Contractor Questions Government Answers

I didn't see a pricing sheet for us to use? We will need something to go off of.

The pricing sheet/schedule is located on page 2 of the SF1449 (Reference

CLIN 0001).

Under the combined synopsis/solicitation portion is states small business 7.5 million, however, to the right, the original set aside and set aside both state n/a. Is this a Small business Set Aside or not?

Reference the combined synopsis/solicitation and the SF1449. This acquisition is unrestricted; however, the Government is giving preference to local firms that have been doing buisness within the disaster area (Hilo, HI) of the Big Island of Hawaii.

Can you provide the price paid to the current incumbent? There is no incumbent.

Can you provide the numbers of annual inventory of properties/houses?

The Government does not have the number of annual inventory of properties/houses.

When will everyone's questions and answers be put on FBO as the proposal is due on Monday?

Questions and Answers are generally posted as soon as possible in order to provide interested parties enough time to prepare requested submittals.

Do we have to open an office in Hawaii? Or can this be done remotely with field crews in the area?

The Vendor should reference the Statement of Work and combined synopsis/solicitation in order to determine the best course of action.

The statement of work indicates: 7. Lease Agreement Payments. The contractor shall be responsible for the payment to property owners for housing applicants in compliance with lease agreements.

This seems to indicate that our quote should include rent/lease payments on a per‐unit basis. However, given the broad range of rental rates ($24,000 to $46,000 per year), and the uncertainty regarding unit mix (number of one‐, two,‐ three‐ and four‐bedroom units), it does not seem realistic to include the lease payments in the quote. Should we assume that “payment to property owners for housing applicants in compliance with lease agreements” would be reimbursed in addition to our quote for property management/research?

Vendors should provide quotes in accordance with the contract line item number (CLIN) listed on page 2 of the SF1449 Schedule. Vendor(s) awarded a BPA will be reimbursed by the Government for payment to property owners based on awarded calls/orders issued under the BPA.

Reimbursement to contractors will include all items listed on the BPA call/order to include payment to property owners and contractor firm‐fixed‐ price for services identified in the statement of work.

We receive the money from FEMA to pay the property owners, correct?

Yes, the Government will award a call/order once the contractor has identified a rental unit IAW the Statement of Work.

I understand Figure 1 but this is a guideline not to exceed rents for the size of units. Once we provide these units to the COR (you) then we will be provided money from FEMA to pay the landlord? Or does the applicant / tenant receive the money from FEMA and we are responsible to get the money from the applicant / tenant and pay the landlord?

The contractor invoices FEMA based on the rental / lease agreement and payment is made to the property owner by the contractor in 30 calendar days based on the call/order.

SF 1449—I understand the concept of fixed Price contract line item but I want to make sure I cover my bases for our service. We are to follow all the guidelines provided for researching , provide info, document and save, maintain the relationship (liaison ) between landlord, applicant and FEMA (Property MGMT 101). We provide a flat rate fee for our service we will not be including any monies for applicants or landlords.

We are only the property management company and monies needed outside our service will be furnished by FEMA not included in our line item pricing we put on the SF 1449?

Contractors shall complete page 2 of the SF1449 CLIN 0001 based on the requirements as stated in the statement of work. CLIN 0001 does not include any other costs that might be associated with direct lease.
