AMENDMENT dated 8/11/22 Questions and Answers in reference to RFP 70CMSW22R00000021

Requirement: ICE Body Armor

Offeror Question #1: Please confirm if this opportunity is “brand name” or “brand name or equal to?”

Government Answer #1: This requirement is not listed in the solicitation as “brand name” or “brand name or equal to.” Please see the SOW which lists all minimum technical specifications for evaluation purposes.

Offeror Question #2: Please identify the salient characteristics and/or performance statistics that constitutes the requirement for utilizing the TAKTIC Buckle.

Government Answer #2: DHS ICE requires the use of the TACTIK buckle system. The TACTIK buckle system has a slide and click action that allows an individual to don and secure the armor kit easily as opposed to a tube system that requires significantly more dexterity to close.

Offeror Question #3: The RFP states that Offerors are to send TEN (10) Level IIIA Soft Body Armor KITS consisting of FIVE (5) Male size LARGE and FIVE (5) Female size MEDIUM. Can offerors send “Unisex” Small or Medium in leu of Female sizes?

Government Answer #3: DHS ICE requires a Female specific set (sizing) for the best protection and comfort of our female armed agents and officers. DHS/ICE will not accept “Unisex” sets in leu of Female sizes.

Offeror Question #4: Will NIJ certification be required at the time of bid or is it acceptable that the product be certified by the time of delivery?

Government Answer #4: NIJ certification and confirmation is required at time of the bid submission.

Offeror Question #5: An offeror asked if an extension to the proposal due date can be granted?

Government Answer #5: Unfortunately, the submission due date cannot be extended and remains on Friday, 8/19/2022, NLT 4:00PM EST. This is a law enforcement sensitive requirement and an FY22 award.

Offeror Question #6: Are there any patterns available from the OFTP to send to Offerors?

Government Answer #6: See the SOW for any details and characteristics regarding pattern requirements. OFTP does not provide any patterns to Offerors.
