About this file
The document is a Sole-Source Determination Memo from the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement, specifically for the Office of Child Welfare in District 2 (Multnomah County). The memo seeks to procure 24/7 mobile surveillance equipment from LiveView Technologies, Inc. (LVT) to replace human overnight and exterior patrols at three branch locations. The total estimated contract value is $180,000, with the goal of reducing security expenditures, preventing vandalism and theft of motor pool fleet vehicles, and improving staff safety during night operations. The surveillance units will be equipped with security cameras, solar-powered battery cells, camera management software, cellular connectivity, and remote accessibility.
The sole-source justification is based on LVT being the sole provider of this specific mobile security technology, with numerous patented technologies and trade secrets. The units offer significant cost savings compared to human security guards, with features like self-sufficiency (independent satellite and power systems), remote programming capabilities, and 24/7 non-stop recording. The technology allows for responses to alerts through music, additional lighting, strobe lights, and voice amplification. ODHS plans to initially deploy these systems at three of their eight branches where security incidents are most frequent, with potential future expansion to other locations. The procurement follows Oregon state procurement rules and requires approval from the Designated Procurement Officer.

SOLE-SOURCE DETERMINATION MEMO
FOR SUPPLIES AND SERVICES
Date: 05/9/25 Sole source number: S-10000-00013363
To: Kirk N. Rhoades, Designated Procurement Officer
ODHS Office of Contracts & Procurement
Requestor: Nancy E Thomas
Agency/division: Oregon Department of Human Services, herein after referred to as “Agency”
Program/office: Office of Child Welfare
Contract specialist: Burke C. Barnett
Agency Sole source rule: Sole source authority:
DHS OAR 125-247-0275 OAR 125-246-0170(2)
DAS Delegation 649-11, as amended
Estimated total contract value: $180,000.00
Description of goods or services: 24/7 Surveillance Equipment to replace overnight and exterior human patrol at East, Alberta & Southeast branches in District 2
1. Background: This sole source justification applies to the purchase of:
ODHS District 2 – Multnomah County is trying to reduce its security expenditures. As
ODHS faces budget deficit overall we are identifying ways to save money and believe technology will assist. We have experienced vandalism and theft from our motor pool fleet at our largest branch (a former Target store). This branch also experiences prohibited ‘camping’ / overnight parking on the adjacent parking lot. However, regardless of size of the branch, the story is repeated frequently at two other branches where the community need is the greatest. Human overnight surveillance is difficult to monitor and appears to be ineffective in stopping or greatly reducing the impact to the motor pool fleet. Additionally, our CW staff operates 24/7. Staff frequently need to drive to the branch during the night, leave their personal car and pick up a state car for CW support. At night, it can be very intimidating for individual staff members and threatening when no security is visibly available and lighting is inadequate. We hope the use of technology will assist in recording activity during the night and thus prevent and/or reduce vandalism and provide improved lighting in those problem areas for a fraction of the cost of human and less effective surveillance
This sole source justification applies to the purchase of LiveView Technologies Inc, (LVT) mobile security systems. These units are equipped with security cameras, solar powered battery cells, camera management software which includes LiveView, VMS and
Command Center, cellular connected real-time links and remote accessibility from any android or IOS phone. They will record 24/7, 365 days per year non-stop. No lunch periods, bathroom breaks, sleeping in the car or overtime costs. Current human overnight surveillance can average $76K or higher per guard. LVT units are nearly half of this cost annually per unit. The self-sufficiency of the units are some of its best features. LVT has its own satellite system so no need to tap into ODHS Wi-Fi. The units come with built in generators and solar panels so no need to plug into our branches for power. Remote programming allows us to respond to alerts with music, additional spot lighting, strobe lights or amplifying my voice through the unit to deter illegal behavior or offer support/assistance for our staff if needed in an after-hours or daytime situation.
We have experienced numerous situations where the current camera system is simply unable to provide the surveillance needed in a large area of the parking lot.
We desire to deploy this technology for the safety of our branches, staff, visitors and motor pool fleet at three of our eight branches where these incidents occur the most.
Eventually we hope to bring such technology to all branches who need them.

3. Written findings of fact (market research):
The findings below must include factual information supporting the determination that meet the sole source requirement in statute.
Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services. Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.
For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.
Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:
Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.
Per the Statement of Sole Source from LiveView Technologies, Inc. (LVT), the purchased goods are proprietary, and they are the sole-source providers of those goods. LVT is the owner and manufacturer as well the sole source for this technology breakthrough in mobile security systems. While the components of each unit are produced by a number of companies, no one else provides the final turn-key and affordable solution. LVT provides a complete system that enables customers to implement a solution with enterprise level uptime and latency while significantly reducing the total cost of ownership (human and technology investment). There are numerous patented technologies and trade secrets owned by LVT at use in these mobile security systems.
