Contractor Questions with Government Responses

1. Contractor Question: I am interested in providing services for this study. What is the ceiling for this please?

Government Response: This is a competitive procurement and the total allocated funding is not public information. Potential offerors should submit quotes that represent their total price; their fixed price to successfully complete the requirements of the SOW. It is the government’s intention to award a firm fixed price purchase order under FAR Part 12, Commercial Items, to the Lowest Priced Technically Acceptable (LPTA) responsible offeror.

2. Contractor Question: On what basis did USFA/FEMA/DHS determine to seek proposals from only three organizations for the study?

Government Response: USFA/FEMA/DHS has not determined to see proposals from only three (3) organizations for this study. Competition is not limited as demonstrated by posting the requirement to FedBizOpps (FBO), solicitation number 70FA2019Q00000052. Any organization capable of performing the requirements of the Statement of Work is welcome to submit a quote in accordance with the instructions provided in the FBO posting.

3. Contractor Question: Why didn't USFA/FEMA/DHS solicit bids from other national fire service organizations for the study?

Government Response: This is a competitive Request for Quotation. Any organization or business capable of performing the requirements of the Statement of Work are welcome to submit a quote in accordance with the instructions provided in the FBO posting, solicitation number 70FA2019Q00000052.

4. Contractor Question: What is the deadline for submitting bids for the study?

Government Response: Quotes are due September 11, 2019, at 12:00 p.m. EST as stated in the FBO posting, solicitation number 70FA2019Q00000052. This requirement is funded with one-year appropriated funding that expires on September 30, 2019, therefore, a purchase order must be awarded prior to September 30, 2019

5. Contractor Question: What is the time frame for completing the study?

Government Response: As shown in the Statement of Work attached to the FBO posting, the final deliverable is due 330 calendar days after award (CDAA).

6. Contractor Question: How much funding has USFA/FEMA/DHS allocated for the selected contractor to complete the study?

Government Response: This is a competitive procurement and the total allocated funding is not public information. Potential offerors should submit quotes that represent the total firm fixed price to successfully complete the requirements of the SOW. It is the Government’s intention to award a firm fixed price purchase order under FAR Part 12, Commercial Items, to the Lowest Priced Technically Acceptable (LPTA) responsible offeror.

7. Contractor Question: Do we need to provide the Certifications (listed in the America Burning solicitation) and resumes of key personnel?

Government Response: Yes, all potential offerors must be registered in System for Award Management (SAM) at https://www.sam.gov . All document(s)/documentation required by the synopsis/solicitation shall be submitted with each offerors quote. Resumes must be submitted for proposed key personnel demonstrating that minimum qualifications specified in the synopsis/solicitation are met.
