Questions and Answers
70RFPW19QW8000003
1) Roof, How are we to get from the cable access point in the middle of the building out to the parapet with our wire? Can we lay it across the roof, or swag it in the air?
ANSWER: Cable cannot be laid across the rooftop itself. Please see revised SOW, Section E.1, sub-section E.1.8.6 provided with Amendment 0002.
2) How far out does the arm hang from buildings edge? Also one camera SE side I believe, is clearly in a tree and of little use for much.
ANSWER: Please see revised SOW, Section E1.1, sub-section E.1.8.5 provided with Amendment
0002. Regarding SE camera, no question was asked therefore none can be answered.
3) There needs to be a specific location for the work stations, none of this is piped as it is with the cameras, We can only estimate.
ANSWER: No question was asked; therefore none can be answered.
4) My understanding is we can mount to the inside parapet block. Correct?
ANSWER: Yes, the Colorado State Historic Preservation Office has approved mounting the parapet mount to the backside of the block railing. An alternative wood be to use a non-wood penetrating roof mat with a rubber mat. Please see revised SOW, Section E, sub-section E.1.8.5 provided with Amendment 0002.
4) My understanding is there is no piped path from the roof to the head end, Correct?
ANSWER: Yes. There is no pre-installed conduit leading from the roof access to the headend.
5) Are cameras to be mounted to the junction boxes only, or are we allowed to drill additional holes in the walls?
ANSWER: Cameras can be mounted directly to the wall.
6) Both front lobby, and the basement cameras would easily give full coverage with a fish eye camera, and they are much lower profile than the multi-sensor cameras, I believe less expensive as well. Can we bid them?
ANSWER: Yes, Please see revised SOW Section D3., sub-section D.3.3 provided with Amendment 0002.
7) Currently there is no power at the recorder rack location. Will that be done?
ANSWER: Power is located on the wall of the room near where the recorder is to be installed. If additional power is required please contact FPS PM.
8) Does the building have the appropriate paint on hand to cover patches?
ANSWER: No, maintenance personnel have access to the shade of color of the paint.

6 RFP A.3,
E.2.5, E.2.7, E.2.8, D.3.1
22, 32 of
The paragraph states that "Any work that could alter the building’s historic fabric, character, or appearance, both on the interior and exterior shall first be approved in writing by the GSA’s Historic Preservation Office/Historic Preservation Specialist and the Colorado State Historic Preservation Office (SHPO) before any actions are to take place." Since the project is adding a new CCTV system, all work could potentially alter the building's historic fabric, character, or appearance on both the interior and exterior in some way. The listed publications do not appear to be relevant to the project work or detail management aspects for various government historic preservation programs. RFP Paragraphs E.2.5, E.2.7, and E.2.8 require various actions such as painting camera parapet mounts and camera housings, and running connections in grout lines. 1) Can the Government indicate if these requirements constitute the extent of the historic preservation requirements for the SOW? 2) If there are more site-specific requirements, can the Government provide some additional guidance and details regarding the areas of concern identified during the building's historic feature evaluation/inventory to aid offerors in determining responsibility and assessing risk when developing their pricing?
The State Historicial Preservation has reviewed and approved the SOW / system design as is.
Any changes shall be submitted for SHPO approval. No further information is available.

13 RFP E.10. -
E.12.8, J. - J.3.1
43, 44, 62, 63 of
The SOW makes several references to system security, configuration, network settings, and accreditation .
Responsibilities between FPS/DHS and the Contractor seem to conflict in several areas (i.e. E.10-E.12.8, J.1.2, J.2.1, J.3.1). Please clarify:
1. Is the Risk Management Framework (RMF) accreditation for the system going to be handled entirely by
DHS?
2) If no, please clearly identify the portions of the RMF process that will be the Contractor's responsibility.
2. If the Government is requiring the Contractor to perform portions of the RMF process, is the Government requiring a full package, or will it follow the CICSCX Assess-Only process?
4) If the Contractor is required to perform portions of the RMF process, what is the system categorization?
3. If RMF is being handled entirely by DHS/FPS, will the Government require the Contractor to develop and submit RMF artifacts (e.g. network and data flow diagrams, SCAP scans, HW/SW list, etc.)?
These specifications, E.10-E.12.8, J.1.2, J.2.1, J.3.1 do not apply to this solicitation. Please see revised SOW provided with Amendment 0002.
