Question: The Pricing Template (Attachment 2) lists CLIN 0008 as “ATOC Manager – 2 per month.” This position is not listed under PWS Section 6.0 and is not described in the PWS. Can the Government please confirm that this position is required and provide related position responsibilities?

ATOC Manager falls under the duties of a Range Specialist position. See Revised Attachment 2 Pricing Template Comment by Adibe, Andrea: For consistency sake, please select one title for this position and update all the solicitation documents to reflect this change. Comment by Mehta, Mona: Corrected Comment by Adibe, Andrea: The "corrected" response is still not clear. Can you please revise it to state that the ATOC Manager position has been removed and replaced with the Range Specialist position?

Additionally, the removal of the ATOC manager is also mentioned on p.1 of the RFP Amendment 2.

Question: In the Proposal Contents instructions FACTOR 3: Staffing Plan states, the offeror shall provide a written staffing plan that includes an organizational chart that identifies the proposed staffing levels at each site, proposed level of effort per site (hours and number of FTEs), titles, and a brief description of functional responsibilities. Can the Government please list the site, or sites referenced above?

This solicitation was released on a Federal Holiday weekend and amendment #1 was already released. This would allow adequate time for QnA and proposal submissions to be conducted, lowering the risk of errors or omissions that could hold up the procurement due to a protest.

Question: With Corporate Experience / Past Performance as the number one factor for evaluation and is such a heavily weighted factor for award. To ensure that the bidder has the recent and relevant corporate experience / PP. Would the government require that the Prime bidder provide a minimum of 2 of the required 3 PP citations to ensure there is no possibility of ostensible subcontracting in proposing and potentially execution (as defined in 13 CFR 125.1). Comment by Mehta, Mona: @OPLA - Can you help me answer/understand this question? Comment by Adibe, Andrea: It is up to your discretion if you want to increase the past performance examples to 2 for small businesses. However, you run the risk of preventing those small businesses that don't have 2 examples from presenting an proposal. Comment by Mehta, Mona: Response was in the RFP. Question: On attach 2 under OY1, the CLIN / labor categories have a qty of 11 months and then a 1-month CLIN 0013 as a transition in. During the transition in period is the bidder/awardee responsible to pay the personnel or is the outgoing contractor's responsibility for all contract requirements and payments of employees during the transition? Will the government please clarify how the requirement to have all personnel onboard and onsite 15 days after start of work if that technically will still be during the transition period and outgoing contractor has all personnel and payment requirements.

Incumbent will pay their personnel until Period of Performance is completed. Winning vendor will pay personnel hired on to fill positions being vacated by incumbent.

Question: On attach 2 under OY4, the CLIN / labor categories have a qty of 11 months and then a 1-month CLIN 4013 as a transition out. During the transition out is the bidder/awardee for all contract requirements and payments of employees during the transition? Therefore, for this 1-month CLIN pricing it must include the entire workforce. If so, suggest the government, make the OY4 CLINs 12 months and CLIN 4013 any additional contractor costs to transition out.

Question: The government has implemented under FAR 52.204-21 and NIST 800-171 the requirement for contractors awarded Federal Contracts with IT Security Plan 3052.204-70 and Cybersecurity requirements to be Cybersecurity Maturity Model Certification (CMMC) compliant by having a Supplier Performance Risk System (SPRS) Level 1 rating.

We recommend, if this does remain a requirement, in order to ensure all bidders, have a Supplier Performance Risk System (SPRS) Level 1 rating a screenshot of the SPRS system is required in Volume 1.

Question: The government deliverables for e-Qip processing capability, along with Section 2.3 Background Investigations, Section 2.7 Security Management along with the ability to direct SF86 completion and collect fingerprints the contractor must have an active Secret Facility Clearance (FCL).

Question: Will these security, IT and background checks be waived if the bidder/awardee does not have an active Secret FCL at time of award?

We recommend if this does remain a requirement, in order to ensure all bidders, have an active Secret FCL would the government add a screenshot of the bidders National Industrial Security System (NISS) FCL verification as part of Volume 1. Otherwise, an awardee would potentially have 9-18 months (current Defense Counterintelligence and Security Agency (DCSA) processing timelines) (www.dcsa.mil) and therefore would be unable to perform these deliverables or tasks and potentially hire individuals for positions on this effort.

ICE Response

Nothing will be waived. IF this effort does lead to a classified contract, the contractor is not required to have the FCL at the start. They can work with DCSA to get the FCL, and that time frame is up to the DCSA. We (Personnel Security) would not be able to complete a DD254 or allow anyone to have access to classified material until the FCL and all paperwork is in place. Any tasks/deliverables requiring access to classified material would not be met until all requirements for the clearances are met.

*An investigation to assess the Fitness of the individual employee will take place but that level of investigation does not authorize them a clearance or access to classified material.

Question: Attachment 2 makes reference and has a CLIN designated for an ATOC however the PWS section 5 & 6 make no reference to an ATOC or any tasks to be performed by an ATOC. Will the government please clarify the tasks for the ATOC in the PWS or should the ATOC be removed from the Attach 2?

Question: Attachment 2 has no CLIN structure for Travel however PWS section 5 states a requirement for travel by multiple people over multiple days. Will the government please clarify how to price the travel requirements by providing the exact number of trips by person and CLIN to each travel location, so it can get added into each CLIN or will the government provide a CLIN with a plug number for travel that can be modified after award?

Additionally, the Section 3 Place of Performance only has Fort Moore and no other places of performance will the government please clarify or identify the other locations.

Question: Attachment 2 has each CLIN as a Labor category and qty for each per month. The PWS in section 4 & 5 states that these individuals' hours of operation but it does state that all of these personnel are full time equivalents, and that each bidder needs to ensure they are bidding a complete man-year worth of hours and not providing multiple part time personnel.

If the government is satisfied with PT personnel, then as this is a fixed price contract the bidders will need to be provided itemized tasks with hours per task and subtask to allow bidders to bid the appropriate number of hours to be worked.

Question: RFP Section 6 Proposal Content directions indicate, “The offeror shall provide a written staffing plan that includes an organizational chart that identifies the proposed staffing levels at each site, proposed level of effort (hours and numbers of FTE’s), titles, and a brief description of functional responsibilities.”

However, the Government does not provide sufficient workload data for non-incumbent offerors to bid the correct number of hours or FTE’s to complete all PWS 5.2 Training Administrative Support Tasks. For example, there is no data on the number of courses to be observed, analyzed, reported and recommended upon; nor the number of lesson plans, curricula, course critiques, or other related documents to be formulated or revised. There are no approximations of the instructor team leads, stakeholders, or annual throughput of students.

Would the Government please provide the approximate size of the Training Administrative Support workload that Contractors will perform and manage, so offerors may more accurately propose the correct number of hours and FTE’s for PWS Tasks 5.2 Training Administrative Support?
