About this file
This document is a Stormwater Pollution Prevention Plan (SWPPP) template completed by the Harford County Department of Public Works for the Taylor Creek Stream Restoration project located at 555 Joppa Farm Road in Joppa, Maryland. The project involves the restoration of approximately 3,550 linear feet of main stem stream channel and tributaries within a 69.33-acre property, with a maximum of 6.15 acres expected to be disturbed during construction. The restoration effort supports the County's Total Maximum Daily Load (TMDL) goals by reducing sediment and nutrient loads from streambanks, reducing hydrograph peaks, restoring floodplain connectivity, and enhancing riparian buffer zones. Construction is estimated to commence on August 24, 2026, and conclude on February 26, 2027, with stabilization measures scheduled for March 1, 2027. The project discharges stormwater into Taylor Creek, which is listed as an impaired waterway with documented pollutants including nutrients, polychlorinated biphenyls (PCBs), and sediments within the Gunpowder River Watershed. Harford County Department of Public Works, represented by Danielle Hankins, serves as the operator, while contractor information is to be identified following competitive selection.
The SWPPP outlines comprehensive pollution prevention and stormwater management standards including dewatering practices utilizing filter bags, turbidity monitoring using an Oakton T100WL meter, and outlet protection measures. Pollutant-generating activities identified include grading, dewatering, equipment fueling and maintenance, and materials hauling, with controls including silt fence, super silt fence, double-walled fuel storage tanks, spill kits, and designated staging areas located outside the 100-year floodplain. Inspections are required every seven calendar days and within 24 hours of precipitation events exceeding 0.25 inches, with daily turbidity monitoring conducted by a third-party contractor. The plan designates Mike Davies, Chief Construction Inspector for Environmental Inspections, as responsible for site inspections and corrective actions, while authorized non-stormwater discharges include landscape irrigation, dust control water, and construction dewatering water. No chemical treatment additives or concrete washout operations are anticipated at the site, and all hazardous materials storage, spill prevention procedures, and emergency contact protocols comply with applicable Maryland Department of the Environment regulations and Harford County Hazardous Materials Law requirements.

Stormwater Pollution Prevention Plan (SWPPP) Taylor Creek Stream Restoration
Construction Stormwater Pollution Prevention Plan Template The Maryland Department of the Environment (MDE) requires construction operators to develop a Stormwater Pollution Prevention Plan (SWPPP) prior to submitting a Notice of Intent (NOI) for Construction General Permit (20-CP) coverage (Refer to Part III.F of the permit). To assist with developing a SWPPP that meets the minimum requirements of the General Permit for Stormwater Associated with Construction Activity, the Maryland Department of the Environment has provided this template.
This template is customizable to your specific project and site.
Once MDE has approved coverage for your project under the 20-CP, include your NOI, your authorization, and a copy of the 20-CP as attachments to the SWPPP.
For more information on the Tier II Checklist, the NOI in ePermits or Cationic Chemical Treatment, please navigate to our website located here:
https://mde.maryland.gov/programs/water/wwp/Pages/gp_construction.aspx
Instructions for Using the SWPPP Template Each section of the SWPPP Template includes instructions and space for your project and site information. Read the instructions for each section before you complete that section. The blue text indicates what information is to be included.
The SWPPP Template is an editable document file. You may add tables or additional text and/or delete unneeded or inapplicable fields. The information provided in each section may vary in length.
The following items may help you better prepare for completing the SWPPP:
● Make sure you read the General Permit thoroughly before you begin preparation of your SWPPP. By doing so, you are ensuring that you have a working understanding of the permit’s underlying requirements.
● Remember to complete the SWPPP prior to submitting your Notice of Intent (NOI) for permit coverage when required.
● If there is more than one construction operator or individual/entity that will be responsible for separate phases or parts of the construction for your project, consider coordinating the development of your SWPPP with the other operators or individuals/entities.
While MDE has made every effort to ensure the accuracy of all instructions contained in the SWPPP Template, it is ultimately the permit that determines the obligations of regulated construction stormwater discharges. In the event of a conflict between the SWPPP Template and any corresponding provision of the 20-CP, you must abide by the requirements in the permit. MDE welcomes feedback on the SWPPP Template. Future revisions of this document will consider all feedback.

Outlet protection
Description: Velocity dissipator and/or outlet protection (riprap or sandbags)

Outlet protection practices will be monitored to ensure that flow from the stream diversion pipe/clean water pump-around is not causing channel erosion and/or creating turbidity greater than the allowable threshold.
Turbidity Meter and Procedures
Meter: Oakton T100WL
Calibration: Calibration verification occurs prior to every use. If the calibration is more than 2% off the sample vials, a full calibration will be conducted. Procedures are outlined in the instruction manual that accompanies the meter in the carrying case. All calibration will be in accordance with manufacturer’s instructions.
Sampling: Sampling will occur at every discharge point during dewatering. A sample will be collected in a clean vessel and the sample vial will be filled to the 4/5 position. After filling, the
Instructions – Describe any dewatering practices Include a description of all dewatering practices that are installed and maintained at the construction site.
Excavations Trenches Foundations Vaults or other similar points of accumulation cap will be tightly secured. Before measuring, the sample vial should be gently shaken to produce a uniform sample. Wait until all the bubbles have disappeared and wipe the vial surface with a soft cloth to ensure the surface is dry, clean, and free of smudges. Apply 1-2 drops of silicon oil to the surface and wipe with a soft cloth to obtain an even distribution.
Place the meter on a level flat surface and insert the vial into the meter for reading.
Reporting and compliance: Turbidity sampling will be conducted by a third-party contractor.
Information will be recorded on the turbidity monitoring sheets provided by MDE in the “Turbidity Reporting” section of the SWPPP binder. If the NTU’s are above the acceptable threshold, the contractor will stop pumping and begin corrective measures. Corrective measures will be documented.
