A. BACKGROUND
1. The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.
2. The following Statement of Work (SOW) and guidelines have been developed by the
Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.
B. PURPOSE
B.1 Description of Existing Systems
B.1.1 The U.S.Department of Housing and Urban Development (HUD) Headquarters (HQ) uses the Physical Access Control System (PACS), Hirsch Velocity, to integrate the Video Surveillance System (VSS). HUD HQ has American Dynamics (AD) Network Video Recorder (NVR). HUD HQ uses the Victor Unified Video Management System (VMS) which is the native client for AD. HUD HQ also uses the AD integrated client built into Hirsch Velocity as well as the native client over the web if necessary. HUD Anchorage currently has an Intrusion Detection (IDS) panel and six wireless duress buttons. The Current IDS Panel will be used to add the additional wired IDS components outlined in this SOW.
B.2 Existing Equipment List
B.2.1 The U.S. Department of Housing and Urban Development has a DMP XR500 with 6 wireless duress buttons. The IDS is monitored by the Denver Mega Center (DMC).
B.2.2 The U.S. Department of Housing and Urban Development has a Hirsch Velocity2.0 located in the LAN room.
B.3 Description of New VSS
B.3.1 The new Video Surveillance System (VSS) at the U.S.Department of Housing and
Urban Development will be required to match current agency Electronic Security Systems (ESS) requirements. HUD HQ has American Dynamics NVR. HUD HQ uses the Victor Unified VMS which is the native client for AD. HUD HQ also uses the AD integrated client built into Hirsch Velocity as well as the native client over the web if necessary. It shall comprise of a NVR with keyboard and mouse, one monitor, one 10 port PoE network switch, five new IP cameras, and all other appurtenances needed for a fully functioning IP VSS. The VSS Switch will be connected to HUD PACS associated Switch in the LAN Room. See section E for all minimum requirements for
70RFPW20QWA000008 Page 27 of 131
Law Enforcement Sensitive (LES) / For Official Use Only (FOUO) 6 equipment. See section C for the scope of the project to include all cameras to be installed. See section L for photos of Equipment locations and camera locations. ALL
EQUIPMENT THAT IS PROPOSED BY CONTRACTOR MUST MEET
COMPLIANCE WITH H.R. 5515 THAT BECAME US LAW AS OF AUGUST
2018.
B.3.2 This SOW states the requirements for the purchase, installation and programming of a new IP based video surveillance system (VSS). Contractor shall purchase and install an NVR that can view all cameras with their appropriate location descriptions. The contractor shall also purchase and install all equipment outlined in section B.5 Contractor Furnished Equipment and all other necessary appurtenances for a fully functional IP VSS. The Contractor shall ensure that installation of equipment and all programming is per manufacturer specifications. The contractor shall work with the FPS PM or FPS Inspector to determine which cameras will be set for continuous recording and which cameras are to be for motion only.
B.4 Description of New IDS
B.4.1 The new contractor purchased devices/equipment shall seamlessly integrate with existing DMP XR500 alarm panel and equipment in place. The new IDS shall comprise of a keypad, PIRs, Double Pole Double Throw (DPDT) recessed door contacts, and all other necessary equipment for a fully functioning intrusion detection system. The existing devices already report to the Denver MegaCenter (DMC). The new contractor furnished IDS devices shall also report to the Denver DMC. The contractor must complete a new MegaCenter Alarm Requirements (MAR) package.
The MAR package information shall include both existing and new device information. The MAR package shall be received by the FPS PM/COR for review no less than 72 hours prior to the contractor attempting to place the IDS online and active with the DMC. The DMC will program the account. ALL EQUIPMENT THAT IS
PROPOSED BY CONTRACTOR MUST MEET COMPLIANCE WITH H.R.
5515 THAT BECAME US LAW AS OF AUGUST 2018.
