Questions from Contractors – 400kW Below
1. Are external fuel tanks required rated for transport to be while containing fuel? ALL fuel tanks will be empty when being transported.
REVISED RESPONSE:
Yes, while the fuel tanks are most often empty when transported, they must be rated to enable them to be transported with fuel. Additionally, as stated in the solicitation, they must have the capability to be stacked two high when full of fuel and three high when empty. During disaster support operations these tanks may be put on trucks and used for fuel dispensing pods when fuel tanks are not readily available. To do this, the tanks must be rated for transport while containing fuel. Components to convert the tanks to a dispensing unit are not part of this solicitation.
2. Section E.2 (ii) Submission of Proposals indicates that “Proposal will be submitted no later than Thursday August 16, 2018”. The Offer Due date on Form 449 indicates that offers are due on August 24, 2018. Which one of these is correct? August 24th is the submission deadline
3. Which Volume, I or II, are we to use for submission of the Subcontracting Plan? If it is
Volume I, does the subcontracting plan count as part of the 20 page limitation?
Subcontracting plan should go in volume 2.
4. Section E.2 (iv) Format specifies the placement for Factors 1, 2 & 3, but makes no reference to Factor 4 Sub-contracting Plan or Factor 5 Price. Are these two Factors required to be placed within Volume II? Yes. Please place Factor 4 and 5 in Volume 2.
5. Section E.2 (iv) Format specifies that Factors 1 & 2 are to be included in Volume I.
Volume I is limited to twenty (20) pages. Factor 1 requires the submission of Attachments 3 & 4 as well as the manufacturer technical specification sheets (total of no more than 24 pages). Do any of the attachments 3 & 4 and the manufacturer technical specification sheets count against the twenty (20) page limit required for Volume I? As stated within the RFP, on pg. 33 under “Evaluation Factors for Award” – offerors are required to complete Attachment 4 – Specification Vendors Complete in order to receive a technical rating. In addition to completing Attachment 4, offerors are required to submit detailed manufacturer technical specification sheets indicating that they meet the FEMA technical specification requirements – not to exceed 24 pages.
With regards to Volume I and the limitation to twenty (20) pages offers must go into detailed information pertaining to (1) fully integrated automated load bank capability and HOW it meets the FEMA requirement; (2) Tier 4Final Engine capability (proof/documentation) and explanation of HOW generators will be manufactured to meet the requirement; (3) control component components; (4) safety requirements; (5) engine
2 | P a g e capabilities; (6) engine and generator warranty and (7) diagnostic/software capability.
As stated in the RFP, attachments 3 & 4 must be submitted; regarding the manufacturer technical specification sheets – they must not exceed 24 pages.
Factor (2) as stated in the RFP is the delivery schedule – offerors must provide a projected delivery schedule in order to meet the requirement; understanding that flexibility will be taken into consideration.
6. Does the Delivery Schedule required for Factor 2 count against the page count limits for Volume I? Delivery schedule is to be included within Volume I and is included within the 20 page limit
7. Factor 1 requires manufacturer technical specification sheets for the emergency generators. Are manufacturer technical specification sheets required for the external fuel tanks? Yes, please submit technical specification sheets as part of FACTOR 1 for the external tanks
8. Section E.3.1 Factor 1 Technical Acceptability requires the submission of Attachment 4 and detailed manufacturer technical specification sheets for per generator size. What specific information is required to be included for the twenty (20) page Technical Proposal? As stated within the RFP, on pg. 33 under “Evaluation Factors for Award” – offerors are required to complete Attachment 4 – Specification Vendors Complete in order to receive a technical rating. In addition to completing Attachment 4, offerors are required to submit detailed manufacturer technical specification sheets indicating that they meet the FEMA technical specification requirements – not to exceed 24 pages.

3 | P a g e capability, (8) fuel tank specifications and (9) Trailer Specifications. As stated in the RFP, attachments 3 & 4 must be submitted; regarding the manufacturer technical specification sheets – they must not exceed 24 pages.

