Amendment No. 0001
Highway and/or Bridge Design and Engineering Services, other Engineering, Planning, and Architectural Services
Solicitation: 693C73-26-R-000029
The purpose of this Amendment is to provide responses and clarifications to questions received by interested offerors.
The solicitation due date of Tuesday, April 21, 2026, at 2:00 pm EST remains unchanged.
Questions/Clarifications
The following questions were submitted via email to eflhd.ae@dot.gov. The Government responses or clarifications are provided. Due to the repetitive nature of several questions, the wording of the questions may have been revised. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Are there a maximum number of resumes that we can (should) include in our response to the solicitation?
Response: Offerors are advised that resumes should be submitted for key personnel only.
This includes the proposed leads for each discipline or specialty area identified in the RFQ. Additional resumes beyond these lead positions are not required unless otherwise specified.
2. At least one of our subs had PPQs that were previously completed using the USACE / NAVFAC format. Is it acceptable to submit those PPQs in that format, or should they re-submit the PPQs to their clients using the FHWA format that was attached with the solicitation?
Response: PPQs should be submitted using the FHWA document that was attached to the solicitation.
3. Can we use an 11x17 for certain documents in our submittal? For example, the Organizational Chart?
Response: Yes. Offerors may use 11” x 17” format for certain documents within their submittal, such as the Organizational Chart, where it enhances clarity and readability.

4. Solicitation 693C7326R000029 FHWA EFLHD is advertised as a total small business set-aside under the NAICS code 541330, with a size standard of $25.5 million. To ensure adequate small business capability and capacity to meet self-performance requirements, it is common for the government to accept and evaluate Section F past performance projects from both the small business prime offeror and subconsultants. Can the RFQ Step 1 Pre-Selection require that Section F past performance projects be from both the prime small business offeror (e.g. 8 projects) and from subconsultant entities (e.g. 2 projects)? If subconsultant projects are permissible, can the government confirm they will be rated the same as prime offeror projects?
Response: Yes. Offerors may submit Section F past performance projects from both the prime small business offeror and proposed subconsultants.
However, any past performance projects submitted for subconsultants must be from firms that the offeror commits to utilizing for the relevant discipline(s) on each task order. Past performance from such subconsultants will be evaluated on an equal basis with that of the prime offeror, consistent with the terms of the RFQ.
5. Will all questions and responses be posted as an addendum or otherwise posted for all potential respondents, if so, where will Q&As be posted?
Response: Questions and answers will be provided in an amendment for clarification purposes on an as needed basis.
6. Are there restrictions on the company size for subconsultants?
Response: Prime consultants must self-perform at least 50% of the cost of performance with their own employees. Subcontracting with other small businesses that are similarly situated can count towards the self-performance percentage. This rule applies to each task order expected to exceed the simplified acquisition threshold per FAR clause 52.219- 14 Limitations on Subcontracting.
7. Are there any page limits for projects, resumes, SF 330 Section H or the overall submission?
Response: Offerors are encouraged to be concise and provide sufficient detail to clearly demonstrate their qualifications.
As a general guideline, project descriptions and resumes should typically not exceed two
(2) pages each. No specific page limits are established for other sections.
8. Are there incumbents for this contract? If so, can you identify who they are?
Response: This is a new requirement for the various Architect-Engineer services stated in the RFQ.
9. Would FHWA issue CPARS to prime and subconsultants on work completed under this contract? Or does only the prime consultant receive CPAR evaluations?
Response: CPAR evaluations will be completed for prime consultants at the task order level.
10. Do subconsultants need to be registered in SAM?
Response: Subconsultants are not required to have an active registration in SAM.gov to work under a prime consultant. However, they are required to obtain a Unique Entity Identifier (UEI) through SAM.gov and the prime consultant is responsible for verifying their subconsultants have not been suspended or debarred.
11. To pursue this solicitation, is it required for our team to provide all of the listed disciplines? If the answer to number 1 above is yes, then would all of the team’s sub consultants need to be classified as small businesses?
Response: Yes. Offerors are required to provide all the disciplines identified in the solicitation in order to be considered.
12. Please provide guidance on if there is a limit to how many example projects or key staff that a small business prime may include in their proposal from a key large business subconsultant. Is the small business prime required to show a minimum number of example projects or staff positions?
Response: Projects provided should show the period of performance end date for all being within the last 7 years. Because a specified minimum number of projects was not requested, it is recommended presenting at least 3-5 projects that demonstrate your past experience executing contracts for highway and bridge design and related services as listed in this RFQ with federal, state, and local government agencies and private industry regarding quality of work, cost control, and compliance with performance schedules.
