6973GH-20-R-00123 Q&A

SIR RFP Q&A: 6973GH-20-R-00123
UPLOAD DATE: 06/29/2020
PLEASE NOTE THAT QUESTIONS PREVIOUSLY ADDRESSED IN Q&A DOCUMENT POSTED TO PRESOLICITATION NOTICE 3112020 WILL NOT BE INCLUDED IN THIS DOCUMENT.
QUESTION NO.QUESTIONRESPONSE
1In reference to sections 3.2.2.3-20 (p. 39) and L.3 (p. 44), will the Federal Aviation Administration (FAA) please permit an electronic submission instead of submission via compact disk?Electronic submissions are allowed via email to Jennifer.Lucas@faa.gov. All proposals must be received in entirety on the FAA server by the proposal deadline to be consider a timely submission.
2CLIN00008 and CLIN00009: Offeror must estimate number of hours per labor category without yet determining the Workshop and Organizational Development needs. What flexibility will be given to adjust number of hours per labor category if it is deemed necessary based on future assessment of needs?Offerors do not estimate the number of hours per labor category. The hourly rates for each possible labor category are to be negotiated in advance because the number of hours and labor mix to be used for any tasks in CLINS 00008 and 00009 cannot be determined ahead of time. These two CLINS are LH line items, not firm fixed price. Refer to page 16 of the solicitation as well as question 21 of the Q&A document previously posted for additional explanation for how these particular CLINS function.
3FAA is asking for a breakdown of cost to include Direct Labor, Labor Overhead, profit, etc. even though the resulting contract will be FFP and is not a cost contract. If an offeror chose to use rates from a GSA schedule contract, where rates have been approved, would FAA waive the cost detail requirement? The contract is a hybrid of FFP and LH CLINS, and is a stand-alone contract. Additionally, GSA-approved rates are not automatically considered to be fair and reasonable for all agencies including the FAA. However, it is not necessary to submit detailed cost data with your initial proposal. During the course of evaluation, the FAA reserves the right to request additional data to assist in determining if the proposed rates are fair and reasonable.
4FAA asks for a sampling of resumes for various labor categories. Please confirm the resumes are non-key and representative only. The solicitation states "At a minimum, offerors must submit resume of the Program Manager along with a sampling of the resumes for the Executive Consultant, Senior II/Master Consultant, Senior Consultant, and Consultant I." Resumes for all personnel should represent who the offeror intends to perform the work, and will evaluated to ensure that they meet the requirements as set forth in the solicitation and the Labor Requirements document.
5Can you provide the composition of hours among the labor categories?Aside from the estimates already provided for each CLIN regarding the estimated number of participants (coaching CLINS) and estimated hours (CLINS 00008 and 00009), there is no additional information to be provided.
6Can the government please clarify if we can make additions and/or modifications to the required labor categories noted? All proposals will be evaluated against the criteria as already stated in the solicitation.
7Any developments on the training, mentoring, meetings, and organizational development services being delivered onsite or on line? The assessment and coaching CLINS (00001 - 00007) may be delivered virtually. CLINS 00008 and 00009 will be solicited individually as described in the solicitation, and will be determined to be virtual or in-person delivery on a case-by-case basis.
8Beyond coaching and mentoring, are there other means or organizational interventions underway/planned to further the top strategic priorities of the organization? That is not relevant to the current effort. Any other efforts would be procured through a separate contract award.
9The title of the solicitation includes “coaching and mentoring services”, however, none of the tasks refer to mentoring. Can the government please delete the reference to mentoring in the title, or clarify what mentoring services are being requested, as there is a distinct difference between coaching and mentoring activities? The FAA understands that there is a difference between "coaching" and "mentoring." In the context of this requirement, the "coaching" refers primarily to the individual coaching sessions for CLINS 00002 and 00007. CLINS 00008 and 00009 may include mentoring-related tasks. Those tasks will be described as they arise.
10Is the coaching expected to be delivered in person? If in person, is coaching expected to be delivered in multiple locations around the country? If not, should we include the cost of travel into our cost proposal? The coaching sessions may be delivered virtually. Travel will be covered separately as it arises in tasks for CLINS 00008 and 00009.
