) The contracting officer shall review acquisitions to determine if they can be set aside for small business, giving consideration to the recommendations of agency personnel having cognizance of the agency’s small business programs. The contracting officer shall perform market research and document why a small business set-aside is inappropriate when an acquisition is not set aside for small business, unless an award is anticipated to a small business under the 8(a), HUBZone, SDVOSB, or WOSB Programs. If the acquisition is set aside for small business based on this review, it is a unilateral set-aside by the contracting officer. Agencies may establish threshold levels for this review depending upon their needs.

(d) At the request of an SBA procurement center representative, (or, if a procurement center representative is not assigned, see 19.402(a)) the contracting officer shall make available for review at the contracting office (to the extent of the SBA representative’s security clearance) all proposed acquisitions in excess of the micro-purchase threshold that have not been unilaterally set aside for small business.

(e) To the extent practicable, unilateral determinations initiated by a contracting officer shall be used as the basis for small business set-asides rather than joint determinations by an SBA procurement center representative and a contracting officer.

(f) All solicitations involving set-asides must specify the applicable small business size standard and NAICS code (see 19.303).

(g) Except as authorized by law, a contract may not be awarded as a result of a small business set-aside if the cost to the awarding agency exceeds the fair market price.

Please note that there is additional information on the different types of set-aside under FAR 19.5.

The project objective is to have an operational video surveillance system that includes the integration of USMS cameras with the addition of new cameras and monitors into a single system that can be digitally recorded and viewed in the control center at the Anchorage Federal Building and have a viewing platform for PSO’s on site.

B. BACKGROUND

1. The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the Federal Government.

2. The following Statement of Work (SOW) and guidelines have been developed by the

Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

B.1 Description of Existing System

B.1.1 The existing system at the Anchorage Federal Building consists of 21 PTZ cameras and

15 fixed cameras connected to a Pelco encoder and NVR at the PSO control room and a Bosch DIVAR 16-ch DVR. The existing cameras are to be replaced with IP cameras and connected to the contractor provided system. FPS and USMS provided each other with video feeds prior to the USMS upgrading their VSS to Bosch DIP7000. Our intentions are to interconnect the systems in the future after we upgrade.

B.2 Description of New System