9. Are sales taxes required to be included or is there a tax exemption? If sales taxes are applicable, should they be applied at the rate applicable for each individual distribution center location or one sales tax rate for the FEMA HQ location in Washington DC?
Federal Government do not pay taxes. If you need an exempt notice please let the contracting officer know.
10. The solicitation Form 1449, Items 0007 & 0008 are for the same size generator for the same location (56 kW, DC Moffett) and each of them is for a quantity of 10. Attachment 1 only provides for a total of ten (10) 56 kW for the Moffett DC. Which one is correct? If Attachment 1 is correct where are the other ten (10) 56 kW generators supposed to go?
Item 0007 is correct for DC Moffett – only 10 x 56kW units are required. Adjustment will be made with regards to the CLIN structure
11. Will there be any considerations on alternative load balancing technologies besides the
Load Bank system? This system limits the manufacturers and similar technologies exist with other manufacturers. This is in response to Section 2.1 Products- “Integrally Mounted Automated Load Bank System” No, per Attachment 2_Statement of Work and Attachment 3_Generator Criteria, the requirement is for an integrally mounted automated load bank system
12. In relation to Section 2.4.2- Delivery Schedule- “Delivery 120 days after award”. The stated timeline could meet some manufacturers challenges. Will there be any government flexibility should this delivery schedule not be met? Yes, the government will consider flexibility with regards to meeting the delivery schedule
13. Would FEMA also consider a Price Quotation that also reflects a Delivery Time Frame that is different than the requested 120 days? Yes – as stated in question 7 above, there is flexibility when it comes to the delivery schedule
14. Does FEMA intend to award each group (CLIN) of generators and tanks to a single bidder? How does FEMA intend to divide up the award of equipment, please provide some information on the approach to be implemented? The solicitation will be awarded to a sole source
15. Will FEMA provide specific guidance/ check list on what will constitute generators being considered “operational” by the government? This is in response to: Section 2.3

Inspection/Acceptance. “The Contractor will provide a customer service representative/technician at the delivery location to ensure generators are operational before final acceptance at destination by the government.” Upon delivery, generator must be started up and fully operational. FEMA technical monitors will be on site and will sign off on the delivery.
16. Is the Subcontracting Plan required as part of the proposal submittal package? Are the percentage goals considered to be targets for each category? If an offeror intends to utilize a subcontractor for any part of the solicitation, then a subcontracting plan must be include and will be evaluated accordingly as stated in the RFP, pg. 37
17. Please describe the docks or off load areas for receiving equipment at each location.
Information is needed on size of areas/docks, space for trucks and off load equipment in order to factor this in to pricing at each FEMA location. FEMA will provide forklift (as the generators and fuel tanks are SKID mounted for this solicitation) for download at each respective location. There is adequate download area at each location. PRIOR to delivery, coordination will be made with the Agency with the coordinate the delivery for each location and ensure that proper equipment is on site
18. Would the government entertain additional pricing that would allow for installed devices for remote/web-based generator system status monitoring? Please provide pricing as an OPTION – do not include in your total overall cost with the government. The government will evaluate accordingly.
19. Does the government require any specific warranties for generators? If yes, please describe mechanism for repair and compliance with industry recognized servicing standards once generators are accepted as FEMA property, and validation of certified Tier IV level FEMA technicians. Per attachment 3 of the solicitation “Generator Criteria” – both the engine and generator MUST come with the manufacturer standard warranty and FEMA does have Tier IV certified technicians
20. Does the government have any requirements for generator outside/casing appearance too include colors, logos & decals that display manufacturer and/or awarded vendor? The requirement for generator outside/casing appearance is to utilize manufacturer specific color(s); Manufacture name (example: CAT/MQ/Kohler/Atlas CopCo) must be present on the exterior of the unit; no additional information (logos/decals/awarded vendor) it to be on each unit
21. Could you kindly clarify the due date for this solicitation? The SF 1449 and FBO state the due date as August 24th while page 29 of the RFP states the due date as August 16th.
