About this file
This document contains questions and answers regarding a Historical Context Study solicitation. The solicitation seeks a contractor to research and inventory real property assets at three existing National Defense Reserve Fleet anchorages located in Benicia, California, Fort Eustis, Virginia, and Beaumont, Texas. The study will analyze the current structures and contextualize the historical use of the properties. It is expected the contractor will research the five former anchorage sites as well to provide historical context, though extensive physical survey is not required. The report deliverables should include evaluations of National Register of Historic Places eligibility for individual assets and potential historic districts. All work must comply with Section 508 accessibility standards and be provided to the Department of Transportation Maritime Administration to support ongoing cultural resource duties under Section 110 of the National Historic Preservation Act.

Questions Answer
RGA understands that the contractor will “inventory and analyze all real property assets” at the 3 extant anchorages (akin to Section 7 of an NRHP nomination). As the contractor will be responsible for also studying all 8 anchorages, to what extent will we be expected to document the (not extant) buildings of the five (5) former anchorages? A2
Historical documentation would be expected to put them into the context of what was and what is today.
For the historic context of each of the three (3) existing anchorages, it is our understanding that “real property” does not typically include vessels/boats. In the context of the RFP, do “structures and property” include military vessels at each anchorage, or only land-based real property buildings and structures? Vessels were not included. Only structures and property.
With respect to deliverables, we recognize citation information should be attached to all historic images and field work photographs in its metadata. However, the RFP also requests that the contractor add this type of metadata to each document “whether in the final report or used for reference”. The latter task represents a potentially large archival project (there could be hundreds of document scans from the several repositories that contribute to the Historic Context Study). Was this the intention of the request? Will a more simplified approach suffice (typically, we include repository abbreviations in document file names).
Scanned and photographed images require citations if utilized in the final report.
In what format should the cost proposal be submitted? As a lump sum? in a spreadsheet showing detailed costs including rates, labor hours, and ODCs? If Lump sum, should the cost be entered in the Unit Price column of Solicitation page 2 or within the technical proposal response?
Please submit pricing in a spreadsheet showing detailed costs including rates, labor hours, and ODC.
Will MARAD provide a two-week extension to the proposal, extending the deadline to September 5? No extension will be provided at this time.
Please provide the Appendix I HEC Billing Rates (January 1-December 1, 2023) noted in the RFP. That does not apply to this solicitation. Please disregard
What are the page limit and other parameters for the proposal, in addition to the pricing spreadsheet answer already provided?
The proposal page limit is 20 pages. The resumes should be no longer than three pages.
H.2. Travel (as an ODC) states that travel will require approval of the COR; please explain how travel should be shown in the price proposal.
Show your proposed travel cost as a total cost. Travel will be done at the Government’s approval and reimbursement will be done in accordance with FAR Part 31.205-46.
Is it expected that travel for archival research will be necessary to the five sites no longer in use (Stony Point, Wilmington, Mobile, Astoria, and Olympia)? It may be necessary.
The statement of work says, “the report will inventory and analyze all real property assets and contextualize the current structures and property at the three remaining NDRF anchorages.”
a. Are the government-owned buildings/structures at the 3 NDRF anchorages of historic age (50 years and older)?
b. Should the contractor plan to research each individual real property asset or maintain a broader approach to the research?
c. Does MARAD expect the inventories to include an assessment of the National Register of Historic Places eligibility, criteria, and/or integrity?
d. If yes to the question above, should the evaluations apply to individual assets as well as historic districts?
A. This is part of the work being requested. A survey of the previous and current buildings has not been undertaken.
B. The entire context is the broad approach, however you propose to assess and discuss that context should be part of your proposal.
C. Yes, It would be difficult to assess the properties in their historical context without using the National register criteria. MARAD expects to use the context study for nominations if any buildings are found eligible.
D. Ships are not included in the context study.
11 Will the resulting report and inventory also be in support of Section 110 of the NHPA? Yes These duties are continuous and ongoing.
Have any of the individual anchorages been previously inventoried/evaluated and/or any previous historical contexts developed for MARAD other than those available publicly online?
Not as anchorages, but individual buildings have been reviewed when work is proposed.
Are records at the at the three MARAD NDRF anchorages digitized, or will the consultant be required to copy and/or scan archival material? Hard copy materials are likely to be found during this research.
14 How many rounds of review are anticipated for the report? Multiple reviews, to include the monthly reports are expected.
Is there a preferred digital file format for the high resolution digital files to be provided separately (TIFF, JPEG, etc.), as referenced in F.2.c? JPEG works fine
16 Will the final report need to be formatted for Section 508 compliance? Yes 17 Does the federal government currently own all properties listed in the RFP? The US Government owns all active fleet sites.
18 Is a survey of the other 5 sites (not currently in use) required?
As we're asking for information to put them into context and believe travel will be required we believe survey should be included, however if you can justify not doing a survey and gain the same results please put that into your proposal.
Extensive physical survey is not expected.
Does offshore anchorage need to be included, such as moorings or any resources located on the floor of the harbor basins? Or, is this above-water only
No, off shore anchorages, moorings or seafloor objects would not be included, but could be mentioned in terms of the size of the anchorage or how it was used if it relates to the historical context of the site.
Between page 4 and page 8, there is a discrepancy between the eight anchorage locations/sites. Please identify the specific city and state.
The current NDRF anchorages are Suisan Bay Reserve Fleet, Benecia, CA, James River Reserve Fleet, Ft. Eustis, VA, Beaumont River Reserve Fleet, Beaumont TX. The former NDRF sites were in Wilmington, NC, Astoria, OR, Mobile, AL, Olympia, WA and Hudson River at Stoney Point, NY.
