About this file

This document summarizes a solicitation for armed protective security officer services at various federal facilities in Maryland. The Department of Homeland Security seeks to award an indefinite delivery/indefinite quantity contract for a base year plus four option years. Services include armed guarding and access control at eight locations, with two sites currently unguarded. A pre-proposal teleconference will be held on April 18, 2023, with questions due by April 19. The NAICS code is 561612 and the size standard is $29 million. The solicitation is a 100% women-owned small business set-aside. Interested vendors must sign a non-disclosure agreement to receive the full post exhibit. The incumbent provides these services and training records are included. The protective security officer wage determination from the current collective bargaining agreement establishes minimum pay rates.

MD0296 & MD1879 are currently not on an FPS contract. Security personnel are currently not armed at these facilities. Any incumbent personnel would need to go through all the training required and meet all the requirements outlined in the FPS Statement of Work in order to stand post under this effort. It is likely that many of these incumbent security personnel will not meet these FPS requirements. We do not have a firm start date for the posts at these locations and will work with the awardee with the schedule in getting these posts staffed. It is anticipated that most if not all posts will be required to be staffed within 180 days of 6/1/2023. More posts are required at these locations under this RFP than what is being performed currently. At a minimum for MD0296 & MD1879, offerors shall utilize the Armed PSO rate of $29.44/hr. in the CBA plus the $1.00/hr. “Special Post Premium” identified in the CBA for Bethesda locations.

What is FPS’ Guard Mount policy?

The Statement of Work does not have any formal guard mount requirements. Please refer to the applicable CBAs for any guard mount requirements. Further, an offeror may include guard mount at their discretion.

Are the CBAs included in the RFP the most current?

The CBAs in the solicitation are the current CBAs as confirmed by the incumbent contractor. No further updates are available.

Do the CBAs include provisions for the Juneteenth Holiday?

The CBAs in the solicitation are the current CBAs as confirmed by the incumbent contractor. No further updates are available.

SOW Exhibit 10.6. Is the Post Tracking System (PTS) currently in use at all buildings? If not, when does the Government anticipate the new Post Tracking System (PTS) will become active on this contract?

No, PTS is not a requirement on the incumbent contract. The Government anticipates PTS to be available at the start of performance.

SOW Exhibit 10.2 What is the required weapons platform to be used on the new contract?

9mm. See SOW Exhibits, Attachment 2, Exhibit 10. Contractor-Provided Equipment.

SOW Exhibit 10.2. What is the current weapons platform used by the incumbent Guards at each building?

MD1248, MD0785, MD0774, MD0273, MD1848, MD1863, & MD0752 - 9mm, Smith and Wesson, M&P model.

MD0296 & MD1879 – N/A, incumbent workforce is unarmed.

SOW Exhibit 10.2. Are shotguns required at any facilities?

No

Is the level of effort reflected in the RFP the same level of effort that is currently being performed by the incumbent guard force?

Yes, for all locations except MD0296 & MD1879. Please be advised that this is an indefinite delivery, indefinite quantity type contract and task orders will be issued for the actual known service requirements based on the post requirements at that time. The current, known service requirements are provided for informational purposes only. Please see page 11 of A. Contract Clauses of the RFP, section 03. Maximum Quantities.

Are there any staffing issues on the current contract?

The Government can’t answer questions in relation to the incumbent contractor’s performance.

Are current contractor employees fully qualified in terms of training completion?

Yes, for all locations except MD0296 & MD1879. Incumbent PSOs currently standing post are fully qualified to stand post on the incumbent effort; however, if any training expires between now and when the new contract starts performance, there may be circumstances where the PSO is not fully qualified to stand post. It will be the awardee’s responsibility to ensure PSOs are fully qualified to stand post on the new contract. Please also refer to the Master Certification List(s) (Attachment 11) for PSO training information.

Is there an NWDTP certified Instructor on the contract?

Yes, on the incumbent FPS contract. Please also see SOW Section 6.7 & 11.4.

Are the current PSOs and Supervisors trained to the NWDTP standards in the solicitation?

NWDTP is a post specific training and not all PSOs are required to have this training. Please refer to the post exhibit which specifies which posts require this training and the Master Certification List(s) (Attachment 11) which specifies which PSOs currently have this training. The current contract for MD0296 & MD1879 does not have this training.

Is vehicle screening required at any of the access control posts? If so, is the vehicle screening equipment provided by the government?

Yes, see post exhibit for posts identified as “Access Control – Vehicles”. Vehicle screening equipment shall be furnished by the Government.

What is the recommended brand/model for handheld radios?

The Government does not specify a recommended brand/model for handheld radios. Please see SOW Exhibits, Attachment 2, Exhibit 10. Contractor-Provided Equipment, Communications Equipment Requirement for the Government’s minimum requirements under this RFP in relation to the communications equipment.

Is there parking available at any of the sites.

Free parking is available at MD1248, MD0785, MD0774, MD1848, and MD0752. Commercial parking is available at MD0273 and MD1863. We do not have information currently for MD0296 & MD1879.

Is there office space available at any sites?

Office space is available at MD0273 and MD1863. Office space is not available at MD1248, MD0785, MD0774, MD1848, and MD0752. Note that there is no guarantee that this space will be available over the life of the contract. We do not have information currently for MD0296 & MD1879.

Are weapons stored on site?

There is no weapons storage at MD1248 and weapons can’t be unloaded at this location (no clearing barrel allowed). Weapons will need to be transported to and from this facility each day. All other facilities have onsite weapons storage. The contractor is responsible for providing weapons safe(s) and clearing barrels. See SOW section 14.4.2.

SOW Section 6.10 Are there any IRS locations on this effort that require the annual IRS Security Awareness training.

MD1248 is an IRS facility. All PSOs working at this facility shall require the annual IRS Security Awareness training. No, this training can’t be completed during billable hours.

Medical Exams

Incumbent PSOs shall undergo a medical and physical examination every five (5) years to continue working on any FPS PSO contract. (Excludes MD0296 & MD1879)

TAS Hours

6/1/2020-5/31/2021 – 352 hours 6/1/2021-Present – 1,800 hours
