"The Overt Tactical Carrier (OTC) shall be Ranger Green and constructed of a 500 Denier Cordura bonded to 200 Denier Kevlar to increase ballistic performance, extend durability of carrier and reduce overall carrier weight. OTC shall have a tensile strength of at least 700 pounds per square inch The OTC and cummerbund shall not have laser cut modular webbing."
Question: Our understanding is the 500 Denier Cordura bonded to 200 Denier Kevlar material is either Patented, Patent Pending or Proprietary. If this material is not used, will it cause the proposal

Armor models do not need to be identical in build specifications; however, armor models are required to be of the same ballistic material construction.”
Question: Is ICE willing to accept Female designated ballistic panels that are planar (non-structured) as long as they meet the ballistic requirements specified? 6)USG is willing to consider Female designated ballistic panels that are planar (non-structured) as long as they meet the NIJ/FBI ballistic requirements specified.

General Accessories, 5.2, Pg. 5 “General accessories must be constructed of the same material (1000 denier) and be of the same color as the exterior, strike face sides of the OTC.” Question: Is ICE willing to accept general accessories constructed from 500 denier material as specified

| 9) Attachment 1, Page 2, 1.3 The armor panel pattern shall approximate the current NIJ sizing schematic C1 – C5. Question: Will sizing be ALPHA/Standard Sizes (i.e. Small through 3XL) or will it be semi-custom sizing for each agent/officer? SOW 1.3 lists panel lists C1 to C5. | 9)USG requires standard sizing but also has agents that require semi custom fit due to height, weight, and cup size. |

Question: If the armor is ALPHA/Standard Sizing, will Female structured armor be a specific cup size? Or will multiple cup sizes be required? Question: The specific Overt Tactical Carrier fabric description in the SOW is patented by one body armor manufacturer – not a material supplier, and is not available to any other potential bidder. All of the Department of Defense and multiple other Federal agencies have determined that Squadron (a laminated fabric of 500 Denier and 330 Denier made by a fabric manufacturer and available to everyone) is sufficient to meet their needs. The required warranty would also address any quality issues. Lastly, the solicitation only requires the ballistics NIJ certification and meeting the FBI requirement. There is no additional ballistic performance requirement associated with this carrier fabric. Therefore, will ICE use the industry standard of Squadron instead? SOW 2.1 | 11) USG will consider other bonded material that uses the industry standard as long as it meets/exceeds minimum requirements of tensile strength of at least 700 pounds per square inch. Independent lab testing shall be provided to prove it meets/exceeds minimum requirements of tensile strength of at least 700 pounds per square inch. |

| 13) Attachment 1, Page 4, 2.17 "The Vendor shall be required to produce agency specific placards (silkscreen or embroidered at the discretion of the agency) for the front and back PVC placards with either “HSI” or “ICE” (determined at time of order) in yellow letters and embroidered agency badges to be included with each OTC. Agency placards and badges shall be backed with hook attachment and shall be 6” (W) X 3”(H) for the front and rear placards. Agency badges shall be backed with hook attachment and be approximately 2”(W) X 3”(H) in size. Examples and specific descriptions of identity markings and badges for each agency shall be provided to vendors at the pre-production meeting." Question: Placards - are there 3 types of required placards - Silkscreen, Embroidered and PVC? SOW 2.17 | 13)USG requirement is that Agency placards and badges shall be backed with hook attachment and shall be 6” (W) X 3”(H) for the front and rear placards. | 14) Attachment 1, Page 4, 2.18 "The OTC shall have front and rear trauma pads." Question: What size are the trauma pads for the front and back of the OTC and what level of NIJ protection? SOW 2.18 | 14) Trauma pads shall be 6"x 9". |

Question: Pouches are listed as same material as OTC outer face, but listed as 1000 Denier, additionally the industry standard is 500 denier? Which is correct? SOW 5.2 | 15) Pouches should be made of the Same material as the OTC. USG will consider other bonded material that uses the industry standard as long as it meets/exceeds minimum requirements of tensile strength of at least 700 pounds per square inch. | 16) Attachment 1, Page 5, 5.6.8 "One (1 pair) side ballistic plate pouches. Agencies shall coordinate with vendor for specific size requirements however sizes will generally range from 5.0” X 7.0” to 6.0” X 6.0”. Plates must fit snugly into the pouch to prevent rattling (but not so tight as to impede retrieval). Pouch shall be top loading and have a cover as to enclose the plate." Question: For purposes of Volume 1 Sample Submission, what size plate pouches will be included? SOW 5.6.8 | 16)USG use both 6" x 6" and 6" x 9" side plates. USG plans on using 6"x 6" side plates for sample evaluation purposes. |

