PART 1: GENERAL
1.1 BACKGROUND
The Department of Homeland Security (DHS) – Federal Emergency Management Agency (FEMA) maintains a fleet of generators located at both the CONUS and OCONUS locations, in order to support emergency response operations. The current fleet makeup is as identified below:

1.2 SCOPE
In wake of Hurricane Maria response efforts, FEMA is procuring Generator Sets to support Disaster Relief Operations in order to protect against, respond to, recover from, or mitigate against threatened or actual major or catastrophic disasters and emergencies both natural and man-made, including acts of terror. This specific requirement is for DC Frederick, DC Atlanta, DC Caribbean, DC Fort Worth and DC Moffett, which maintain their respective generator fleets to support emergency response operations; and would fill shortfalls at each location within their fleet due to the lifecycle of generators. This specific requirement is for generators that are 400kW and below in size – specific sizes and QTY are listed in Section 2.1 below.
1.3 GENERAL
The contractor will provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the Purchase Order. The contractor(s) will furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project requirements defined in this Statement of Work (SOW).

2.1 PRODUCTS
The contractor shall provide generators with all necessary fuel tanks and fuel lines (with proper connections and appurtenances as identified in the generator specifications Attachment 3_Generator Criteria as specified in the purchase order. For this particular acquisition, generator purchase will be for the following sizes (FEMA has an acceptable minimum and maximum kilowatts (kW) range for each size, listed in the specifications, Attachment
3) and quantity to the designated location:

Above information provides a detail listing of the REQUIRED FEMA SPECIFICATIONS established for this requirement. Below are some of the specifications required for the FEMA Generators:
- Rated for prime power
- Generators will be Tier 4 FINAL emission compliant and meet all EPA regulations; require Ultra
Low Sulfur Diesel Fluid (ULSDF) – meeting California Emissions requirements
- Integrally-mounted automated load bank system:
o 20kW units (QTY 60 of 352 being solicited) do NOT require this technical specification o 56kW Units and above (QTY 292 of 352 being solicited) DO require this technical specification o Technical specification:
Units (25kW and above) will contain an integrally – mounted automated load bank system able to apply resistive load up to 40% during periods of low temperature/load conditions. WILL have the capability to constantly monitor, sense and manage exhaust temperature with automatic shut-off for periods of high load conditions o Will have indicator light incorporated into the unit to indicate when load bank system is turned ON (“dummy light”)
- Units for this solicitation will be SKID MOUNTED
- FUEL Tank requirement:
o 20kW units will have an internal belly tank – MUST be UL 142 double wall with 24 hour capacity o Generators (25kW and above) will have 24 hour EXTERNAL fuel tank UL 142 double wall required External tank must meet the gallon requirement as stated in the specifications Equipped with an external tank gauge that connects to the generator control panel External basin equipped with liquid level sensor for leakage into basin – link to generator Will be double stackable with fuel / triple stackable when empty for storage/transportation capability Will include lockable integral cabinet which secures fuel and equipment; MUST have the ability to fuel the generator while locked Will include 25ft of fuel line (w/ H4 connectors) between external tank and generator

- Include an hour meter, manufacture maintenance and operation manuals o Engine ANALOG hour meter (12v or 24v unit depending) must be integrated into control panel AND must match digital hour meter
- Capacity plates and a unique 6 digit identification number
- Will contain Diesel Engine Fluid (DEF) Tank
As part of this requirement, for diagnostic and troubleshooting purposes, the vendor will provide any hardware and/or software, manuals or other documentation (digital or hard copy), to include all diagnostic codes, that will enable FEMA mechanics to perform all diagnostic’s available for the generator(s).
Additionally, as part of this requirement, the vendor will provide one on-site training session at each Distribution Center for 2 FEMA Mechanics on operational guidance with regards to the equipment. This includes how to switch/set the output voltages and phase configurations on the generator and voltage regulators. Training will occur AFTER the delivery of ALL units to that given location; no later than 30 days after receipt of generators.
Training date and time are TBD dependent on generator delivery timeline; to be agreed upon by the contractor and the Government.
2.2 QUALITY
Equipment furnished under this purchase order will be new, of good quality, in safe operating condition and will comply with all applicable standards and safety regulations including but not limited to Environmental Protection Agency (EPA) regulations. All safety devices will be fully functional; to include all manual and automatic emergency shut-off mechanisms. All safety guards, warning labels, and safety related instruction labels will be properly affixed at all times.
2.3 INSPECTION/ACCEPTANCE
Government inspection and acceptance will be at destination. The Government reserves the right to conduct source inspection if deemed necessary by the Contracting Officer (CO). For all orders, the contractor will obtain Proof of Delivery (P.O.D.) including the time of delivery, full delivery address; and the name and signature of the person who accepted the shipment. The contractor will provide a customer representative/technician at the delivery location to ensure generators are operational before final acceptance at destination by the Government.
2.4 DELIVERY LOCATION AND SCHEDULE
2.4.1 Delivery Location
The Government will require delivery to the following Distribution Centers (DCs) as required. The quantities of both generators and external tanks are identified above in section 2.1. Below are the addresses of each delivery location:

Hours of Performance: Work hours depend on local business practices and time zones. The vendor will schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).
Delivery is to include door to door transportation as well as any additional requirements for the labor and downloading of the generators/shipping containers.
2.4.2 Delivery Schedule
