About this file

This is a Change Flyer amendment to a solicitation issued by the Commonwealth of Pennsylvania, Division of Procurement and Contracting, for HVH Laboratory Services (Solicitation Number 6100064753). The flyer, numbered 005, was issued on November 24, 2025, subsequent to the initial solicitation opening date of November 25, 2025. The amendment addresses clarification on service-connection billing procedures for veterans receiving laboratory services through the procurement process.

The key change addresses billing practices for veterans with different service-connection ratings. The clarification establishes that veterans should be referred to the VA for services when included in their care plan rather than having services provided directly by the State Veterans Home (SVH). For prevailing rate residents, the SVH must pay the full amount at the prevailing rate, and insurance should not be billed. In all cases involving prevailing rate veterans, the vendor must bill the UCR (Usual, Customary, and Reasonable) rate and send the veteran to the VA for services. This amendment supersedes any conflicting provisions in the original solicitation terms, conditions, specifications, and instructions. Vendors responding to this solicitation must attach this flyer to their bid submission to avoid potential disqualification.

Changes: 1.Question: Could you please clarify how the 70% service-connection rule applies to billing? In the other states we operate in, if a Veteran is service-connected at 70% or higher, the VA pays for their care, and if they are rated below 70%, we bill their insurance instead. Is that also the case here?

Answer:

The SVH should be sending the veteran to the VA for these services, the home doesn’t provide these services. If it is in the veterans care plan they either go to the VA or the SVH should paid the full amount for prevailing rate residents – the insurance should NOT be billed. In all cases for prevailing rate veterans, the SVH should be sending the veteran to the VA and the vendor must should bill UCR.
