Questions and Answers (Q&As) Solicitation Number: 6991PE21Q000001

FOR:

Laboratory Analysis Services

1. Question: I just wanted to confirm that AIHA ELLAP accreditation is required for this project?

XXXX is CA-ELAP and NELAP accredited and we’re only 17 miles from the Benicia location, however we are not AIHA ELLAP accredited.

Answer: Since one of SBRF’s testing constituents is lead based paint, SBRF requires AIHA ELLAP (Environmental Lead Laboratory Accreditation Program) or NLLAP (National Lead Laboratory Accreditation Program) accreditation. The SOW and Combined Synopsis/Solicitation have been revised to reflect that NLLAP accreditation is also acceptable.

It is not clear to SBRF if ELAP (Environmental Laboratory Accreditation Program), whether California (CA-ELAP) or National (NELAP), assures competence and quality for lead testing. If the quoter can represent that CA-ELAP or NELAP includes accreditation for lead, then they would meet the technical requirements.

2. Question: I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

If this is a follow-on requirement, could you please provide the previous contract or task order number?

Answer: There is an incumbent contractor currently performing these services. The current purchase order number is DTMA94P1600008.

3. Question: I want to make sure I am clear on pricing and what the pricing table is asking.

Potable Water-total cost for combined analyte tested below times 12 samples.

• Total Coliform/E-Coli

• CAM- 17 Metals

• Chlorine

• Total Dissolved Solids

• Total Organic Carbons

Bilge Water-total cost for combined analyte tested below times 10 samples.

• Combination of all analytes listed on Table 2 for a total cost?

Storm Water, total metals-total cost for combined analyte tested below times 40 samples.

• Total Metals only and all other analytes listed on Table 1 to inlcude PH, Total Suspended Solids, Specific Conductance, Oil and Grease. Total Petroleum Hydrocarbons (gasoline, diesel and oil?)?

Storm Water, total metals and dissolved metals times 10 samples

• Total Metals plus Dissolved Metals and all other analytes listed on Table 1 to inlcude PH, Total Suspended Solids, Specific Conductance, Oil and Grease. Total Petroleum Hydrocarbons (gasoline, diesel and oil?

PCBs-liquid and solid in one cost? times 10 samples?

• cost for solids times 10?

• cost for liquid testing times 10?

Paint Waste-25 Test samples

• Cam 17

• PCBs

Asbestos-25 test of Polarized Light Microscopy method -Bulk, 400 count or 1000 count?

Answer:

Potable Water

• Each sample is to be tested for the five analytes listed in the SOW. SBRF could do this up to 12 times per year. Unit price should be the aggregate price for all five tests.

Maximum total price should be the sum of the unit pricing times 12, per year.

Bilge Water

• Yes. Each sample is to be tested for all the analytes listed in the table. SBRF could do this up to ten times per year. Unit price should be the aggregate price for all the analytes listed in the table. Maximum total price should be the sum of the unit pricing times 10, per year.

Storm Water, total metals

• Yes, same method as above.

Storm Water, total metals and dissolved metals

• Yes, same method as above.

PCBs

• Quoters should quote a single price for both solid and liquid PCB sample analysis. At this time, SBRF does not know how many samples would be solid and how many would be liquid. Predominantly SBRF’s PCB samples have been solid (electrical wiring insulation), however, SBRF could have some liquids to sample sometimes.

Paint Waste

• Yes, same method as above.
