Knoxville Questions Part II
1. Please confirm the delivery of the towers to be to College Park, GA. 30337 as stated in the
Solicitation, Offer and Award document page 3 of 76.
Delivery of the towers will be to the McGhee Tyson Airport, in Alcoa, TN.
2. Page 3 of 76 of the Solicitation, Offer and Award states FOB: Destination. We would prefer FOB:
Origin. Does the FAA approve?
No.
3. From the drawings there no mention or statement regarding how the cables are to exit each enclosure on the platform level to the antennas. It states a process to cut openings for the 4 inch pvc pipe and grounding but no exits for the actual antenna cabling. Can you please verify with the FAA is they want us to cut or punch holes in the upper section of the Junction boxes located on the platform level?
The contractor is responsible for installing strain relief connectors as shown on sheet E001, Detail 6. The cable that will be installed by the FAA will pass through the strain relief connectors.
4. Also, if FAA is to transition from Heliax to LMR will there be a need to add a bulkhead plate for N-type feed-throughs for the cables?
The FAA will handle the installation of the bulkhead plate.
5. Spec section 13 10 00 references the towers as Government Furnished, but section 01 10 00, 1.4 (Project Description) states “Towers will be supplied by the contractor.” (There are also a number of additional references to contractor-supplied throughout the documentation.) Please clarify whether Government or Contractor is to supply the towers.
The contractor will supply the towers.
6. If Contractor is to supply towers, the following questions apply:
a. Please clarify the foundation design requirement for bidding. Should all proposers use the design shown on Sheet S001 for bidding purposes (as opposed to a design provided by the tower manufacturer)?
The tower foundation design will be provided by the contractor.
b. Spec section 01 35 13, 1.1.F.5. (Testing Procedures) states that no soil borings were taken by FAA. Is FAA’s desire to have proposers include pricing for a Geotech report or base foundation designs strictly on standard soils?
The tower foundation will be designed based on standard soils at 2000psf as per section 2.1.2.6 of the tower specs.
c. Please provide antenna information (tower loading) for use in tower design.
The tower loading is in section 2.1.4 of the tower specs.
7. If contractor is to install connectors on coax, please provide connector type for top and bottom of runs.
The FAA will install the connectors.
8. Drawing E001, Note 4 indicates that cable is to be installed “by others”. Please confirm whether contractor is to install coax (GFM).
Note 4 refers to the cable that runs from the top box to the antennas, which will be installed by the FAA. The contractor will be responsible for installing the ½” heliax cable going up the towers.
9. Drawing E001, Note 11 references obstruction light “CROUSE HINDS 12004-860-1R01-002 OR EQUAL” whereas Specification section 26 10 00, 2.1.10.G. states “Dialight Vigilant Series LED Based RTO L-810 Rec LED Obstuction Lights”. Please clarify which lighting system is desired.
Please use Crouse Hinds or equal.
10. Please clarify/confirm size and quantity of PVC for cable runs between each tower and equipment room. (8ea and 9ea ½” cables in 4” conduits are a space problem) The size and quantity are correct. According to the manufacturer, up to 10ea ½” heliax cables can be installed in a 4” conduit. We have installed this many cables in 4” conduits without a problem.
11. Are Submittals required in hard copy, or are electronic version acceptable (those requiring samples excepted)?
Submittals can be submitted electronically.
12. Please provide details re: existing guyed towers to be removed. (Height? Foundation details?
Are foundations to be removed? Are towers to be disposed of or retained by FAA for future use?)
The existing tower height is 90’ as shown on sheet C001. The foundations will remain on site.
The contractor will be responsible for disposing the tower.
13. There is some conflict as to tower design between Sections 2.1.3 & 2.1.4 as to whether the towers are to be designed using TIA-222-G or TIA-222-H.
Use TIA-222-H.
14. Please state which is to be used as well as Wind load speed and Risk Category I, II or III.
Wind load will be 100 mph and Risk Category III.
15. Does the FAA approve shipping of the towers in unassembled fashion?
The towers can be shipped unassembled.
16. Will the FAA approve tower height of 90 feet as measured to the top of the tower instead of top of platform railing?
The FAA will approve a tower that measures 90’ to the top of the platform, but 90’ to the top of railing is preferred.
17. Referencing Drawing TYS-1704443-S001, in the Foundation Notes it states ‘The Foundation design is for estimating only. The contractor will provide the tower. The Foundation size will be determined by the tower manufacturer’. Does that mean the contractor will need to provide a new Foundation Design and, if so, will a Geo-Tech Report by provided?
The contractor will need to provide a new foundation design. There will not be a Geo-Tech report provided. The foundation will need to be designed for 2000 psf as per the tower specs.
18. Referencing the same Drawing S001, the tower height states 50-feet, S001-1, lower left corner.
I assume this is a misprint since 90-feet is listed numerous locations.
50 ft is a misprint. 90 ft is the correct height.
19. Referencing Drawing C002, it references the requirement to construct two foundations (5’x5’x6”) for fiberglass box enclosures that are to mount to the building. Since there are three boxes should that be 3 foundations, one for each box?
There should be 3 foundations.
