Chemical, Biological, Radiological and Nuclear (CBRN) Scientific and Technical Assistance for Consequence Management (STACM)
I. Introduction and Background
EPA’s Office of Emergency Management is the backbone of the federal government’s response to, preparation for and prevention of environmental emergencies. EPA works with other federal agencies, state, local and tribal governments to respond quickly to chemical and hazardous substance releases and oil spills; and continually strives to protect the public from immediate dangers and future accidents. The Chemical, Biological, Radiological, and Nuclear (CBRN) Consequence Management Advisory Division (CMAD) is comprised of the CBRN Operational Planning Team (COPT) and the Field Operations Branch (FOB) each with key functions of responsibility and work closely integrated with various Division functions. CMAD provides CBRN gap analysis and initiatives to fill gaps develops CBRN operational guidance, SOPs, and strategies for response, and expertise on characterization, decontamination, clearance of buildings/outdoor spaces, and waste management issues. Portable response assets that CMAD manages include, the Airborne Spectral Photometric Collection Technology (ASPECT) and the Portable High-Throughput Integrated Laboratory Identification System (PHILIS). CMAD is also responsible for Radiation Task Force Leader (RTFL) training, evaluating new technologies for response, headquarter liaison with the Department of Defense, United States Northern Command (USNORTHCOM), Defense Security Agency (DSA), National Guard Bureau (NGB), Dept. of Homeland Security (DHS), Department of Energy (DOE), Federal Bureau of Investigation (FBI) and Secret Service to leverage other homeland security resources from other agencies/ laboratories. CMAD also collaborates and coordinates with internal agency partners;
National Homeland Security Research Center (NHSRC) of Office of Research and Development (ORD), Office of Homeland Security (OHS), Office of Radiation and Indoor Air (ORIA), Emergency Response Team (ERT) and National Counter-terrorism Evidence Response Team (NCERT).
II. Purpose
The contractor shall be able to provide professional, technical and scientific experts focused on CBRN response and remediation protocols and tools for field responders, policy makers, and analysts; support activities range from developing or applying environmental sampling strategies for response and remediation actions to developing, evaluating and conducting field demonstrations for bench-scale through pilot- and full-scale field testing/field studies for methods of indoor and outdoor system/platforms contaminated with a CBRN surrogate; support shall also be provided for developing and executing field trainings and exercises of all sizes (tabletop, functional, full scale) for remediation of CBRN contaminated indoor and outdoor system/platforms. The contractor shall be able to provide emergency response support (both field and reach back capability) is also necessary to support identification, decontamination, and remediation activities. These responses shall be for indoor and outdoor system/platforms that are contaminated (or suspected to be contaminated) with CBRN agents or other chemicals, biological agents, or toxins where CMAD has been requested to provide assistance. (Note: this is not meant to be a 24/7 standby response capability)
Additionally, the contractor shall provide professional technical writers for the development of high quality scientific and technical documents focused on CBRN response and remediation information for a wide variety of audiences. The documents should draw on the latest state of the science and translate complex, technical information into usable formats to communicate the outcomes of CMAD’s work portfolio with technical and nontechnical audiences. These personnel may be required to obtain Top Secret security clearance to accomplish tasks included in the performance work statement.
III. Quality Assurance Requirement
Quality Assurance Requirement should be in compliance with the Office of Emergency Management (OEM) Quality Management Plan: following promulgation of the Data Quality Act (2001) and issuance of EPA’s IQGs in October 2002, the EPA Science Policy Council (SPC) developed guidance titled Assessment Factors, EPA Science Policy Council, EPA 100/B-03/001, of June 2003. The intent of the guidance is to enhance the transparency of EPA’s quality expectations for information voluntarily submitted to EPA, gathered by EPA, generated by EPA, or used by EPA to evaluate the quality and relevance of scientific and technical information regardless of its source.