11Is the $10,000. threshold for travel expenses set per year? Or for the total five year contract? The travel cost of $10,000 is used for evaluation purposes; that line item does cover the entire five years. However, any of tasks requiring travel will be reimbursable under JTR.
12Travel costs are capped at $10,000. This is for 60 months or for each year? Is it expected that the majority of the work can be done virtually? The SOW indicates the Contractor must provide “onsite facilitation and/or training delivery for ACQ meetings and workshops.” How many meetings and workshops are anticipated? Organizational development sessions will “normally be in-person.” $10,000 in travel costs seems insufficient for one year much less 60 months given “The Place of Performance will vary based on Task/Subtask’ and there are “30 different locations across the country.”The travel cost of $10,000 is used for evaluation purposes; that line item does cover the entire five years. However, any of tasks requiring travel will be reimbursable under JTR. The number of workshops and meetings, as well as the locations, are unknown at this time.
13The SOW indicates that travel may be required. How many trips does FAA anticipate under this contract and to where? The number of trips as well as the locations cannot ber determined at this time. Travel will be addressed as the need arises with CLINS 00008 and 00009.
14Can the government please consider reimbursement for local mileage and parking, along with reimbursement for approved travel? We appreciate your consideration. All travel reimbursement will be IAW JTR.
15Does the Price Proposal have a page limitation? The technical volume is the only volume with a page limitation.
16In order to price the coaching units, is one session considered to be one hour of coaching? The FAA does not define the length of a coaching session. It is up to each offeror to determine how to establish their firm fixed prices for CLINS 00001-00007.
17On pricing Para M.4 (a). We understand pricing estimates for the award are to be based on the number of attendees per session and number of sessions stated in the RFP. Further, are we to understand invoicing will be for the actual number of students and number of sessions conducted? The prices for CLINS 00001-00007 are to be FFP. As such, no pricing adjustments will be made to those items regardless of the number of participants (e.g., four instead of five).
18Please confirm the following understanding of Schedule B pricing quantities. For example: a. CLIN00001: 1 unit = 5 participants; 27 units = 135 360 assessments; CLIN00002: 1 unit = 5 participants; 8 units = 40 participants; 40 participants x 15 sessions each = 600 hoursThat is correct except for the final calculation. The FAA does not specify "hours" on those CLINS, but rather "sessions." It is up to each offeror to determine the lengths of the sessions.
19Tier One Leadership Coaching for the Executive Level Three (3) Coaching Sessions Per Participant (15 total sessions) for up to 5 Participants (CLIN 00003)– will the 3 sessions per participant be delivered over the five-year period or will the participants receive 3 sessions per year? The individual coaching sessions, whether it is for Executive or Manager, are to be scheduled with each individual as they wish.
20To account for cost of materials, how many participants will be in attendance for each workshop? That is unknown at this time, as CLIN 00008 will be solicited individually. Details such as the number of participants will be included the task order solicitation.
21How should past performance be presented?See Section M.3 of the solicitation.
22If past performance is submitted as an appendix within the Technical does it count against the page limitation?Yes. See Section M.3 for instructions for the Past Performance factor. Past Performance is separate factor and is evaluated separately. It is not part of the technical evaluation.
23If the offeror has a contract purchase agreement for one organization under which a variety of purchase orders total more the $500,000, will this fulfill the past performance requirement. With regard to past performance, all information that is submitted that is determined to be recent and relevent will be evaluated.
24Is it acceptable for an offeror to indicate past governmental experience (questionnaire) exceeding $500,000 in an area less specific to organizational development and coaching if the offeror can also indicate a significant variety of organizational development and coaching experience for contracts of a lesser dollar amount? All past performance is evaluated for recency and relevancy first. The qualitative assessment will be made only for the information determined to be recent and relevant.
25We are considering bringing on a subcontracting partner as part of this work. They would fill a specific need for our overall proposal. We would like to use two past performance examples from our company for our proposal and one past performance example from our subcontractor for the proposal. Combined between our two companies we would provide the 3 contracts required for this proposal as referenced below. The question is could we use a past performance reference from a partnering company (our subcontractor on this proposal) as part of our proposal to meet our 3 contract past performance requirement? If all the parties are submitting past performance relative to the work that they will be performing for this effort, then that is acceptable.
