About this file
This amendment to a solicitation provides additional information regarding a request for proposals from the Department of Homeland Security for armed protective security officer services at various federal facilities in Maryland. The single-award contract has a potential value of $29 million over five one-year ordering periods and provides armed security services in accordance with the terms of the statement of work and applicable collective bargaining agreements. The amendment clarifies experience requirements for security personnel, explains prevailing wage determinations, and addresses how contractors will be compensated if paying wages above required rates. It also provides details on an upcoming pre-proposal teleconference, the deadline for questions, and instructions for receiving a protected site exhibit.

As stated in Amendment 0001, incumbent personnel at two of the facilities are unarmed. In accordance with Section 5.1 of the Statement of Work, a PSO shall meet minimum general qualifications for experience and education. In terms of experience, a PSO shall have a minimum of 2 years of security (armed) or 1 year of law enforcement experience in a full-duty status with a full-service police department in a in a municipality, state, or federal law enforcement department within the US, and have resigned or retired in good standing or A minimum of two (2) years of honorable service as a member of any US Armed Forces (Army, Air Force, Navy, Marines, Coast Guard) component. No waivers or deferments will be granted to the minimum experience requirements under this effort.
One of the locations under this RFP is covered by the Department of Labor prevailing area wage determination and several other CBAs are lower compared to other CBAs in the area for armed PSO services. Please note that if the Contractor pays a higher wage than required under the applicable wage determination, the contractor is only entitled to the difference between what it is actually paying its employee to the new wage determination rate at the anniversary date. For example, if the current CBA wage is $22.00 but the Contractor pays $25.00, then the CBA wage increases at Ordering Period II to $27.00, the contractor would only be entitled to a $2.00 increase. Please see FAR 52.222- 43 (d)(1).
