About this file

This document contains questions and answers from an advertisement for a federal highway project in New Mexico. The project includes replacing two structurally deficient truss bridges from 1929 with new wider bridges to accommodate two lanes of traffic as well as pedestrians, bicyclists, and equestrians. Questions addressed logistics for submitting proposals by September 15th, specifications for installing rock bolts, requirements for an environmental survey by a wildlife biologist before work begins, and payment for biological services. The Federal Highway Administration solicitation allows for completing the bridges on alternative schedules if feasible and for working on both bridges simultaneously to facilitate equipment and materials delivery given existing weight restrictions.

Questions and Answers during Advertisement for NM FLAP 152(1), NM 152 Bridges

September 14, 2020

Questions Answers 6 The due date is 9/15/20 and shall be submitted the Lakewood

Office in CO. Will hand delivered proposal be accepted considering the pandemic or shall all proposal be mailed?

Hand delivered or express mail delivered with originals is acceptable.

7 Can you please verify where the Rock Bolts are to be installed?

Sheet B4 references, “As directed by CO as per FHWA geotechnical engineer at bridge #1520 abutment footing”.

However, there is no reference to location for bridge #1521 (Option A).

The rock bolts are an as-needed item. Typically we add that item for any rock work we do. In this case we added it because the rock at the foundation may or may not need to be bolted after excavation. We anticipated the bridge #1521 to be the one that would need it the most but the option may be needed for both bridge foundations.

8 Section 107.10-(f) Environmentally Sensitive Species under the Special Contract Requirements requires the employment of a wildlife biologist. They are to conduct a precon survey prior to the end of September. Will the project be awarded and a NTP provided prior to the end of September to allow this to happen? If not, when shall the survey be complete? When is the anticipated NTP date?

NTP is anticipated late October/early November.

9 How will the services of the biologist be paid for? Under Item 62301-0000 General Labor, Item 62302-1000 Special Labor, Hired Tech Services or will another Item be set up for payment?

Services of the biologist be paid for 62302-1000 Special Labor.

10 Can alternative completion dates be proposed due to sequencing?

Currently Schedule A shall be complete by June 2, 2021 and Option X shall be complete by July 14, 2021. Due to the current weight restrictions and clearance restrictions, equipment and materials, mainly girders, may not be able to traverse the existing structures. Due to the girder fabricators location and accessibility being extremely limited from the Black Range side, Option X bridge (1520) will most likely need to be complete and operable in order for the girders and associated equipment to place the girders for Schedule A bridge (1521). Currently, however, Schedule A is required to be complete prior to Option X. Will the FHWA

The contract completion date subject to approval by CO. Current weight restriction shall apply any waiver shall be requested to NMDOT. Yes, Option X can be complete before Schedule A.

consider a final completion date for both options by July 14, 2021 to better accommodate material and equipment delivery

11 In addition to the above question, can both structures be worked on simultaneously, if feasibility allows?

Yes
