About this file

This document is a Limited Source/Brand Name Justification under FAR 13.106-1(b)(1) for the renewal of maintenance/subscription support for existing licenses of the NavLab Embedded Module/Plug-in for Spatial Explorer and the SpatialPro Module/Plug-in for SpatialExplorer software.

The Forest Service requires these proprietary software modules/plug-ins to access, extract, and pre-process lidar data collected from their recently procured Recon-XT lidar sensor systems. The NavLab Embedded module provides post-processing trajectory correction to ensure high-accuracy 3D positioning of the raw lidar data. The SpatialPro module is essential for accessing the proprietary data format and enabling data calibration, processing, analysis, and visualization capabilities. After market research, it was determined that these software modules are only available directly from the manufacturer, Phoenix Lidar Systems, LLC. The estimated value for 3 licenses each of the NavLab Embedded and SpatialPro modules is $. Phoenix Lidar Systems, LLC is identified as the sole source for these required software components.

United States Department of Agriculture Limited Source/Brand Name Justification

FAR 13.106-1(b)(1) – Simplified Acquisitions Control No. (if applicable) 1134862

1. Identification of the agency and the contracting activity.

United States Department of Agriculture, Forest Service, Procurement and Property Services, IT Contracting Branch.

2. Description of supply or service required to meet the agency’s needs.

Renew maintenance/subscription support for existing licenses of the brand name NavLab Embedded Module/Plug-in for Spatial Explorer, MPN: SFT.PC.NAV.S, and SpatialPro Module/Plug-in for SpatialExplorer, MPN: SFT.PC.PRO.S.

3. The rationale or circumstances for limiting competition.

In accordance with 13.106-l(b)(l) the brand name NavLab Embedded Module/Plug-in for Spatial Explorer and SpatialPro Module/Plug-in for SpatialExplorer is the only software that will operate with the module plug ins.

This is the only compatible software licenses available that support the ingest, processing, editing, manipulation, analysis and visualization of lidar data as points and surface models. The SpatialPro plug-in is essential to access and extract the collected data from the Recon-XT lidar system which is stored in a proprietary Phoenix Lidar System format, for use and analysis. SpatialPro also expands the capabilities of the base SpatialExplorer application by supporting data calibration, lidar cloud colorization, classification and change detection, data QA/QC, integration of imagery acquired contemporaneously with lidar data, enhanced data decimation and smoothing, generation of raster and vector processing/analysis outputs, import and calibration of 3rd party formats and export of data in the format of specific applications, etc. NavLab Embedded plug-in ensures trajectory processing of lidar data for projects that require the highest accuracy and precision possible by achieving the best estimated trajectory from sensor system navigation data.

After extensive research and testing, The Forest Service procured three Recon-XT lidar sensor systems from Phoenix Lidar Systems in late FY2022. The purpose of that procurement was to enable capacity for UAS-based lidar data collection throughout the agency, including the development of an associated training program for agency pilots and geospatial to execute data collection and processing activities.

The SpatialPro and NavLab Embedded modules/plug-ins are proprietary and developed by Phoenix Lidar Systems, the vendor that makes and distributes the Recon-XT lidar sensor systems.

At a minimum, SpatialPro is required to access, extract and pre-process collected lidar data from the Recon-XT sensors, which is stored in a proprietary Phoenix Lidar System format, and subsequently export the data in an industry standard format usable in other software applications. NavLab Embedded provides post-processing trajectory correction of the position and orientation of the lidar system during data acquisition to ensure the highest possible 3D positional data accuracy of the raw lidar data collected by sensors provided by Phoenix Lidar Systems. Without SpatialPro and NavLab modules/plug-ins, the raw data collected by the Recon-XT lidar systems is inutile and cannot be accessed and processed.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

Market research was conducted in July of 2024 and it was determined that NavLab Embedded Module/Plug-in for Spatial Explorer and SpatialPro Module/Plug-in for SpatialExplorer software licenses were not available from, GSA advantage, or NASA SEWP and is only available directly from Phoenix Lidor Systems, LLC. Through this market research it has been determined that no alternative sources are available that will meet the government's need.

5. Estimated price, including all options, if applicable.

NavLab Embedded Module/Plug-in for Spatial Explorer MPN: SFT.PC.NAV.S, 3 each and SpatialPro Module/Plug-in for SpatialExplorer, MPN: SFT.PC.PRO.S, 3 each. The estimated value of the software is $.

6. Recommended source(s).

Phoenix Lidar Systems, LLC. is the sole source of this embedded software to work with the specific brand module plug-ins brand of.