August 24 is the official due date.
22. Page 4 of the Statement of Work states that the 20 kW generator does not required a load bank but the 56 kW does. Could you please clarify why the 56 kW requires this while
5 | P a g e the 20 kW does not? There is no requirement for the 20kW generator to have an internal load bank because of it being small enough in order not to have a DPF or SCR system.
Fully integrated load banks are required on the 56kW above units to ensure that when the unit is under loaded the load bank will add load to the unit so that it will operate at least at 40% of load in order to keep the heat in the exhaust system which will help to mitigate clogging of the DPF system
23. Due to unexpected environmental needs, the timing of surge requirements (ie; hurricanes, tropical storm seasons) may make it difficult for manufacturers to meet the 120 day delivery requirement. Will FEMA accept a staggered delivery schedule? As stated in previous questions, yes, there is flexibility when it comes to the delivery schedule
24. Page 4 of the Statement of Work states that the UL 142 is required for the fuel tank. The UL 142 is used for stationary fuel tanks and is not applicable to mobile units. Can you please confirm that this requirement for the UL 142 on the mobile units is correct? Per Attachment 2_Statement of Work (pg. 2) and Attachment 3_Generator Criteria, the requirement is for ALL tanks to be UL142. NO exceptions will be made
25. The Statement of Work asks for both 100 kW and 176 kW generators. Will FEMA accept a higher powered generator in place of a lower requirement? Can the 176 kW generator be provided where the 100 kW generator is requested? Attachment 2_Statement of Work under 2.1 PRODUCTS states that the government has an acceptable minimum and maximum kW range for each SIZE listed in the specifications attachment. The intent is for the offeror to adhere to the minimum and maximum kW sizes listed for each range on ATTACHMENT 4_Speicifciation Vendor Complete. With regards to the external fuel tanks, the size (in GAL) is the size in which the Government is requiring
26. On attached Excel file 18549742 line 76 in the 20kW column there is reference to a UL142 double wall tank. We are told by UL that UL 142 is not intended to be applied to any equipment other than stationary and permently installed generators. Will all of these generators be permanently mounted on a concrete or block pad? We provide fuel tanks within our generators that are portable, transportable, and meet DOT requirements for highway use. In line 93 the specs appear to need a portable prime power generator, not standby. Currently UL142 does not have a standard for portable generator tanks, nor do they have a test procedure. Internal Belly Tank - no requirement for external tank;
MUST BE UL 142 Double--wall w/ 24hr capacity. Additionally, please see UL document stating their intended and not intended scope of UL142 standards in paragraph 2 of attached. Per Attachment 2_Statement of Work (pg. 2) and Attachment 3_Generator Criteria, the requirement is for ALL tanks to be UL142. NO exceptions will be made.
Tanks will NOT be transported with fuel in them, therefore they are not requirement for DOT certification
27. On same Excel file, line #77 asks for the “Ability to remove belly tank”. Yes, we do have the ability to remove the tank but we are wondering why one would want to do this?

Can you expand on your needs and intentions with this request?
Fuel Tank: 24 hour: Ability to remove belly tank: As stated in Attachment 2_Statement of Work, the government will utilize an internal belly tank for 20kW units and for generators 25kW and above external tanks – NO belly tanks will be utilized and therefore must have the ability to remove the belly tank
28. Same Excel file, line #78 asks for “Fuel Tank: 24 hour external”. Some of the sizes of the remote 24 hour fuel tanks will provide significantly more than 24 hours of runtime for the generator, yet there are no stated requirements for runtime of DEF tanks. You may wish to add controls and valves to accommodate extended runtimes via auxiliary DEF tanks so the generator will not be limited to runtimes of one or the other. A 24 hour runtime tank will not be entirely useful if there is only 8 hours of DEF on site. The requirement is for external fuel tank for the 25kW above units. There is NO requirement for external DEF tanks and as stated in Attachment 4_Specification Vendor Complete, the DEF tank is to be integrated into generator
