Questions / Clarifications

The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov.

The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Referencing Detail on E646-A regarding Railing Section. The Standard detail states to remove 1’ by 1’ coping from face of wall. The condition where a concrete coping currently exists along the wall is not the entire way. A good portion of the project there is no concrete coping. It is masonry stone capped with a thin layer of concrete?

Response: Detail E646-A has been revised in this amendment.

2. When doing a site visit, it was observed that there are many wires/cables across location where new tunnel opening will be made. Please confirm what work is required of the contractor to relocate these cables and how it will be measured and paid.

Response: PEPCO is to relocate the wires/cables by a new conduit from an outside manhole to a new location inside the bridge abutment. This will not be work required by the contractor.

3. On Drawing A03 it indicates a staging area general location. What are the fence requirements for the staging area and what is measurement and payment?

Response: Plans and SCR’S have been revised in this amendment.

4. At the staging area, how will restoration (i.e. topsoil, seed, sod) of the area be measured and paid?

Response: SCR’s has been revised in this amendment.

5. Regarding the pedestrian tunnel for the Kennedy Center trail, can the entire tunnel be precast?

Response: The Federal Procurement Specifications (FP-14), on page 14 provides information related to Value Engineering proposals and acceptance requirements.

After the award of a contract and Notice to Proceed, the contractor can submit a value engineering concept with supporting information for review and acceptance as an alternative to the design shown in the plans. The answer is yes, however as noted procedures as outlined in the FP-14 Section 103.03 Value Engineering, will need to be followed.

6. Drawing H 05 shows a 120/240 panel. Is this panel new? If yes what type and how many circuits?

Response: Yes, this panel is new. Please see below information about the circuits:

- 100A, 120/240V, 1 phase, 3 wire split-bus panelboard with 100A Main Circuit Breaker and 30 space minimum o 6 space top section (24-hour) 1 – 20A, 1P (Time Clock, Lighting Contactor, PEC) o 100A contactor (assume 6 spaces) o 18 space bottom section (contactor controlled)

1 – 60A, 2P (Circuit 6) 5 – 20A, 2P (Circuits 1,2,3,4,5)

- Astronomical Time Clock with Reserve Power (controlling the lighting contactor)

- 120V Photoelectric Cell (controlling the lighting contactor)

The contactor should be controlled by the PEC (On) and Time Clock (Off). This has been addressed in this amendment.

7. Is there a panel schedule if the panel is new?

Response: There is no panel schedule. The circuits are described in the wiring diagram.

8. How is the panel to be mounted if it is a new one? Is there a mounting detail?

Response: The panelboard and other equipment shall be mounted in a NEMA 3R painted steel enclosure, minimum dimensions of 30” Wide x 18” Deep x 54” High.

This has been addressed in this amendment.

The enclosure shall be mounted on a 3’ deep concrete pad extending a minimum of 3” beyond the enclosure dimensions. Mounting detail has been revised as part of this amendment.

9. For the four under deck type “B” fixtures can we run conduit inside the tunnel or are we to core drill from the outside in at each location?

Response: The conduit can be run surface mounted inside the tunnel.

10. What size conduit is to be used for the Type “B” fixtures?

Response: The conduit from box to box shall be 1½” conduit. The conduit from each junction box to the luminaire shall be ½” or ¾”, as per manufacturer’s recommendation for conduit entry. This has been addressed as part of this amendment.

11. The detail Darwin E633-I daytime Tunnel Luminaire is supposed to be a ceiling mounted fixture according to drawing H 05. The fixture in the detail is a wall mount or pole mount which drawing is correct.

Response: The intention is for the luminaire to be mounted to the ceiling. The luminaire is available with a trunnion mount, but an arm or plate can be mounted from the ceiling and wall mount/pole mount arm may be used which would extend the luminaire below the ceiling to not exceed 8 inches. Sheet H05 has been revised as part of this amendment.

12. What size wire is required for the under deck daytime Luminaire.

Response: The wire from box to box shall be 3-#2 AWG & 1-#2 GND IN 1½” conduit. The conduit from each junction box to the luminaire shall be 2-#10 AWG & 1-#10 GND IN ½” or ¾”, as per manufacturer’s recommendation for conduit entry. An amendment has been issued to address size wire.

13. The drawings call for Malleable Iron splice boxes for type “A”, “B”, and “C” light fixtures. Is there a detail or part number for these specific boxes?

Response: No detail is provided. The junction boxes shall be 12” x 12” x 6” deep minimum to account for the size of the conduit. An amendment has been issued to address this.

14. We are bidding the above mentioned project a subcontract for project. we come across question that needs clarification On contract drawing sheet, RO2 show two doors on each side of the tunnel. However, there is no detail for these two doors and also there is no pay items for these doors. Please provide the details for the doors and clarify under which pay items these will be paid.

Response: A pay item and an amendment has been issued to address this.