26Will a past performance citation be acceptable if we cite equivalent professional experience?Past Performance is evaluated exactly as stated in Section M.3.
27If the services may be provided virtually, should we plan to use our portal (Adobe Connect) or use your portal?Virtual delivery will depend on what each organization has available. Use of Adobe Connect or other platforms cannot be determined at this time.
28In light of COVID-19, can the government please clarify if our proposal should be based on providing virtual sessions rather than in-person, at least for the near future? The assessment and coaching CLINS (00001 - 00007) may be delivered virtually. CLINS 00008 and 00009 will be solicited individually as described in the solicitation, and will be determined to be virtual or in-person delivery on a case-by-case basis.
29Can the government please clarify how they are defining each “tier level”?The "tier" levels refer to the number of individual coaching sessions being ordered. For example, one organization may want to order three additional coaching session for five of their managers while another may want to order 15 additional sessions for five of their managers.
30Can the government please clarify if the executive tier level will be the only level of managers receiving an assessment and feedback session, before the coaching begins? No. The 360 assessments would be available for all managers, not just the executives.
31Can the government please clarify the number of leaders/managers or employees who will be eligible for coaching in each of the three tier levels? The number of managers eligible for coaching are clarified by the estimates for each tier.
32Are certifications required for the coaches? If so which level and source of the certifications are expected from the contractor? The requirements are specified in the solicitation. There are no certifications specified.
33Are there any specific time constraints associated with participant availability, such as the number of contact days, hours associated with the total program, etc.?At this time there are no known specific time constraints such as what you referenced.
34Are there any specific timeframes being requested for the coaching sessions? There are 290 sessions listed in the solicitation, but there is no coaching session length associated with them. Would you like the coaching sessions to be one hour each, two hours each, etc.?The FAA does not define the length of a coaching session. It is up to each offeror to determine how to determine their firm fixed prices for CLINS 00001-00007.
35Are there stakeholders outside of ACQ whose perspective would be important to gather in defining “what good looks like”?The FAA stated that the requirements for the solicitation. Any offer that meets the requirements will be determined technically acceptable. There is no other guidance that can be offered in terms of what is "good."
36CLIN00008: How was 1360 hours derived for “workshop design and facilitation?” What is the anticipated breakdown of these hours? The breakdown of those hours is unknown. It is a usage estimate gathered from each organization in ACQ. Task order solicitations will be used during contract performance as is determined by each organization.
37CLIN00009: There is no subcategory for the cost of actual materials, which would need to be estimated as they are unknown as of yet.If and when materials are desired, it can be addressed. At this time, it is not comtemplated that any physical items will be provided on the LH CLINS. However, that can change during contract and can be addressed at that time.
38For approximately how many meetings/workshops per year does ACQ require support? The number of meetings/workshops has not been determined. This is the reason that CLINS 00008 and 00009 are LH and will be handled differently than the coaching CLINS.
39How many on-site meetings are anticipated to plan and prepare for workshops? The number of onsite meetings has not been determined.
40How many participants will attend each workshop? The number of participants in the meetings/workshops has not been determined. This is the reason that CLINS 00008 and 00009 are LH and will be handled differently than the coaching CLINS.
41How many workshops are anticipated to be designed, developed and delivered for the 1360 hrs.?The number of workshops to be designed has not been determined. This is the reason that CLINS 00008 and 00009 are LH and will be handled differently than the coaching CLINS.
42How will you measure the success of this initiative? There is no specific criteria that FAA has set forth to assess the value or success of this initiative. Each requiring organization will assess their own benefits as it relates to their own goals.
43
44Is FAA open to a leadership journey type process, where the participants attend workshops spread out over the year? The requirements for this effort are specified in the solicitation. Anything outside of the requirement would be acquired through a separate effort.
45Is there any requirement regarding how many coaches are employed to work on this project? No. Offerors are expected to have enough qualified personnel to meet the requirements.
46P.38 3.2.2.3-5 Descriptive Literature: Aside from sample 360 report, what other descriptive literature is expected for proposal evaluations. Coaching and organizational development scoped are not yet defined to know which materials should be included as descriptive literature. This clause is being deleted. Amendment 0002 to the solicitation will be uploaded to reflect that.
