About this file
This is a Request for Proposal (RFP) issued by the City of Chicago Department of Procurement Services on behalf of the Department of Fleet and Facility Management (2FM) and the Chicago Department of Transportation (CDOT) for the procurement, installation, operation, and maintenance of Electric Vehicle (EV) Charging Stations. The solicitation encompasses two distinct projects: Category A focuses on 2FM's city fleet EVSE program supporting expansion from approximately 250 to over 2,000 electric vehicles by 2031 across multiple City facilities, while Category B addresses CDOT's EV Charging Pilot Program for public access, pay-to-charge stations at seven initial locations with 28 charging ports. Respondents may submit proposals for either or both projects. The City has identified an estimated 66 site locations for 2FM deployment, with Phase I targeting ten high-priority sites for installation completion within six months of contract award. The deadline for question submission is May 5, 2026, at 3:00 p.m. Central Time, and the pre-proposal conference is scheduled for April 28, 2026, at 10:00 a.m. at 121 N. LaSalle, Chicago, with virtual participation available via Microsoft Teams. The original proposal deadline of June 16, 2026, was postponed via Addendum No. 1 to July 13, 2026, and further postponed via Addendum No. 2 to August 31, 2026, at 3:00 p.m. Central Time. The contract term is five years with a potential extension of up to 181 days at the City's sole discretion. The City anticipates a potential need for up to 2,000 Level 2 charging stations, up to 25 Level 3 DC fast charging stations, and up to 100 solar-powered charging stations, subject to funding availability and site readiness.
Proposals must be submitted electronically through the City's iSupplier eProcurement portal, and all submissions must include required documentation such as economic disclosure statements, financial statements for three years, insurance certificates, conflict of interest disclosures, and legal action history. There are no MBE/WBE/VBE goals specified for this solicitation. Pricing must be submitted in accordance with the Schedule of Compensation outlined in Exhibit A8 for Category A (2FM) and Exhibit B6 for Category B (CDOT), though respondents are instructed to enter only $0.01 in the system-required price field for proposal submission purposes. The evaluation process consists of three phases: Phase I assesses compliance with submittal requirements; Phase II involves detailed evaluation based on weighted criteria including technical capabilities (30% for Category A), experience and expertise (20%), customer success practices (20%), vendor performance (10%), implementation and management quality (10%), and cost/budget opportunities (10%); Phase III may include site visits, system demonstrations, and oral presentations for short-listed respondents. The City reserves the right to enter concurrent competitive price negotiations with one or more qualified respondents and may reject any or all proposals. The RFP documents and all addenda must be acknowledged by respondents in their cover letters. All proposals are subject to public disclosure through the City's transparency website, though respondents may designate trade secrets or proprietary information as confidential with proper documentation.

The City of Chicago (“City”), acting through its Department of Fleet and Facility Management (2FM) and the Department of Transportation (CDOT), invites qualified firms to submit proposals for the procurement, installation, operation, and maintenance of Electric Vehicle (EV) Charging Stations at designated City-owned and public-access sites.
This solicitation supports the City’s broader goal of advancing transportation electrification, reducing greenhouse gas emissions, and expanding equitable access to EV charging infrastructure across Chicago. The RFP encompasses two distinct projects:
• Category A – 2FM City Fleet EVSE Program Focused on the installation and management of charging infrastructure to support the City’s growing fleet of electric vehicles, expanding from approximately 250 to over 2,000 EVs by 2031 across multiple City facilities.
• Category B – CDOT EV Charging Pilot Program Focused on the installation and operation of public access, pay-to-charge EV stations at selected City-approvedsites. The pilot includes seven initial locations with a total of 28 charging ports, providing revenue-generating opportunities and data to inform citywide expansion.
Proposers may submit a response for either Project A, Project B, or both projects. Each project includes its own site specifications, performance requirements, and proposal submittal instructions as detailed in the RFP and accompanying exhibits.
The City seeks firms with demonstrated experience in EVSE installation, software integration, network management, and operations that align with industry best practices, sustainability standards, and municipal infrastructure requirements.

VI. EVALUATING PROPOSALS
A. Evaluation Process
The Department of Procurement Services and an Evaluation Committee (“EC”), which will include the representatives from 2FM and CDOT, the Department of Procurement Services and may include representatives of other departments of the City will review and evaluate the Proposals, as described below.
The City of Chicago seeks to prevent all Conflicts of Interest regarding procurement decisions. Conflicts of
Interest arise when an EC member participates personally and substantially in official matters where they have a financial interest. No member of the EC is permitted to have any personal interest, direct or indirect, in the contract arising from this RFP. If an EC member believes a Conflict of Interest exists, they should immediately notify DPS and recuse themselves from all procurement decisions.
In evaluating Proposals, during Phase I, the Department of Procurement Services will first consider the completeness and responsiveness of the Respondent’s Proposal. After Phase I, the Proposals will then move to the EC for further evaluation.
The Proposal evaluation process is organized into three phases:
Phase I - Preliminary Proposal Assessment Phase II - Proposal Evaluation Phase III - Site Visits, System/Product Demonstrations and/or Oral Presentations (if necessary)
Phase I - Preliminary Proposal Assessment
Phase I will be completed by DPS and will involve an assessment of the Respondent’s compliance with and adherence to all submittal requirements requested in Section V. B, Required Content of the Proposal.
Proposals which are incomplete and missing key components necessary to fully evaluate the Proposal may, at the discretion of the EC, be rejected from further consideration due to “non-responsiveness” and rated Non-Responsive. Proposals providing responses to all sections will be eligible for detailed analysis in Phase II, Proposal Evaluation.
As part of this evaluation, DPS will determine whether Respondents have passed or failed any evaluation criteria designated as pass/fail. These criteria include, but are not limited to, the following: compliance with MBE/WBE/VBE goal requirements, Economic Disclosure Statement and Affidavit, Conflicts of Interest, Financials, and Legal Actions.
Phase II - Proposal Evaluation
In Phase II, the EC will evaluate the extent to which a Respondent’s Proposal meets the requirements set forth in the RFP. Phase II will include a detailed analysis of the Respondent’s qualifications, experience, proposed implementation and management plan, cost proposal, and other factors based on the evaluation criteria outlined in Section VI. B, Evaluation Criteria.
As part of the evaluation process, the EC will review the information required by Section V, for each Proposal received. The EC may also review other information gained by checking references and by investigating the Respondent’s financial condition.
The City reserves the right, after advertisement of the RFP, to refine the Scope of Services, with appropriate notice. Further, if, upon receipt of Proposals, the City wishes to make refinements to the Scope of Services, it may, depending upon the circumstances, provide the revision to all Respondents and invite revised proposals from the Respondents based upon the revised Scope of Services.
The City reserves the right to seek clarification of any information that is submitted by any Respondent in any portion of its Proposal or to request additional information at any time during the evaluation process.
Any material misrepresentation made by a Respondent may void the Proposal and eliminate the Respondent from further consideration.
The City reserves the right to enlist independent consulting services to assist with the evaluation of all or any portion of the Proposal responses as it deems necessary.
