QUESTIONS & ANSWERS

SOLICITATION # 697DCK-20-R-00284

FIRE ALARM SYSTEM TESTING AND INSPECTION SERVICES

CHICAGO ARTCC - AURORA, ILLINOIS

1. Question: The device quantity list shows that there are 10 sprinkler systems and 1 wet system. Are their 10 in total and the other 9 are dry systems?

FAA Response: There are 11 sprinkler systems, 1 wet system and the other 10 are dry preaction systems with Viking deluge valves.

2. Question: Do you know when the 5 year internal investigations were conducted for the sprinkler systems? This would be an additional cost driver every 5 years, just wanted to know what year to add the pricing to if needed.

FAA Response: This information is unknown.

3. Question: Do you know who the incumbent contractor is and what the annual contract value was?

FAA Response: The incumbent contractor is First Security Systems, Inc. and the annual contract value was $31,600.00.

4. Question: Will all work performed be performed during normal business hours

(Audio Visuals, Fan Shutdowns, Elevator Recalls)? No need to plan for off hour working requirements?

FAA Response: The worked will mostly be performed during normal working hours. We are air traffic and conduct risk management. However if the work has a chance of interrupting services at the facility, work may move to nights.

5. Question: Is panel coverage required during sprinkler testing? NFPA 25 does not require panel coverage during testing but this may be required by the customer for the annual and semiannual inspections.

FAA Response: The facility has a valve at the top that isolates the panel from the rest of the facility. The facility will bypass horns and strobes. The vendor will not need to provide someone to cover or watch the panel during the work. The vendor will need to clear alerts and alarms after work and before leaving facility.

6. Question: The SOP shows verbiage for a fire pump onsite however it is not listed in the equipment list. Can they confirm there is a fire pump onsite and if so how many and what size?

FAA Response: Yes, there is a Large fire pump on site.

7. Question: I see pre-action listed in the sprinkler equipment list however there is not a count of how many pre-action systems are to be tested. Please confirm how many pre-actions are to be tested.

FAA Response: 10

8. Question: Are there any dry systems to be tested? I do not see any listed in the equipment list. How many if applicable.

FAA Response: There are ten (10) preaction systems, which are considered dry since there are pumps and air pressure in line.

Amendment 0001

9. Question: Will we be required to submit the inspection reports to IROL? IROL manages all fire alarm reports for the City of Aurora and requires that we submit our life safety reports to IROL on an annual basis.

FAA Response: Yes, if the city requires it.

10. Question: Per NFPA 72 it is required that duct detectors are tested to ensure that the devices are reporting the fire alarm panel properly. NFPA 72 also requires differential duct detector testing however I did not see this mentioned in the SOW. I just wanted to know if we will be required to perform differential duct detector testing?

FAA Response: Yes. The SOW has been updated to include the testing.

11. Question: How many sprinkler systems do you have and what are each type of sprinkler system? (wet, dry, antifreeze, or suppression). Along with the number of floors and zones per system.

FAA Response: Please see the response to question #1. There are 3 floors zones very per system. From 1 to 3 zones per cabinet.

12. Question: The number of elevators in the building?

FAA Response: There is one elevator in the building.

13. Question: The number of fire pumps and their gpm’s?

FAA Response: There is one (1) fire pump that feeds the whole building with water for sprinkler systems. The gpm is unknown.

14. Question: The date when this bid is due?

FAA Response: The due date for offers can be found in block #8 of the solicitation document (SIR 697DCK-20-R-00284).

15. Question: The date of when the inspection should be performed?

FAA Response: A date will be decided upon contract award.

16. Question: Regarding the past performance survey form, who should fill this out, an existing customer?

FAA Response: A third party (existing/past customer) should complete the survey on the offeror’s behalf.