47Please confirm clientele. Presolicitation Q&A states estimates will be given, but it’s still not clear. Will the Contractor be working with personnel across all 30 locations? Over 500 personnel have the potential to received either coaching or organizational development services? Could you provide locations where the workshops be conducted (cities/states) and how many workshops at each location? The estimates are listed in Schedule B for each CLIN. As has been mentioned in the previous Q&A document, the clientele will be ACQ managers. The locations of any workshops to be conducted have not been determined.
48Reference page 38, para 3.2.2.3-5 Descriptive Literature. Does this para apply to this solicitation? Are we required to submit literature on our services IAW the details cited in this paragraph? The paragraph appears to apply to products offered to the FAA.This clause is being deleted. Amendment 0002 to the solicitation will be uploaded to reflect that.
49Reference page 51, Factor 3, Organizational experience and the $500,000 threshold in the paragraph. Does the $500,000 refer to each contract or to the total dollar value of all three contracts? This info appears in subparagraphs “a.” and “b.” on page 51 at the top of the page.It refers to three contracts each valued at $500,000 or more.
50References page 42 and 43 Titled: AC1045 Preparation of Technical Proposals (JAN 1997). Are we to comply with this paragraph? Reads as though the statements are only relevant to evaluation of training programs for the aviation training and certification component of the FAA mission. This clause was deleted in Amendment 0001 to the solicitation, which ahs been uploaded to beta.SAM.gov.
51Regarding the Workshop Design and Facilitation, do you have any overarching parameters you would like met, for example, a certain number of hours/days, specific topics to be covered, number of times for participants to meet within the year, etc.?The parameters for any work associated with CLIN 00008 will be determined with the issue of each task order solicitation, as the work arises. At this time there is no additional information that can be provided aside from the total estimated hours for all of ACQ.
52Schedule B states 1360 hours for the workshop, which seems excessive for a workshop of this nature. What is the expected length in days for each workshop? The 1360 hours represents the total usage estimate gathered from all ACQ organizations. The details for each workshop activity will be determined through the issuance of a task order solicitation, for which the contractor will submit a proposal and will subsequently be negotiated.
53SOW Section 2.5: Is this task a wrap-up or associated with Task 4?SOW Section 2.5 is a separate task from Task 4. Task 4 aligns with CLIN 00008, and Task 5 aligns with 00009.
54What are example objectives of the meetings requiring support? For example, the SOW states, “Building and maintaining cohesive organizational focus and guiding principles, ensuring managers have the skills to effectively perform their managerial and leadership responsibilities, fostering cross-organizational collaboration and employee engagement, and sustaining a high performing organizational culture are critical to ACQ’s success. To that end, organizational mentoring and coaching services are required.” Are the referenced meetings meant to directly build/enhance these aforementioned skills/ambitions? Additionally, might we infer that the OD focused work is aimed to directly build/ bolster/improve organizational outcomes such as; organizational collaboration, employee engagement, sustaining high performing organizational culture, etc.?There are no examples that can be provided for this requirement. It can vary based on the organization ordering the support. Since the nature of the support cannot be defined, these tasks will be negotiated separately with task solicitations as they arise. No other information can be provided aside from this as well as what has been mentioned in other questions.
55What is the possibility that we can provide the FAA with some optional services we think might support your organizational development efforts? The requirements for this effort are specified in the solicitation. Anything outside of the requirement would be acquired through a separate effort.
56What leadership development opportunities does ACQ currently offer its team members? There are no other development opportunities associated with this particular requirement.
57What tools are currently available to ACQ leaders to support personal and organizational growth? What is the feedback on currently available personal and organizational growth related tools?Any other leadership tools available to ACQ managers are not relevant to this requirement. The discussion is limited to this specific requirement.
58When do you expect work on this contract to begin? The IDIQ contract will be available for ordering from the day of award through the 60-month period of performance.
59Who are the other key stakeholders within ACQ with whom we will interact.Interaction will be based on the organization that places any orders. No other information is available.
60Who is the primary client / decision maker with whom we will determine the appropriate coaching / OD solutions? The customer goals and decision makers will vary based on the organization that places the order. The Contracting Officer and the COR will be the contractor's primary point of contract.