Question: Requirements list the Ultra Concealable Vest as Level II, SOW Section 6.1 States either Level II or IIIA. The FBI anticipates only offering end users ballistic panels in limited, standard sizing (e.g. XS, S, M, L, XL, and XXL in both male and female patterns)" Question: With the offering of the Ultra Concealable Vests in female structured vests, is there a specific cup size for the structure or will it require different cups sizes to be offered? SOW 6.3 and 6.4 | 19)USG requires that the structure shall offer different cups sizes. |
| 20) Attachment 1, Page 6, 6.8 "Carrier for Low vis armor kit shall be in the style of an athletic or compression-style shirt and carriers for female low vis armor kit shall have structured seams to shape around female anatomy". Question: The ULV Female lists a required a structured seem, is this required or preferred - considering it will add a profile line to the impression while concealed? S.O.W 6.8 | 20) USG prefers that it have a structured seem but will consider kits that do not have a structured seem. |
| 21) Attachment 1, Page 9, 9.2 "ULV Armor Kits and components shall carry minimum warranties from the date of acceptance. The Contractor shall provide a statement of warranty coverage for each component listed below: |
• OIA Package (fit, finish, and comfort) 60 days
• Ballistic panels 96 months
• Overt tactical Carrier (excluding ballistic panels) 36 months" Question: Fit Finish and Comfort, OTC, and Ballistics (OTC Ballistics 8 years, ULV 6 years) have a specified warranty list, the “ULV Armor kits will have a minimum warranty” is listed with no time frame. What is the warranty requirement of the carrier? SOW 9.2 21) ULV Armor kits will have a minimum warranty of 60 days fit, finish and comfort and 36 months for worksmanship and materials.

Question: SOW Section 14.1 list delivery within 30 days of receipt of order, but the evaluation factor (Factor 2- Minimum SOW Confirmations Bullet 10) lists evaluation is based upon 45-60 days. What will be the contract requirement for delivery? | 24) The USG requirement for delivery orders will be delivery within 30-45 days to various locations across the US and its territories. That requirement applies to all delivery orders following the initial IDIQ base award. | |

versus Attachment 1, Page 7, 7.3 "Utilizes a Tactic buckle system" Question: Refencing 2.16 v. 7.3, the OTC lists TACTIK “Style” connectors compare to the plate carrier states “TACTIK BUCKLE SYSTEM”. Is it required to use the TACTIK Buckle system, or can a comparable buckle system be used?

26) ICE BA SOLICITATION, Pages 6-8, "The Government will evaluate the 12” by 12” test panel made of the same material as the Ballistic Panel submissions IAW with the Level IIIA Soft Body Armor KIT. The panel will be used for a weight evaluation. The panel will be weighed separately on a scale calibrated prior to the beginning of this assessment. The weight of each panel will be recorded (0.00 pounds) and then a weight will be calculated."

| Question: What is the maximum number of contracts expected? | 37) The CO will decide on the total number of IDIQ awards following the evaluation stage. There is no maximum number anticipated until the evaluation stage is complete. |
38) Page 4 of the base solicitation, Section III, Proposal Submission Instructions states that “All electronic e-mail proposals shall be provided in MS Word Version 2010 or later and/or Excel Version 2010 or later.”
Question: a. Are PDFs acceptable? Word files tend to be larger in size than Word documents and may be more difficult to send.
Question: b. Is there a maximum file size for the email files? 38) PDFs are acceptable. 25MB max file size for email files.
39) Per Page 4-5 of the base solicitation, Section I, Technical Samples calls out that ten kits shall be delivered which consists of Five Male Size Large and Five Female Size Medium. A test panel is also due that is the same material and structure as the panels used in the kit.
Question a. If different ballistic solutions are used for the male and female kits, are two panels required – one of each ballistic solution?
Question b. In this case, which panel will be utilized for the evaluation? 39) Yes, vendor shall provide one test panel for each ballistic solution (male /Female ) If different ballistic solutions are used for the male and female kits. Test panels will be used to confirm product meets requirements for ariel density and weight.
| 40) Page 8 of the base solicitation, Factor 1, Sub-Factor 1 – Weight Evaluation explains that a 12” x 12” panel will be used to score this subfactor. However, a panel that is larger than 12” x 12” may weigh more and a panel that is smaller than 12” x 12” may weigh less. Question: What is the acceptable tolerance on the panel size of 12” x 12”? Question: Would the Government consider using areal density (lbs / ft2) instead of weight (lbs) to account for vendors who many try to make “small” panels to be scored better? This would help avoid protests on panel sizing that is close to one “score” vs. another. | 40) Panel size variation shall be no more than 1/16th of an inch off from 12" x 12". | |
