About this file
This is an Invitation for Bid (IFB) document issued by Harford County, Maryland for the Taylor Creek Stream Restoration project. The project involves the restoration of approximately 3,550 linear feet of stream channel located in Joppatowne within the Lohr's Orchard HOA and Harford County Board of Education properties. The restoration work extends from Trimble Road at the upstream end to a storm drain pipe at the Joppatowne High School campus. Bidders are required to submit comprehensive proposals addressing all aspects of the stream restoration work, including channel stabilization, habitat improvements, and related environmental restoration activities as detailed in the project scope of work and supporting exhibits.
The IFB establishes specific submission requirements and evaluation criteria for qualified contractors to complete the stream restoration project. Prospective bidders should review all project documents, including the scope of work, project description, and supporting exhibits, to understand the full technical and logistical requirements. The bid process follows standard Maryland state and local procurement procedures, with awards based on competitive bidding and contractor qualifications. Interested parties should note all applicable deadlines for bid submissions, any pre-bid meetings or site visits, and contract terms as outlined in the official IFB documentation to ensure full compliance with submission requirements.

INVITATION FOR BIDS
NO. 26-260
TAYLOR CREEK STREAM RESTORATION
ADDENDUM NO. 2
September 1, 2026
Ladies and Gentlemen:
The purpose of this addendum is to provide clarification(s) to all prospective bidders.
The following questions were received prior to the due date and time.
Question #1: Please clarify the height for 4-5' plantings, they cannot be a #SP5 container.
Answer #1: All trees should be provided in #5 containers. All shrubs should be provided in #3 containers. A revised sheet #47 is provided.
Question #2: Please confirm that bid item 2020 "Contingent Select Borrow" is not affected by the statement "after award of contract payment for earthwork operations including unclassified excavation will be considered fixed" and that Bid item 2020 will still be paid per the CY of select borrow that is required on the project.
Answer #2: Contingent Select Borrow is only used if there is insufficient suitable borrow from earthwork operations, with approval from the County. It is assumed that suitable borrow is available and that placing the suitable borrow is incidental to Unclassified Excavation.
Question #3: Measurement and payment for bid item 2010 states that "after award of contract payment for earthwork operations including unclassified excavation will be considered fixed" This statement is essentially turning bid item 2010 into a lump sum bid item and quantities will not be measured and paid for by the total amount of CY's actually moved by the contractor. Please confirm that this interpretation is correct?
Answer #3: That is correct.
Question #4: The plant schedules are calling for SP-5 and SP-3 containers for plants.
Trees needing to be 4-5' for most of the SP5 and shrubs being 3-4' for the SP3's. These heights are not commonly found in such small containers. Can the container sizes be adjusted in the plant schedules to a larger container, where the height requirements can be met?
Answer #4: All trees should be provided in #5 containers. All shrubs should be provided in #3 containers. A revised sheet #47 is provided.
Question #5: Bid item 3100 is listed twice. Once as Maintenance of Stream Flow and again as Diversion Fence. No diversion fence is listed in E&S quantities provided in the plans.
Answer #5: A corrected bid table is provided.
Question #6: Item 3090 is also listed twice on the excel sheet.
Answer #6: A corrected bid table is provided.
Question #7: The Excel bid form has item 3110 Forest Retention Signage listed twice.
One item has a quantity of 82 EA the other 90 EA. Can one of these items be deleted?
Answer #7: A corrected bid table is provided.
Question #8: Please confirm that contractors should use the dimensions and quantities provided in the Riffle Weir tables on sheet 22 for bidding and not the plan views shown on sheets 16-20? Plan view of the riffle weirs are not accurately depicting the total amount of stone area and are not showing the "LRun" section of them as depicted in the details on sheet 21.
Answer #8: Contractors should use the dimensions and quantities provided on Sheet 21/DWG DE-01 through Sheet 24/DWG DE-04 for all structures. Plan view sheets do not include Riffle-Weir Runs for clarity. See the Notes Section on each Plan Sheet for additional information.
Question #9: Can original PDF E&S plan sheets provided? E&S sheets 01 to 06 (Sheets 52 to 57) are scanned in copies and extremely hard to read and make out what is bold (Proposed) and what is grayed out. Quantity verification will be difficult for contractors using these sheets. The rest of the drawings are PDF originals and this problem is not present on those sheets.
Answer #9: The original sheets are provided with this addendum.
Question #10: Since earthwork quantities are fixed and not unit price per the measurement and payment of item 2010 Unclassified Excavation, can CAD files be provided for bidding? This will allow contractors the ability to compute our own earthwork quantities since this bid item will not be measured & paid and in reality is a lump sum item.
Answer #10: No. Discrepancies should be brought to the attention of the County prior to any land disturbance.
Question #11: Could you please have the Harford Community College and Taylor Creek Stream Restoration pre-bid meetings back to back instead of at 9 AM and 1 PM?
Most contractors attending one will most likely attend the other.
Answer #11: No.
Question #12: Are contractors to assume that the soils found onsite are suitable to complete any fills that may be required?
Answer #12: The County assumes that sufficient suitable fill is available on site.
Question #13: When can the bidder expect to be awarded the project? When would the notice to proceed realistically happen? If this is too close to the closure period to finish all in stream work; would the county allow the contractor to wait until June 2027 to start?
Answer #13: The intent is to go to Board of Estimates quickly after bid open so that contracts and NTP can be issued as quickly as possible. We anticipate construction beginning in Fall 2026 with completion by closure. Please staff and price accordingly. If the work cannot be completed fully, a partial shutdown or work around would need to be proposed to bridge the stream closure window. We do not anticipate waiving that closure at this time. This schedule allows for a Spring 2027 planting window, if needed.
Question #14: When is the anticipated Notice to Proceed goal date for the County?
With a stream closure of March 1, would the County entertain a start date after the closure is lifted (June 16)?
Answer #14: See the answer to #13.
Question #15: The bid form has 3090 Temporary Access Bridge for 8 each and 1 each.
Is this for different sized access bridges or is this in error?
Answer #15: ? A corrected bid table is provided.
Question #16: When is NTP Expected?
Answer #16: See the answer to #13.
Question #17: What Time of year restrictions affect this project?
Answer #17: Stream closure is from March 1 to June 15.
Please see the attached revised bid table.
Please see the separate file that has the additional drawings.
Please note that the original plans have been reloaded as part of this addendum.
