00001 The Contractor will produce a thorough study of the eight original NDRF anchorages and their associated structures throughout their history.

The report will inventory and analyze all real property assets and contextualize the current structures and property at the three remaining NDRF anchorages. This will include past use, architectural development, and their relevance to the larger context of maritime history and the history of the United States.
Topics may include the lasting effects of wartime shipbuilding, why anchorages were established at the individual sites, local industries or cultural developments tied to the anchorages, and how the anchorages have served national security needs.

B1. SPECIAL NOTES
1. MARAD intends to make an award described in Section C. A through a competitive process.
MARAD reserves the right to use other evaluation factors, in addition to price, in determining which contractor will receive the award.
2. Work performed under this award shall be within the parameters set forth in Section C.
B2. OBLIGATION OF FUNDS
The amount of funds obligated and made available for payment will be stated in the award.
B3. PRICE
The contractor will be paid the consideration identified in the award. The consideration shall constitute complete payment for all service and materials furnished and accepted pursuant to the award.
SECTION C-DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C1. STATEMENT OF WORK/SPECIFICATIONS
The Contractor shall furnish the necessary personnel, material, equipment, services and facilities(except as otherwise specified), to perform the Statement of Work/Specifications included below.
C2. PURPOSE
The Maritime Administration’s (MARAD) History and Heritage Program requires a cultural resources professional/historian to develop a historical context study about MARAD’s National Defense Reserve Fleet (NDRF) and its original eight anchorages. The study would provide a broad historical context and a more complete understanding of the NDRF and how it relates to US history. This study will assist MARAD in future reviews required under Section 106 the National Historic Preservation Act (54 U.S.C. § 300101) (NHPA).
C3. BACKGROUND
Section 11 of the Merchant Ship Sales Act of 1946 established the National Defense Reserve Fleet (NDRF) to serve as a reserve of ships for national defense and emergencies. At its height in 1950, the NDRF consisted of 2,277 ships kept at eight anchorages: Stony Point, New York; Fort Eustis, Virginia; Wilmington, North Carolina; Mobile, Alabama; Beaumont, Texas; Benicia, California; Astoria, Oregon; and Olympia, Washington.
MARAD continues to use three of the eight original anchorages, located at Fort Eustis on the James River in Virginia; Beaumont, Texas; and Suisun Bay in Benicia, California. Today's NDRF primarily consists of dry cargo ships with some tankers and military auxiliaries.
Structures associated with these anchorages include office buildings, warehouses, piers, parking lots and other industrial type buildings.
C4. STATEMENT OF WORK/OBJECTIVES
The Contractor will produce a thorough study of the eight original NDRF anchorages and their associated structures throughout their history. Emphasis should be on the history of the NDRF, its context in U.S. history, and how the anchorages fit into that context in the past, present and future.
The report will inventory and analyze all real property assets and contextualize the current structures and property at the three remaining NDRF anchorages. This will include past use, architectural development, and their relevance to the larger context of maritime history and the history of the United States. Topics may include lasting effects of wartime shipbuilding, why anchorages were established at the individual sites, local industries or cultural developments tied to the anchorages, and how the anchorages have served national security needs.
The results of this study may be used for NHPA National Register eligibility recommendations.
Research will be conducted using published and unpublished sources, records from the National
Archives, MARAD HQ, and MARAD NDRF anchorages, at a minimum. Site visits will be required.
C.4.1. Quality Assurance Surveillance Plan (QASP)
Contractor will provide a written monthly status report regarding the progress of research the project’s final report.
Intermittent scheduled and unscheduled meetings with the POC are encouraged and should be expected in addition.
