About this file
This is an Addendum #1 issued by the University of North Carolina at Charlotte Purchasing Office in response to a competitive solicitation (IFB #66-27006SB) for grease trap maintenance services. The addendum clarifies requirements for grease trap cleaning and maintenance at 24 interceptor sites across the campus and downtown DuBois Center satellite location, with service frequencies ranging from annual to monthly visits totaling approximately 175 service visits per year. The addendum addresses six substantive questions from potential bidders regarding service timing, location specifications, emergency call definitions, and disposal verification requirements. Key clarifications include: Atkins Coffee Shop service must occur between 6:00 AM and 7:00 AM to manage odor impacts to Starbucks; the Football Stadium location noted as "In Design coming March 2027" will be added through a contract amendment once the expansion project is completed; emergency calls are defined as same-day service requests typically after normal business hours with a maximum response time of twelve (12) hours; and access information and Business Services contact details will be provided to the awarded vendor. The bid due date is Wednesday, September 2, 2026 at 2:00 PM ET, with contract award anticipated by September 14, 2026. The contract term is two years from execution with three optional one-year renewal periods at the State's discretion.
The addendum modifies disposal verification requirements by removing the mandate to submit certified waste disposal verification with each invoice through the Charlotte Water portal. Instead, vendors must provide a copy of their permit or certification from Charlotte Water with their bid submission or verification that they are on the current list of approved companies maintained by Charlotte Water (CLTW). Bidders must demonstrate a minimum of five continuous years of commercial grease trap clearing experience, provide three customer references, carry insurance listing UNC Charlotte as additional insured, and register with the North Carolina Secretary of State prior to contract execution. The contractor bears full responsibility for spill cleanup, OSHA compliance, damage to university property caused by negligence, and employee professional conduct. Pricing must include labor, materials, tools, and handling costs, with detailed unit costs required for each location-frequency combination plus separate emergency call-out rates. Evaluation will prioritize lowest price meeting specifications, supplemented by vendor qualifications, financial stability, and past performance references.

This addendum is issued to answer questions posed by potential bidders.
1. Section 5.0, Atkins Coffee Shop Service Window The document states that service at Atkins Coffee Shop must occur "in early morning" and requires contacting campus police for entry. Could you please clarify the specific time window that qualifies as early morning for this location, and provide the campus police contact number or process that vendors should use?
A: The cleaning of the grease trap at this location can generate a smell inside Starbucks, so the requested service time is between 6:00am and 7:00am. Access information will be coordinated with the awarded vendor.
2. Section 5.0, Football Stadium, In Design Location (March 2027) The scope of work lists a Football Stadium location noted as "In Design coming March 2027" with TBD capacity, frequency, and pricing. Will pricing for this location be established through a contract amendment once the location is finalized, or are vendors expected to include a placeholder unit cost in their current bid submission?
A: A contract amendment will be completed with the awarded vendor to add this location to the service contract once the expansion project is completed.
3. Section 5.2, Business Services Contact Information The Contractor Requirements section references a "Business Services contact" that drivers should reach out to if they are unable to service a particular location. Could you please provide the name, phone number, and email address for this contact so it can be included in our internal service documentation?
A: The Business Services contact information will be provided to the awarded vendor.
4. Section 5.0, Baseball Stadium Gate Access The scope of work notes that the Baseball Stadium grease trap is located inside a gate and may require access coordination. Who should the contractor contact to coordinate gate access for this location, and how far in advance should that request be made?
A: Access information will be coordinated with the awarded vendor.

ADDENDUM #1
Rev: 06/2021
5. Section 4.1, Emergency Call Unit Cost Definition The pricing form (Attachment A) requests an Emergency Call Unit Cost per visit. Could you please clarify the definition of an emergency call for purposes of this contract — for example, whether it refers to an unscheduled service visit, a same-day request, or a call outside normal business hours
— and whether there is a required response time?
A: An emergency call would be considered same day service, typically after normal business hours.
There may potentially be extenuating circumstances that could impact how quickly the response can take place, but the general expectation is as soon as possible, but not later than twelve (12) hours after receipt of the emergency call.
6. Section 5.0, CMUD Waste Disposal Verification Format The scope of work requires that certified CMUD waste disposal verification be included with each invoice. Could you please clarify the specific document type or format that UNC Charlotte requires to satisfy this verification requirement?
A: There is a portal through the City of Charlotte in which the service provider will need to submit the details of their service. Charlotte Water (CLTW) doesn't have a generic form any longer, so the requirement to submit verification with each invoice is hereby removed from the requirements. In lieu of the disposal verification, vendors shall provide a copy of their permit/certification from Charlotte Water with their bid, or other verification that they are on the current list of approved companies. A current list is available here: Charlotte Water Approved Grease Haulers.
