Q&As

1) Q: On the original page, on the right hand side, the index section states N/A for both “Original Set Aside” and “Set Aside” – Yet in the body of the first page it states the responders need to be “SBA size standard is 500 employees” – Is this truly a Small Business Set Aside or not?

A. This is a full and open procurement so there is no set aside. Per the synopsis, “The Request for Quote (RFQ) is issued on a full and open competitive basis.” And on the SF1449, block 10, “unrestricted” is checked. The SBA’s size standard is listed according to the NAICS code and will determine what size the awardee is.

2) Q: Why is this RFQ not set up as a “Veteran owned business Set-Aside”?

A. The Non-manufacturer Rule applies to this procurement. Based on Market

Research, this is a full and open procurement.

3) Q: Why is this RFQ not set up as a “Woman owned business Set Aside”?

A. The Non-manufacturer Rule applies to this procurement. Based on Market

Research, this is a full and open procurement.

4) Q: The RFQ allows for the submitter to be a distributor or dealer of the manufacturer (Pg.

2 SOW sec 2.8) Can the submitter / distributor / dealer also be a “re-seller”, sister business to the manufacturer or owned by the manufacture under another business name and listing?

A. Yes, this is a full and open procurement so there is no set aside.

5) Q: How was it determined that injection molded plastic was so superior to thermo-molded extruded plastic that it was deemed not acceptable for submission?

A. The listed requirements represents CBP’s minimum needs.

6) Q: Can this requirement for the holster body “to be mold-injected” be removed?

A. No, the listed requirements represents CBP’s minimum needs.

7) Q: How did CBP determine that a one-piece injection molded holster body is that much more superior to a holster body that is thermo-formed from an extruded plastic?

A. See #5 and #6 above.

8) Q: How did the CBP determine that the lock up on the “metal parts” of the pistol were that much more superior to lock ups on the “polymer parts” (trigger guard specifically) to totally eliminate the latter? Can this requirement, eliminating the lock up on the polymer portion of the pistol, be removed?

A. No, this requirement is not based on a determination of superiority of this retention system. The listed requirements represents CBP’s minimum needs.

Q&As

9) Q: 4.1.1.3.4 calls for a static force 6 direction pull test at 250 lbs. Why are there no “rotational” force requirements applied at this pressure? Is it possible that the rotational twisting of the firearm in the holster could not disengage the lockup mechanism located on the metal portion of the firearm?

A. CBP is conducting the minimum testing necessary for source selection. Pulls #5 and #6 (SOW Section 4.2.4) are considered to mimic rotational pulls. The questions above would be determined as part of source selection testing.

10) Q: 4.3.1 requires all product manufacturers to be certified and authorized to ISO900X quality standards. Can this requirement be eliminated?

A. CBP’s position is that ISO900X Certification is a reasonable requirement considering the required production volumes and scope of the contract. This requirement will remain.

11) Q: While the description calls for the holster to offer “light and non-light bearing variants”, what light(s) must the holster “fit”?

A. Surefire X300 and Streamlight TLR-1.

12) Q: Will CBP accept holsters that work with and without a light in the same holster assuming that they function the same?

A. No.

13) Q: Once awarded, will other agencies be able to “piggy-back” off of this contract?

A. No.

14) Q: Will CBP accept an extension of at least 6 weeks after the responses have posted for final submission of quotes? We have not been able to secure a Glock 47 from Glock in order to design and determine final fit of any holster we may submit.

A. No. CBP is only requiring the submittal of G19 compatible holsters as physical samples for source selection evaluation. The G19 has been, and continues to be, commercially available. The G47 is available directly from Glock (in limited quantities to support this holster contract.)

15) Q: Can CBP please provide a detailed definition of Level 1 retention?

A. For the purpose of this solicitation, a Level I holster requires the manipulation of a single mechanism to release the firearm from the holster.

16) Q: Can CBP please provide a detailed definition of Level 1 retention?

A. For the purpose of this solicitation, a Level I holster requires the manipulation of a single mechanism to release the firearm from the holster.

17) Q: Can CBP please provide a detailed definition of Level 2 retention?

A. For the purpose of this solicitation, a level II holster requires the manipulation of two separate mechanisms to release the firearm from the holster.

18) Q: What light (manufacturer and model) must the holster accommodate?

19) Q: Please provide a detailed definition of maintain structural integrity regarding to 300 degrees?

A. At a holster surface temperature of 300 degrees and without a firearm inserted, the holster shall maintain its original shape, structure, and functionality.

20) Q: What temperature will the pull testing in 6 directions be conducted?

A. Ambient room temperature at National Institute of Justice (NIJ) Laboratories approved for testing of the NIJ Autoloading Pistol Standard (Temperature: 21 °C ± 2.9 °C (70 °F ± 5 °F)).
