The bridge provides primary FWS and emergency access to Wilderness Area on north side of Niobrara River. Bridge also serves an important function in the movement of livestock. The narrow one-lane bridge carries two-way traffic.

Summary of Findings

The summary condition of the bridge is 'FAIR'.

There are no load posting signs at the approaches. There are no object markers at the corners of the bridge. There is considerable scaling and spalling of the concrete pier walls and the reinforcing bars are exposed in several areas.

The bottoms of the wingwall footings are exposed at the west abutment. A small sinkhole in the west approach roadway has been filled with stones in the past and may indicate ongoing settlement of the roadway fill. The concrete under the girder bearing areas has numerous small cracks and minor deterioration due to water leaking down from the expansion joints in the deck. There are numerous transverse cracks in the concrete deck surface that allow water to penetrate and promote corrosion of the reinforcing bars. There is a small amount of sand on the deck at the ends of the bridge and at the curbs that also traps moisture and prevents proper drainage.

$33,931 $0Totals

Items 2 through 5 above are intended to preserve the current overall condition of the bridge and extend its useful life to the maximum extent possible. Lack of corrective action now will likely result in the general deterioration of the bridge which will accelerate the need for replacement.

Work Recommendation Remarks

1/Recommended work are items noted by the inspection team on the date of inspection. Urgent items are those which pose a current threat to the strength or stability of the bridge, or involve a significant safety concern. Items are listed in their order of importance. Item 1 considered most important. Adjustments for location include geographical region and remoteness of the bridge adjustment. For multi-use structures such as water control structures or dam spillways, repair or reconstruction estimates, if applicable, are for the bridge component only.

4/Priority assessment value is a representation of the relative priority of a recommendation, with a value of 1 representing the highest priority and 7 representing the lowest priority.

3/Items d. and e., when needed, are used for replacements, and work items over $100,000 in construction value, and use a sliding scale based on the construction estimate. If the item is accomplished by MMS, the mark-up should be adjusted accordingly.

2/Item c., when needed, is used for items up to $100,000 in construction value, except replacements, and includes a mark-up of approximately 18% assuming MMS program accomplishment. If the item is accomplished by other than MMS, the mark-up should be adjusted accordingly.

Load posting sign recommendations are based on operating ratings. See note regarding posting recommendations below.

RATING VERIFIED BY: Jason Triplett, 7/26/16

Posting signs are not in place. Object markers are not in place.

Sign Status

The load rating from 1993 is still considered valid. No significant changes in the condition of the bridge which would affect the rating were observed during the 2016 inspection. The load capacity and weight limit posting recommendations remain as shown above.

Refuge staff have commented in the past that white reflective signs frighten buffalo and horses. They will remove the signs when the buffalo are driven across the bridge.

Sign Recommendation Remarks

Important Note Regarding Posting Recommendations levels to which a structure may safely be subjected for limited passages of the loads. Should the need arise to subject the bridge to sustained loading at or near this level, the Project Leader should contact the Regional Engineer for guidance regarding an appropriate safe load capacity.

Description of Bridge

The bridge was constructed in 1936 and consists of three continuous spans of steel girders with a non-composite concrete deck. The spans are supported on concrete abutments and piers.

Comparison to Previous Inspection

Next Inspection

Additional Comments

There are no significant changes in the condition of the bridge since the previous inspection. Refuge manager Steve Hicks informed us that when the buffalo are rounded up in the fall, the posting signs are taken down since the signs tend to spook the buffalo. Spalling on the faces of the piers has increased slightly in depth and area. Vegetation continues to grown at the corners, restricting visibility of the bridge and the weight limit signs. Pier footings are exposed and should be protected from further scour by placing riprap around both piers.

The next inspection for this bridge is recommended as a routine inspection with a full report in two years.

FRACTURE CRITICAL INSPECTION FINDINGS: No indications of defects were found in the fracture critical members. When the buffalo are rounded up in the fall, the posting signs are taken down since the signs tend to spook the buffalo.

CONDITION RATINGS

9 -

N/A.

Excellent Condition.

8 - Very Good Condition - no problems noted.

7 - Good Condition - some minor problems.

6 - Satisfactory Condition - structural elements show some minor deterioration.

5 - Condition - all primary structural elements but may have minorFair section loss, cracking, spalling, or scour.

4 - Poor Condition - advanced section loss, deterioration, spalling, or scour.

3 - Serious Condition - loss of section, deterioration, spalling, or scour have seriously affected primary structural components. Local failures are possible.

Fatigue cracks in steel or shear cracks in concrete may be present.

2 - Critical Condition - advanced deterioration of primary structural elements.

Fatigue cracks in steel or shear cracks in concrete may be present or scour may have removed substructure support. Unless closely monitored it may be necessary to close the structure until corrective action can be taken.

1 - Imminent Failure Condition - major deterioration or section loss present in critical structural components or obvious vertical or horizontal movement affecting structure stability. Structure is closed to traffic but corrective action may return structure to light service.

0 - Failed Condition - out of service; beyond corrective action.

Note - Items left blank are not applicable for this bridge.
