STATEMENT OF WORK

for the Study of the American Fire Problem based on America Burning

FY 2019

1.0 OVERVIEW

In 1973 the original America Burning document was released which led to the creation of the U.S. Fire Administration through the Federal Fire Prevention and Control Act of 1974 (PL 93-498). Since the original report, there have been two follow-on workshops producing the following reports – America Burning Revisited in 1987 and America at Risk – America Burning Recommissioned in 2002.

Since the last workshop in 2002, there have been many changes in the fire problem of the U.S. as well as its fire and emergency services. There is a need to conduct a study based on past America Burning research with other sources to examine and address the American fire problem including fire deaths and property loss of the public as well as occupational health and safety of the fire and EMS service how the United States Fire Administration (USFA) with its partners can find solutions.

This study will bring together individuals representing major fire and emergency service organizations and governmental organizations with an interest in fire protection, prevention, mitigation, as well as Emergency Medical Services, etc.

2.0 OBJECTIVES

The objective of this project is to conduct a study based on the previous findings of past America Burning research and other relevant information.

The U.S. Fire Administration plans to use the results of this study to review its current programs and to set potential priorities for future direction and activities working with its partners.

4.0 TASKS

4.1 Kick-Off Meeting

The contractor shall attend a project kick-off meeting within three (3) calendar days after award (CDAA). This may be conducted via conference call. The contractor shall provide meeting notes summarizing the meeting discussions 10 CDAA.

4.2 Work Plan

The contractor shall submit a draft work plan within thirty (30) CDAA. The work plan shall describe the tasks to be completed and key dates for the duration of the project. The Contracting Officer’s Representative (COR) will review and provide comments/recommended changes as applicable. The contractor shall incorporate the COR’s requested changes and submit a final work plan to the COR forty-five (45) CDAA. Thereafter, a progress report will be required, and progress review meetings will also be held to discuss program activities.

4.3 Draft Report on Study of the American Fire Problem The contractor shall conduct a study based on the previous findings of past America Burning research and other relevant material/information. This study shall involve consultation of major fire and emergency service constituent organizations and governmental organizations with an interest in fire protection, prevention, mitigation, as well as Emergency Medical Services, etc. Such groups include:

National Association of Hispanic Firefighters The contractor shall identify any national level fire service constituent organizations not identified above for potential inclusion and submit the list to the COR 45 CDAA. The organizations selected to participate in the study must be approved by the COR.

As part of this study the contractor shall examine the progress USFA has accomplished with the American Fire problem since each of the America Burning reports were published; in 1973, 1987, and 2002. It shall detail successes of USFA in this area as well as recommendations on what still needs to be done. The study shall include an examination of both data and technology and shall be examined in both a linear (1973 – 1987; 1987 – 2002; 2002 – present) as well as in a cumulative (1973 – present) fashion.

The contractor shall identify and involve the participation from the Federal government. No more than ten (10) Federal agency participants shall be consulted in this study.

The contractor shall not fund any travel of Federal government staff involved in this study.

Any activities of this project shall not involve any Office of Management and Budget (OMB) Information Collection/Survey or Federal Advisory Committee Act (FACA) requirements.

The contractor shall submit the Draft of Funding from the Study to the COR 300 CDAA.

4.4 Progress Report

The contractor shall submit a progress report to the COR 195 CDAA. The report shall include the status of the project, problems encountered, and other pertinent information.

4.5 Final Report of Findings from Study The contractor will shall submit a final report that provides the findings of this study in such a format that would be useful to USFA constituents, including the fire service to the COR 330 CDAA. This report shall be designed in similar fashion as other recent USFA reports.