61Will coaching for all leaders start immediately or will the launch of such services be staggered? Can you provide more details about the timing of services?Since this will be an IDIQ, the activities will be determined as orders are placed. There is a minimum order requirement that will be met, but the amounts and nature of any orders are not known at this time.
62Will the FAA please clarify the specific resumes (per Factor 2, Sub-Factor 2.1 on p. 46) that are subject to "3.8.2-22 SUBSTITUTION OR ADDITION OF PERSONNEL” (p. 9)?All resumes are subject to that clause.
63Will there be any feedback loop for coaches to learn during the course of the five year term? There is no feedback method at this time aside from what is currently available to the FAA (e.g. CPARS).
64With the removal of AC1045, please confirm that 2 copies of the proposals are no longer needed. Is the requirement still that disks with each volume be mailed as opposed to submitted via email? Two copies of the proposals are no longer needed. Electronic submissions are allowed via email to Jennifer.Lucas@faa.gov. All proposals must be received in entirety on the FAA server by the proposal deadline to be consider a timely submission.
65Will FAA please allow more flexibility in the acceptable fields of study for the degree requirements by including a phrase such as …a degree in a relevant field such as organizational development…”There will be no changes to the requirements at this time.
66The RFP states “At a minimum, offerors must submit resume of the Program Manager along with a sampling of other resumes for the Executive Consultant, Senior II/Master Consultant, Senior Consultant, and Consultant I." Does one resume per category suffice for a sampling? The Government does not specify the number of resumes submitted for evaluation purposes. During contract performance, all personnel must meet the requirements as set forth in the solicitation and the Labor Requirements document.
67Does ACQ have an anticipated breakdown of anticipated services among Tasks 2-5? In other words, does ACQ anticipate that the primary use of this IDIQ will be for leadership coaching, or does ACQ also anticipate a significant need for Organizational Development and Tools, as described in Tasks 4-5?There is no additional information available regarding the use of services aside from the estimates in Schedule B.
68Are participants coached in a unit or is coaching per individual? For CLINS 00002 through 00007, coaching is expected to be on an individual basis.
69Are sessions conducted with groups or with individuals?Coaching sessions as detailed in CLINS 00002-00007 are expected to be on an individual basis.
70Can the government please confirm how many upper-level managers will complete the assessment? Page 2 of the Solicitation indicates 5, Schedule B indicates 135 (27 x 5). We appreciate the clarification.Schedule B contains the estimates for participants. The information on page 2 refers to 1 unit = 5 participants.
71Can the government please clarify how we should include an estimated value associated with the OD activities and tools that may be utilized during coaching and/or facilitated workshops? Those CLINS will be evaluated based on proposed labor rates for each category
72Can the government please clarify what date the questionnaires are due?Past performance questionnaires are to be submitted by the organization providing the feedback by the proposal submission deadline of 07/15/2020 at 1700 CDT.
73Can the government please clarify where Table 1 is located, or is this referring to sections c - f?Table 1 on page 44 refers to the information below it, not a separate table.
74Can the government please clarify if Section B should be included in Volume I and III?The price cannot be included the technical volume (Volume II). Section B has to be completed.
75Can the government please clarify if the offeror should submit a separate proposal for each of the Evaluation Factors in Section M, or if it sufficient to include all in one Volume II, as long as each is intentionally separated? The volumes and contents of those volumes are detailed in Section L.3.
76Can the government please consider, in lieu of asking our clients to complete more questionnaire, the inclusion of a copy of our CPARS and/or a CPARS-like questionnaire that clients completed for our recent GSA Human Capital and Training Solutions submittal (HCaTS)? With everyone so very busy and distracted at this time, it would be very helpful to utilize these records and not burden our clients with additional work. Thank you.The FAA team will evaluate any CPARS information through our own access to CPARS. The requirement for the past performance questionnaires will not be changed.
77Can the government please consider, in light of the upcoming holiday, restating the proposal due date to Monday, July 20th, to allow sufficient time for answers to be posted and integrated into our responses? There is no plan to extend the proposal deadline at this time.
78Are coaching summary reports expected to be detailed regarding content of coaching, or is the expectation more of the process/broad topics covered? Is it believed by FAA that coaching sessions must be confidential in order to invite honesty and result in best outcomes? The summary reports are not expected to include any details with regard to the content of the sessions. The FAA does not want any confidential or private information to be included in the reports.
