A. BACKGROUND

1. The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the federal Government.

2. The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

B. PURPOSE

The project purpose is to have an operational video surveillance system that includes the integration of existing equipment with the addition of new cameras and monitors into a single system that can be digitally recorded and viewed in the control center in the garage.

B.1 Description of Existing System

B.1.1 The existing system at the Foley Courthouse consists of a Bosch DIP 7000 NVR, MHW-WZ4G4-HEN4 client work station, six monitors, four-hour uninterrupted power supply (UPS), bi-phase converter, encoder connecting the existing analog cameras to the NVR and a Divar 3000 acting as a subsystem. The US Marshals are sending 16 camera feeds via fiber that are being converted to BNC analog connection via fiber to coax converters. The converted US Marshal feeds are then going to a Bosch IP encoder in the control room allowing the Protective Security Officers (PSOs) to view the cameras on our system.
