About this file
This document contains questions and answers regarding federal contract number 6982AF23B000012 for replacement of the North Fork Feather River Bridge. The contract is managed by the Department of Transportation Federal Highway Administration. Key details include that the existing bridge piers contained steel rod foundation anchors ranging from 1/4 to 3/8 inches in diameter that are to be removed as part of the work. Nearby roads and campgrounds are currently closed due to debris flows but are expected to reopen next year and will be available for public use rather than reserved exclusively for the contractor. No water or shower facilities will be provided at the campground. An extension of the bid opening was granted until the end of the week to allow clearance of an obstructing log from the roadway providing access to the west bridge abutment.

Caribou Road is presently closed to public traffic. Will it remain closed for the duration of this project?
Will the North Fork Campground be exclusively available for the Contractor’s use? Will there be water available? Will there be showers available?
What crane company removed the existing bridge?
Are plans available of the existing bridge?
It will not. Caribou Road is currently closed in response to debris flows upstream of the bridge that have diverted water over the roadway. The Forest and PG&E are working together to re-establish the road. It is expected that Caribou Road will be open to the public next year, as will the nearby campgrounds.
The North Fork Campground is expected to be open to the public next year and will not be reserved for exclusive use by the contractor. The Contractor may be able to stay in the campground as any other member of the public, but should plan appropriately. The Plumas National Forest will not be accommodating lodging or camping for the contractor. No water will be available from the campground.
Bragg Crane Service from Sparks, NV.
As-builts of the bridge are currently not available.

Section 203.08 of the SCRs and Drawing No. RG3259- C describe existing pier foundation anchors to be removed. These items are currently obstructed from view due to water levels and could not be observed.
The drawings seem to indicate there may also be structures in addition to the anchors themselves. Please provide additional information about these existing anchors and structures, to include materials used and elevations.
The attached photo shows the existing foundation anchors which are to be removed.
Foundation anchors are constructed from steel rod that is ½ inch to ¾ inches in diameter. All other structures related to the pier foundation were burned.

We made a site visit to the subject project on Thursday last week, and when attempting to access the West abutment, we came upon an impassable log across the road. We feel it is prudent to fully see, and time the duration to the west abutment (or at least to the existing road failure), in order to bid the project accurately, and were hoping we could get the bid pushed until we are able to do so.
Forest Service just stated they will likely have obstruction cleared by the end of the week. A two week bid opening extension should be adequate.
Please see Amendment A002 which addresses this issue.