79Our firm provides training engagements and organizational development support to a broad assortment of clients. Task assignments often last less than a year. When annualized across a five year period, these tasks (e.g., $50K per month) are worth $2-3M over a five-year period. Will the Government consider: (1) “normalizing” shorter high dollar engagements across the five year Period Of Performance to account for contracts of size and scope equivalent to $500K? or (2) removing the $500K minimum value for each past performance citation? As stated in Section M Part 3 of the SIR on page 51, past performance will be assessed based on recency (within the past five years) and relevancy as demonstrated by submitting the information as requested in Section M.3 of the SIR. As of right now, the FAA does not intend to make any changes to the evaluation criteria as stated in the SIR.
80Will FAA please remove the phrase “…any combination of…” from the educational requirement description, as it is unlikely to have a degree awarded in a combination of fields. There will be no changes to the requirements at this time.
81Cell B10 reads, “360 Feedback Survey: Development, Administration and Interpretive Analysis Session.” If we are purchasing a survey tool and not developing one, should the cost of the tool be included in CLIN 00001?The FAA will not advise any offeror on what costs to include in their proposals.
82The solicitation requires significant work to be done by the Program Manager, who is the only key person on the contract. However, there is no billable labor category for the Program Manager. Would the Government add a CLIN for billable Program Manager hours? No billable CLIN will be added for the Program Manager.
83Please reconcile the differences in naming conventions for labor categories. For instance, “Consultant II” only appears in the Labor Requirements document.Consultant II will be added to the Schedule B. I will issue an Amendment 2 updating the Schedule B to reconcile the differences.
84Is a substitution for years of experience between Master’s and Bachelor’s degrees permissible? If so, how many years may be substituted? No substitutions will be allowed.
85Requirement is that the PM have 12 years’ experience providing the delivery services as described in Sections 2.2 through 2.5 of SOW. Would the Government amend the requirements for the Program Manager (PM) to encompass a minimum of 12 years Program and Project Management experience in related federal projects as described in 2.1? This key position should possess applicable PM skills and experience, strong communications skills, and direct PM experience managing the delivery tasks of the SOW Sections 2.2 through 2.5.No changes will be made to the requirements.
86Section states, “After contract award, the Contractor must furnish to the CO one summary résumé for each position on the respective task….” The term “after contract award” conflicts with the resume requirements of the RFP to submit resumes with the proposal. Please clarify which resumes are required with proposal submission. The resumes are to be submitted with the technical proposals as stated in Section L.3.
87Section states, “The Contractor must provide expertise and support to ACQ’s upper-level managers…” Please define who constitutes an “upper-level manager.” Please give typical titles. The requirement supports executives as well as managerial employees. That is all the information to be provided.
88Section states, “The Contractor must provide training and meeting facilitation services to ACQ….” What kind of training does ACQ anticipate? The requierments for these services are not defined any further than the usage estimates provided in Schedule B. As previously mentioned, the nature of the workshop and meeting facilitation services have not been further determined.
89Section states, “… and manage logistical arrangements in order to achieve the desired results from the meeting or workshop.” Please describe the “logistical arrangements” that are expected to be provided? The requierments for these services are not defined any further than the usage estimates provided in Schedule B. As previously mentioned, the nature of the workshop and meeting facilitation services have not been further determined.
90Section states, “The Contractor must collaborate with FAA leadership to plan and define organizational development requirements.” Does the FAA have any initial OD goals that it is currently considering?

ACQ’s reasons for obtaining leadership coaching and mentoring services are summarized in SOW section 1.1. “Building and maintaining cohesive organizational focus and guiding principles, ensuring managers have the skills to effectively perform their managerial and leadership responsibilities, fostering cross-organizational collaboration and employee engagement, and sustaining a high performing organizational culture are critical to ACQ’s success. To that end, organizational mentoring and coaching services are required.” No additional information is available at this time.

91A Quality Control Plan (QCP) is not listed in the SOW under 3.1 List of Deliverables by Task. It the Government’s expectation that a formal QCP will be submitted to the Government as a deliverable? If so, what is the due date? The submission of a QCP is detailed in Section L.3 of the solicitation.
