Intent

The intent of this specification is to drydock the vessels, abrasive grit blast and preserve the hull and main deck surfaces, renew anodes and perform general repairs.

The following CLINs are applicable to both the FB-668 and FB-671

0001.1 DELIVERY

Provide tug(s), pilotage and riding crew as necessary, and any other services required to move the barges from their current berth in the SBRF to the contractor’s shipyard.

Provide assist tugs as required to place the barge in and out of the Contractor’s drydock.

Upon completion of repairs, return the barges to SBRF.

0001.2 DRY-DOCKING

A. Drydock the vessels for inspection, coating and repairs as described herein. At the completion of the required work, undock the vessels. All movement of the vessels on to and off of the drydock shall be the contractor’s responsibility.

B. Fleet the vessels for access to hull areas obstructed by docking blocks to assure

100% coating coverage on hull bottom.

C. Provide drydocking reports to the COR showing both locations of blocks and anode locations prior to re-delivery and Government acceptance of the vessel.

0001.3 EXTERIOR HULL CLEANING AND INSPECTION

This section deals with the cleaning and inspection of each vessel’s exterior, which includes the entire hull (underwater and freeboard), main deck, vents and fittings.

A. Assure all manhole covers and vent pipes are secure. Water wash the entire barge exterior using high-pressure fresh water at a minimum of 3000 PSI to remove dirt, growth and salts. Examine hull and deck for apparent damage and coating failure.

Submit a written report within one day of conditions found showing discrepancies found and their location to the COR.

FB-668 & FB-671 DDX 2020 Page 4

B. Handling, storage and disposal of hazardous waste, if any, generated as a result of the cleaning operation shall be the responsibility of the contractor, as being the generator. Disposal of any hazardous waste shall be at the contractor’s expense and in accordance with all local, state and federal regulations.

0001.4 INTERIOR HULL INSPECTION

A. Contractor, with the COR, shall inspect internal structural and coating conditions of internal voids / spaces. Provide a written report within one day to the COR of all conditions found and any recommended repairs.

0001.5 HULL ULTRASONIC HULL GAUGING

A. Perform an ultrasonic hull gauging survey of each vessel’s hull to determine thickness and integrity. For estimating purposes, assume 250 shots for each vessel are to be taken. Provide a written report of the survey.

0001.6 EXTERIOR SURFACE PREPARATION

A. Remove existing anodes and grind smooth the remaining welds so as to present a clean, smooth surface. If removing anodes with a cutting torch, exercise great care not to undercut into the shell plating. For estimating purposes, assume the remnants of 56 ea., 22 pound zinc anodes are installed to each hull.

B. Prior to blasting secure all watertight doors, cover and protect all tank and deck house vents and other openings to prevent ingress of blasting grit. After protective measures have been accomplished, abrasive grit blast the entire hull and exterior main deck of the vessels to SSPC SP-6 commercial blast standards.

C. Upon completion of grit blasting, the Contractor is to make a visual inspection of the entire hull and main deck. Contractor is to submit a written report of the conditions found during this inspection and make recommendations, if any to the

COR. Steel work will be addressed with the supplemental CLIN.

D. Handling, storage and disposal of hazardous waste, if any, generated as a result of surface preparation shall be the responsibility of the contractor, as being the generator. Disposal of any hazardous waste shall be at the contractor’s expense and in accordance with all local, state and federal regulations.

0001.7 EXTERIOR COATING

Contractor is to provide all labor, equipment and material to accomplish the following surface coating. All coating shall be applied in accordance with the coating

FB-668 & FB-671 DDX 2020 Page 5 manufacturer’s recommendations and under the supervision of the coating manufacturer’s representative.

A. UNDERWATER BODY (Keel to Deep Load Line)

1. Apply one (1) full coat of Intershield 300V or equal.

2. Apply one (1) stripe coat of Intershield 300V or equal to all welds and hard corners. Alternate colors between coats to assure proper coverage.

3. Apply a second full coat of Intershield 300V or equal after stripe coat has dried.

2. Apply one (1) stripe coat of Intershield 300V or equal to all welds and hard

3. Apply a second full coat of Intershield 300V or equal after stripe coat has dried.

4. Apply one (1) full coat of Interthane 990HS or equal, Black.

5. Draft markings are to be hand painted where bead-welded with two (2) coats of Interthane 990HS or equal, White.

6. Paint in the vessel’s hull number “FB-668” and “FB-671”where bead-welded port side, stbd side, fore and aft using two (2) coats of Interthane 990HS or equal, White.

C. MAIN DECK

2. Apply one (1) stripe coat of Intersheld 300V or equal to all welds and hard

0002 SUPPLEMENTAL

A. The contractor is to estimate the cost of two hundred hours (200) of supplemental repair work to be performed on this vessel in terms of a yard-wide man-hour (MH) labor rate.

B. An additional estimate of $15,000.00 may be utilized for material acquisition costs exclusive of other materials already specified in these repair specifications.
