BID SCHEDULE INSTRUCTIONS

Bidder/Offeror please note: Before preparing the bid, carefully read the Solicitation Provisions.

Insert a unit bid price, in figures, for each pay item for which a quantity appears in the bid schedule. Multiply the unit price by the quantity for each pay item and show the amount bid. Should any mathematical check made by the Government show a mistake in the amount bid, the corrected unit price extension shall govern.

When the word "LPSM" (Lump Sum) appears as a unit bid price, insert an amount for each lump sum pay item.

When a sum based on a fixed rate appears for any pay item in the amount bid column, include the Government inserted amount bid for the item in the total bid amount.

Total all of the amounts bid for each pay item and show the total bid amount.

A+B BIDDING

When completing the bid schedule, provide the number of calendar days necessary to complete all contract work from the Notice to Proceed until the day of final construction completion, both dates included. The total number of calendar days bid will become the basis for determining the fixed contract completion date (see subsection 108.03).

It is against this date that liquidated damages will be assessed according to Subsection 108.04. The number of calendar days bid may not exceed 112 days.

Multiply the number of days bid by the Road User/Administrative Cost of $8,400.00 per day to determine the Road User/

Administrative Cost Subtotal (Part B).

Add the Construction Cost Subtotal (Part A) to the Road User/Administrative Cost Subtotal (Part B) to determine the Bid Schedule

Project Total (Part A+B).

Install the preformed, fused thermoplastic film high skid turn arrow markings to achieve a minimum initial skid resistance greater than or equal to 50 British Pendulum Number (BPN) when tested according to ASTM E303. Apply thermoplastic turn arrow markings when pavement and air temperatures are 50°F (10°C) and rising.

1. PROJECT DESCRIPTION

CONSTRUCTION ACTIVITIES

The Federal Highway Administration Western Federal Lands Highway Division (WFLHD) in partnership with the Oregon Department of Transportation (ODOT) propose pavement improvement along US-20 (OR-16), beginning at approximate MP 74.50 (Santiam Junction) and ending at approximate MP 88.19 (Jack Lake Road). The pavement condition has started to rapidly decline and is showing low severe fatigue and longitudinal cracking as well as significant wear from snow plowing. US-20 is a part of the state highway system under the jurisdiction and control of the Oregon Transportation Commission (OTC). ODOT has jurisdictional authority to operate and maintain the existing facility and will operate and maintain the completed project at its expense.

The proposed ODOT project is along US-20, beginning at approximate Milepost (MP) 74.50 and would end at approximate MP 88.19. Pavement condition has started to rapidly decline and is showing low severity fatigue and longitudinal cracking. The pavement also shows significant wear from the snow plowing. The last treatment was multi-lift, and raised the grade 2.0”. There appears to be adequate pavement structure for now. There is a large portion of the shoulders that have cracking. The shoulders will be included in the inlay treatment. Maintenance will need to continue placing an increasing amount of patches to hold this section together. This location is difficult to keep safely maintained. This is a major pass and freight route. This section of highway will need a multi-lift treatment and costs will increase significantly if deferred past 2021.

The proposed project will inlay two inches of Level 4, ½” Dense, Lime Treated Asphalt Concrete Pavement Wearing Course, PG64-28 for the full width of the existing roadway between MP 74.50 to MP 88.19 to improve pavement condition and ride while extending the life of the facility. The proposed project is a 1R inlay only which is expected to be contained within the existing edges of pavement. However, additional or extended guardrails, or culverts, could require survey work to plat sections of the highway passing through federally owned land where an easement is absent. Right of way acquisition of easements from the federal government may be required. Signs for lane reductions will need to be included to match striping updates. This section is programmed for inlaid durable (thermoplastic) per the Region 2 Striping Strategy.

Inlaid pavement markers should also be considered. This project is located between approximate coordinates 44.4358 N, 121.9452 W (MP 74.50) and 44.4239 N, 121.7073 W (MP88.19). The length of the project is approximately 13.69 miles.
