1The paint product that is being specified (Dunn-Edwards Evershield) exterior paint or equivalent is not recommend for the pre-finished roof panels as required to paint on the Ops and Pod Control building. As the roofing metal is a baked pre-finished coating, Dunn-Edwards or equivalent coatings will not provide direct proper adhesion to such type surfaces and will not have a longevity success. Most manufactures will recommend a specialty system over specified primer for such. Dunn-Edwards Evershield recommended primer is

Non-ferrous:

ULTRASHIELD® Galvanized Metal Primer (ULGM00) or ULTRA-GRIP® Premium (UGPR00)

Is contractor to provide recommend system to meet manufacture requirements? Yes, please provide the proper primer that will provide adhesion of the paint to the metal roofing to all areas that include this material.

The scope of work states “Primer will be applied to all bare concrete block, wood, and metal as appropriate and small hoses shall be filled prior to being painted”.

3Please define the extent of patching or repair needed for the damage created by birds on Fox Staging and Housing trailers? As this also occurs on both stucco and wood siding surfaces, is wood siding to be removed and replaced? Please define intent of?The offeror is to provide the most cost effective long-term solution in their proposal that will repair all damage created by the birds. The surface must be as close to original as possible to allow for a quality paint project that is acceptable to the government and will allow proper adhesion. The scope of work states “small holes shall be filled prior to being painted”, these small holes are around 2-3 inches in size and should be filled with the materials approperate for the application.
4Discussion on site was to add an additive like Hot feet bird deterrent for areas effected by bird damage elevations. Is this to be made part of scope requirement for Fox Staging and Housing trailers?Please provide a quote and a guarantee/warranty as an optional item (00002) so the government can determine if this is cost effective to add to this scope of work.
5Please define the intent of painted metals preparation as existing coatings on railings, HM doors / frames has many elements of various aesthetics appearance such as paint runs, roughness, brushing variations. Scope of work requires manufacture recommendations as Dunn-Edwards literature states only

SURFACE PREPARATION: All surfaces must be cured, clean, dry, and free from dirt, dust, rust, stains, grease, oil, mildew, wax, efflorescence, bond-breakers, and other contaminants. Remove all loose, peeling, or chalky paint by sanding, scraping, or other appropriate methods. Repair all cracks, holes, and other surface imperfections with a suitable patching material. Repaired surfaces should then be sanded smooth and dusted clean. Glossy surfaces should be dulled to provide a roughened surface for good adhesion.

Onsite references were that existing coating defects corrections should be appropriate and aesthetics appealing? As there is many years of coating installation variations and can affect all potential bidders interruption of approach?

There are currently several coats of existing paint, runs of paint, cracking paint, and other defects that would cause improper application of the new material. The rails, doors, and frames should be sanded and/or scraped as recommended to the point that is acceptable for definition stated by the manufacturer. This may require sanding areas all the way to the bare metal if necessary. In addition, the scope of work states to prime all bare metal and rust spots per manufacturer’s instructions. And these areas “will be sanded down as much as possible”, is also stated in the scope of work.
