About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures under FAR 13.106-1(b).

The Coast Guard seeks to purchase 100 electric lanterns (NSN 6230-01-628-1741, Part # 100.3L) for an estimated total value of $46,625.00. These battle lanterns provide emergency lighting throughout cutters during power outages and are currently installed on 154-foot WPC Fast Response Cutters. The suggested source is CHAND Corporation LLC., located at 157 Highway 654, Mathews, LA 70375 (UEI: J8ATNVMEGLK1). The justification is based on brand name authority under FAR 5.102(a)(6), FAR 11.105, and FAR 13.106-1(b)(1), citing that the items must conform to specific design, materials, and operational requirements. Seacoast Development Group, Inc. is identified as the original equipment manufacturer. The Coast Guard asserts that reproduction manufacturing drawings, specifications, and technical data are proprietary and not available for sale, and that any substituted parts could jeopardize vessel and crew safety due to improper specifications potentially causing light failure, electrical fire, or reduced emergency visibility. The justification indicates that vendors other than the OEM must provide documentation certifying compliance with OEM specifications and standards specific to 154-foot WPC Coast Guard vessels. The document was signed by technical and requirements point of contact on 01/23/2026 and by the contracting officer on 04/27/2026. No fair and reasonable price determination method was selected on the form.

The item listed above must conform to design, materials, and operational requirements. The listed item is the standard configuration currently installed onboard the 154’ WPC Fast Response Cutters. Any attempt to manufacture the listed item without the proper specifications, drawings, and technical data could cause failure of the light, electrical fire and reduce the ability of the crew to see in the event of a loss of power. The Electric Lantern is designed and mounted in different locations with the spaces of the cutters.
