Special Contract Requirements – 401.03 States that “If type I (liquid) antistrip additive is included in the JMF, the minimum liquid antistrip additive is the minimum amount required to meet the design parameter in Table 401‐1A. Questions – If a type I (liquid) antistrip additive is not utilized in the JMF (to my knowledge, MDOT does not yet allow for liquid antistrips), does the Table 401‐1A requirement apply at all, to this project?
In accordance with Subsection 401.03, Table 401‐1A only apply when Type 1 (liquid) antistrip is included in the JMF.

Section H of the IFB contains NWP verification under 404 of the CWA, MDEQ 401 certification, and the NOI for the SWPPP. Does FHWA anticipate that the contractor will need to obtain any further permits to complete the permanent and temporary features associated with the box culvert installation as detailed in the plans/specs? Montana Streambank Protection Act (SPA 124 Permit)? MDEQ 318 authorization?
Section H contains all the permits that have been acquired by the Government for this project. Other permits required by the Contractor’s methods of operations are to be acquired by the Contractor. See Subsection 107.01.

SCR 108.01 (c) states that written approval must be obtained prior to starting work on each box culvert, including the ordering of material. What conditions must be met for approval to begin work. Are there anticipated allowable start dates?
This will be addressed under Amendment A002

SCR 302.03 (c) references “designated sites” to dispose of waste. Have these sites been designated already or will they be identified by the CO in the field? With they be within the project limits? Can culvert and RCB excavation be disposed at these sites as well?
This will be addressed under Amendment A002

SCR 157.10(d) and (e) appear to indicate that the temporary culverts can be sized for EITHER the 2‐year OR 10‐year peak discharge rates based on the EXPECTED timeframe the work will occur, but the diversion channel and berm MUST be sized for the 10‐year peak flow. Please clarify.
The flow diversion and barrier system requirements are different from the temporary culvert requirements for this project. Please bid accordingly.

SCR 157.10 (e) states “Do not span the stream channel and floodplain completely. Isolate one bank first for completing riprap installation at that bank. Finish riprap installation and final grading before removing flow diversion at that bank and starting second bank. Isolate second bank for completing riprap installation of that bank. Maintain at least half‐width channel flow always.” Please clarify this statement as the plans clearly indicate the intent is to divert the entire stream flow for the installation of each RCB and associated stream restoration.
This will be addressed under Amendment A002

An electronic centerline alignment is provided in the survey data. When compared to the existing survey at the culvert areas, it appears that the design centerline may deviate up to 1.5’ from the center of the surveyed road. Will the design centerline control? Or will the contractor need to develop a field‐fit centerline to match the existing road crown and grade outside the areas listed in SCR 152.04 (b)?
In accordance with SCR 152.04(b), the design centerline controls within the limits specified under this Subsection. For the areas outside the limits specified under SCR 152.04(b), see FP‐14 Subsection 152.05(b).
12 X
SCR 152.04 says to ‘Preserve initial reference points’, but the plan sheets (D.6 and D.8) seem to show these control points to be within the traveled way. Will government‐set control points be provided outside the roadway prism?
See Subsection 152.04(a) and bid accordingly.

Notes 1 and 3 on Plan Sheet D.14 states, “…PLACE CONCRETE IN THE PIPE UP TO 10”
BELOW THE TOP OF THE PIPE(DO NOT FILL
COMPLETELY)” and “..FILL THE REMAINING 10”
OF THE 4” DIA. PIPE WITH CONCRETE, SET AND
MARK THE BRASS..” Can the pouring of the concrete bases and the setting of the brass cap under the direction of a surveyor occur in the same pour? Or must the concrete base be allowed a specified cure time before the brass cap is set? Would non‐shrink grout be an acceptable alternative to Class General Concrete in the top 10” to set the brass/bronze cap?
In accordance with Note 3 on Plan Sheet D.14, filling the remaining 10” of the 4” diameter pipe with concrete and setting of the monument is to occur after construction. Non‐shrink grout is not an acceptable alternative in this application.

Is there a detail drawing for the construction of Item A0740 62102‐0000 MARKER? Plan sheet D.1 only identifies them as “Rebar & Cap”. Given that they are at centerline, will they need a monument box around them or to be cored/grouted back into the asphalt?
We do not intent to provide a detail for constructing Item A0740 62102‐0000 MARKER. Perform work according to the Plan Sheet D.1, FP‐14 Subsection 152.05(k), and the second paragraph of FP‐14 Subsection 107.02.

15 X Is it the intent of WFL to have a box culvert that is supplied by an out‐of‐state supplier?
No. 2/25/2021
16 X
Could WFL please provide the states (locations that utilize this design? ….Or would WFL allow a box culvert design that the Montana DOT allows and utilizes on a regular basis?
This will be addressed under Amendment A003.

The detail showing the box culvert Joints are not accurate to what we have the forms to do.
Forterra supplies most of the box culverts for the Montana Department of Transportation. I am wondering if the box culvert joint shown can be changed to the Standard Montana DOT box culvert joint? This does not have a closed foam gasket and the joints are only allowed to gap .75” top and bottom. Grout is not used with our normal joints when they are within the .75” gap spec.
This will be addressed under Amendment A003.

The revision on Amendment A003 Page E‐36 does not address my original question asking the following. “The detail showing the box culvert Joints are not accurate to what we have the forms to do. Forterra supplies most of the box culverts for the Montana Department of Transportation. I am wondering if the box culvert joint shown can be changed to the Standard Montana DOT box culvert joint? This does not have a closed foam gasket and the joints are only allowed to gap .75” top and bottom. Grout is not used with our normal joints when they are within the .75” gap spec.”
The original question indicated there were constructability issues with the original box culvert joint requirements, so the revised Amendment A003 Page E‐36 allows construction of a watertight keyed joint as shown on the plans, or an alternate joint that is watertight and keyed.

19 X Regarding calcium chloride requirements, are we able to mix the calcium in place using a reclaiming machine.
See SCR Subsection 311.05(c). 2/26/2021
20 X If we are able to mix calcium chloride in place using a reclaiming machine, can we use a pre‐ mixed solution that meets the specification?
In accordance with SCR Subsection 311.02, calcium chloride flakes or pellets meeting the requirements of FP‐14 Subsection
725.02 are required.