92Section states, “Each volume should be submitted in an individual attachment on a compact disk, no paper proposals or zip files.” Please confirm that the Government actually wants the proposal submission submitted on a compact disk. Two disk copies of the proposals are no longer needed. Electronic submissions are allowed via email to Jennifer.Lucas@faa.gov. All proposals must be received in entirety on the FAA server by the proposal deadline to be consider a timely submission.
93Section states, “Each volume should be submitted in an individual attachment on a compact disk, no paper proposals or zip files.” If the Government does want a compact disk, is the Government stating that each volume (1-3) should be on its own disk, or that a single disk should have three folders, one for each volume?Electronic proposal submission is acceptable.
94Section states, “Identify the following elements for the Program Manager: limits of authority, span of control, teaming arrangement, grouping of functions and external support.” Please describe what is meant by “grouping of functions and external support.”The "grouping of functions" typically refers to a functional structure to adminisitering tasks. "External support" typically refers to support from outside the company.
95The section lists a requirement for a “sampling of other resumes” for four labor categories. What is the maximum number of sample resumes that can be provided for each labor category? The Government does not specify the number of resumes submitted for evaluation purposes. During contract performance, all personnel must meet the requirements as set forth in the solicitation and the Labor Requirements document.
96For past performances cited as a subcontractor, please confirm that the government customer would complete the past performance survey, rather than the prime contractor.Yes, that is correct.
97Please confirm that CPARS are acceptable for past performance citations in lieu of past performance surveys. The FAA team will evaluate any CPARS information through our own access to CPARS. The requirement for the past performance survey questionnaires will not be changed.
98Please confirm that task orders under a single IDIQ contract can be bundled together to form a past performance.Bundling task orders under a single IDIQ contract would account for one contract of the three contracts, as long as they meet the recency and relevancy criteria.
99Would the Government extend the due date one week to Wednesday July 22?No extension of the proposal submission deadline will be provided.
100Are there any companies currently providing these services to FAA ACQ? If so, who are they? The discussion is limited to this particular requirement.
101Clause 3.2.2.3-20 states that the offeror must submit responses to this SIR by the following electronic means COMPACT DISK (CD).” Can FAA confirm that proposal submissions are only expected via email?Electronic submissions are allowed via email to Jennifer.Lucas@faa.gov. All proposals must be received in entirety on the FAA server by the proposal deadline to be consider a timely submission.
102If email is not acceptable and a CD is required, will FAA accept a flash drive in place of a CD?Email submission is acceptable.
103This section states “The proposal must include supporting documentation describing each subcontractor’s technical qualifications.” Is FAA looking for any specific type of supporting documentation for subcontractor qualifications? The FAA is looking for information that supports the subcontractor's technical qualifications, as stated in L.3. Beyond that, it is up to each offeror to determine what to include in the proposal.
104Please clarify the required number of copies to be submitted. One electronic copy of the entire proposal is sufficicent.
105Please confirm that the Program Manager is the only labor category to be considered Key Personnel. That information can be found in the solicitation in AMS clause 3.8.2-17 KEY PERSONNEL AND FACILITIES (JUL 2019).
106How soon after IDIQ award does FAA anticipate issuing the first task order? The FAA will issue an initial task order, but the timeframe between contract award and issuing the order is unknown at this time.
107Ref Section M.2, Factor 3, letter b.: "Three contracts valued at $500,000.00 or more for which the offeror is the prime contractor or the offeror’s subcontracting efforts represented $500,000.00 or more of the entire contract." Also reference Section M.3: "…..A minimum of three but no more than five Past Performance Surveys must be submitted for work efforts of $500,000.00 or more that have occurred within the last five years." Can a collection of Task Orders to the same customer be used to meet the $500,000 value for Organizational Experience and Past Performance? If the “task orders” are issued under one and the same basic ordering contract (IDIQ, BPA or ID/Requirements), then that would meet the criteria. However, I want to clarify that “task orders” and “purchase orders” are not used interchangeably for this requirement. A collection of stand-alone purchase orders to one vendor does not meet the experience criteria. Purchase orders do not adequately demonstrate the offeror can meet the complexity of the requirement, as they are considered to be more simplified than other contracts.
