About this file
This is a Questions and Answers document for solicitation 70LGLY25QGLB00017 from the Department of Homeland Security Federal Law Enforcement Training Center (FLETC). The Q&A addresses details about the handling and recycling of 200,000 lbs of spent rubber crumb containing lead from what appears to be a shooting range.
Key points clarified include: the government will not provide granulated rubber; the spent rubber crumb is to be recycled rather than disposed of as hazardous waste; contractors may sell the recovered rubber after lead removal but FLETC will not repurchase it; vendors must submit their own proposed prices per pound for both recovered lead and rubber crumb credits; recycling of lead from the rubber is permitted under 40 CFR 260.43; and bids must reflect per-pound pricing for both recovered lead and rubber crumb. The document establishes that contractors are responsible for providing all materials and determining appropriate pricing for recovered materials.
