About this file

This is a Scope of Work document for the Illinois Department of Transportation (CDOT) 2026 Job Order Contract for Flatwork, a rebid opportunity. The contract encompasses flatwork construction services including concrete pavement, asphalt pavement, and related site preparation work. The scope details specific task categories, labor requirements, and equipment specifications necessary for performing flatwork on CDOT projects throughout the state. The contract is structured as a Job Order Contract (JOC) format, which allows for multiple task orders to be issued under a master agreement. Bidders must demonstrate qualifications and capacity to perform various flatwork tasks with specified crew compositions and equipment. The document outlines the technical requirements, quality standards, and performance expectations that contractors must meet during the contract term.

The contract establishes pricing mechanisms based on task order rates rather than lump-sum bids, with compensation determined through the Job Order Contract unit pricing methodology. Specific pricing for labor, equipment, and materials will be negotiated based on the scope and complexity of individual task orders issued throughout the contract period. The document specifies that contractors must maintain compliance with prevailing wage requirements and CDOT specifications. Set-asides and disadvantaged business enterprise (DBE) participation requirements may apply. Contractors are required to possess appropriate licensing, insurance, and bonding. The contract term and renewal options are contingent upon satisfactory performance and funding availability through CDOT's annual budgeting process.

Responsiveness of the contractor Performance is rated from the project development phase through construction—start-up to close-out

Project development phase Scope definition Timely and accurate price proposals

Construction phase Timely start-up Effective management of work crew, to include subcontractors Ensuring project is constructed according to the specifications

Success in developing a partnership relationship with owner

Performance also depends on:

Accurate adjustment factor Quality staff

Performance-Based

Subcontractor’s benefits with Job Order Contracting

No projects are identified at the time of bidding, so Prime Contractor cannot staff up to self perform.

Increased subcontracting opportunities because Prime Contractors must utilize the subcontracting community.

Simplified procurement process for the City allowing them to procure more work in a shorter period of time.

Multiple projects on multiple sites simultaneously.

Contract Specifics

Bid Considerations

• Annual Price Adjustment

• Applied annually on the anniversary of the Award Date – Contractor requests in writing approximately 14 to 30 days prior to the anniversary of the contract

• Based on CCI (City of Chicago) published by Engineering News Record (ENR)

• Calculation (Based on Month of Solicitation Bid Due Date) Average CCI for Current Year = The % Increase or Decrease in Average CCI for Base Year Construction Costs

• Percentage x Original Adjustment Factors = New Adjustment Factors for Next Year

• Applies to the Normal Working Hours Adjustment Factor

• Applies to the Other than Normal Working Hours Adjustment Factor

• Contractors Should Expect To

• Prepare Incidental Drawings or Sketches for Some Projects

• Justify Quantity Calculations

• Explain Detail of Work

• Prepare Proposals for Some Projects That Might be Canceled

• Margins on CTC Tasks Vary

• Some Projects are More Profitable than Others

• Maintain a Fully Functioning Local Office

• Hold Required Licenses

Importance of Contractor’s Adjustment Factors

• Determines Lowest Bidder AND

• Used to Price Individual Work Orders

• Price Proposal Total Becomes the Lump Sum Job Order Price

Risks of Low Adjustment Factors

• Leads to Arguments in Proposal Review

• Unsupportable Tasks

• Exaggerated Quantities

• Leads to Delays in Job Order Development

• Takes Longer to Review Proposals

• Creates an Adversarial Relationship

• Reduced Volume of Work

• Will Shorten Contract

• Lost Profitability

• No Second Chance to Improve your Margin

Review of Key Points

• Focus on Total Potential Value of Contract

• $50,000,000 Over Five (5) Years

• Evaluate Construction Task Catalog®

• Analyze Unit Prices

• Know the General Guidelines for Using the

CTC

• Contractor Performance Drives Volume

• Ability to Market Program and Services

• Responsive Service

• Accurate Proposals

• Safe and Clean Project Sites

• High Quality Construction

• On-Time Completion

• On Time Close Out