108Please confirm that coaching (Tasks 2 and 3) will not require travel.Individual coaching CLINS 00001 through 00007 may be delivered virtually.
109Reference M.2, page 50. How does the government differentiate between control in subfactor 2.2 and control in subfactor 2.3?The QCP and the control referenced in subfactor 2.3 refer to separate and distinct aspects. Beyond that, no additional information will be provided.
110The 'IDIQ TOTAL' calculation (cell F73) does not incorporate CLIN 00008 (cell F49). Is this correct? No, it is not correct. Thank you for pointing that out. It hass been corrected in the revised Schedule B with Amendment 0002.
111"At a minimum, offerors must submit resume of the Program Manager along with a sampling of other resumes for the Executive Consultant, Senior II/Master Consultant, Senior Consultant, and Consultant I. Resumes should describe background, experience, education, publications, licenses, certifications and professional recognition." However, the Program Manager is the only Key Personnel, but 3.8.2-22 SUBSTITUTION OR ADDITION OF PERSONNEL (OCT 2006) states that this clause applies to all resumes submitted in the proposal. Please clarify that the clause does not apply to the additional "sampling" of other resumes given that work has not been ordered at the IDIQ level but is ordered via task orders. The clause 3.8.2-22 SUBSTITUTION OR ADDITION OF PERSONNEL (OCT 2006) applies to all personnel submitted to perform the work supporting all CLINS. If the individuals you intend to perform the work are not retained by your company at this time, then a letter of intent to hire that person should be included with their resume being submitted for evaluation.
112Factor 1 criteria includes "Offerors must demonstrate that the personnel possess the qualifications necessary to perform the tasks." However, that is addressed in Factor 2. Can that be removed and included where resumes will be included or clarify what is expected of Offerors in Factor 1 to address this? There will be no changes to the evaluation criteria at this time. Resumes are to be submitted as part of the technical volume.
113Can the government provide an example of what is required to validate an exhibit? There is no specific example that can be provided. If an offeror uses an exhibit in their technical proposal, it must be truthful and any assertions or specifications must be verifiable.
114Should offerors assume "grouping of functions" is synonymous with SOW tasks and if not, what does the government mean by "grouping of functions"?The "grouping of functions" typically refers to a functional structure to adminisitering tasks. How it is interpreted is up to each individual offeror.
115Do you have a preference for a 360% assessment tool? The solicitation does no specify which 360 assessment tool should be used. It is up to each individual offeror to determine that.
116As page margins are required to be a minimum of 1” all around, does the government find it acceptable for us to place information in the document headers and footers [exp. contractor name, solicitation number, page number, volume name, date, and any necessary statement regarding proprietary information to be placed within that 1” margin]?Section L.3 states what should be included in headers and footers. "(4) Volume/Page. A footer i entifying the volume number, page number, and total number of pages should be put on the bottom of each page."
117Is the government counting the Proposal Response Cover page, Transmittal letter, and Table of Contents as part of the 50-page maximum in the Technical volume? If so, will the government agree not to count these pages as they are necessary for ensuring the provision of the volume but are not pages where we are able to supply the information necessary for response evaluation?Every page submitted as part of the technical volume, including the cover page, transmittal page and a table of contents will count toward the 50 page maximum.
118We do not believe that the government will count the tabs in the Technical proposal response for purposes of total page count. Can the government confirm that this is a correct understanding?Every page submitted as part of the technical volume will count toward the 50-page maximum.
119Does the government have any preference for whether the contract examples provided as a demonstration of Organizational Experience to be the same as the contracts used for our Past Performance? The FAA has no preference with regard to submitting the same contracts for Organizational Experience factor being used for Past Performance.
120The government requires Times New Roman 12 font for the Technical Proposal response text. Will the government accept a smaller and/or different font for charts, call-out boxes, work samples, schedules, and other information that might be provided within the response document? If so, can the government provide its requirements for those types of items within the response? The font specification remains unchanged.
121How should we provide the government with cost information, without an assessment of the level of effort? Should we just provide FAA with out labor rates or is there some other information we should provide FAA?It is not necessary to submit detailed cost data with your initial proposal. During the course of evaluation, the FAA reserves the right to request additional data to assist in determining if the proposed rates are fair and reasonable.
